SCOPE OF WORK
NBCC (India) Ltd. has been entrusted with the Development of Residential Colony at
Hari Nagar, New Delhi into Residential Group Housing on behalf of the Delhi Transport
Corporation, New Delhi.
The development of the group housing has been planned in a single phase.
The tender has been invited for construction of 396 numbers of 3 BHK Qtrs and 103
numbers of 2 BHK quarters in 4 towers, 242 numbers of EWS Quarters in 1 tower, Club
building (S+3) with two levels of basements and one stilt level on the first plot of land
and 46 numbers of 3 BHK + SQ Qtrs in 1 tower along with 42 numbers of EWS quarters
in 1 tower (S+7) with two levels of basements on the second plot of land with a total land
area of approx. 11.11 Acres. The scope shall also include 2 Nos. Basements (meant for
Parking & Services), ramps for entry/exit, all developments, external services within the
specified area, as per drawings and details. The layout of DUs to be constructed is
attached in Tender Drawings.
The major item of work covered under the scope are as under:-

Type-A towers(4 Nos. towers) of configuration upto 2B+S+26; Total 499 DUs, with 2
basements and stilt/podium level, including a fire check floor.
EWS tower (1 Nos. tower) of configuration upto 2B+S+22; Total 242 DUs
Structures on the land parcel on the North of Shahid Major Rajiv Lal Marg :
Type-B tower (1 Nos. tower) of configuration upto 2B+G+22; Total 46 DUs, along with
adjoining non tower area with 2 basements

All residential towers shall be designed with Monolithic Technology with Aluminium
Formwork whereas basement under towers can be of conventional RCC framed
structure.
1.1.1.2 Structural Works with Steel Special Moment Resisting Frames (SMRFs) (including
Diaphragm Wall, as required, excavation of earth work for Basement, retaining wall,
Basement raft, including removal/dismantling of existing/old underground services as
required)
b) Shop drawings and its approval from NBCC & from Proof Checking Agency.
d) Obtaining all interim and completion Approvals from NDMC and other local
statutory authorities.
v) Retaining walls
vi) Diaphragm walls
vii) Suspended floors, roofs, landings, balconies and excess platforms
viii) Shelves (cast in situ/pre-cast)

However, the design for the basement others than residential tower shall be designed
as normal/ conventional RCC framed structure.
The scope of work of structural design of contractor shall also include the designing of
diaphragm walls, to be constructed, for the safety of the existing structures as well as
for the safety of the proposed structures to be constructed under this contract and also
for the safety of the proposed structures to be constructed in next phases as per the
directions of Engineer-in-charge, NBCC, which shall be final and binding on the
contractor.
The contractor shall also give the presentations on the design schemes to be prepared
by him to the NBCC/DTC/the Project Consultant, appointed by NBCC in the kick off
meeting before taking up the actual design work. The kick off meeting shall take place
within 15 days from the date of issue of letter of award.
The brief Design Basis Report (DBR) is the part of the tender document. Based on
DBR and architectural concept drawings, the detail design and drawings shall be
prepared by the contractor.
Material and construction system has been selected to be consistence with the
requirements of a “life of the building” as defined in table 1 of IS 875 : “Code of Practice
for Design Loads of Building and Construction”. This category relates to “Important
buildings and structures and recommends a specified design life of 100 years”.
The detailed design with calculations and related drawings so submitted by contractor
shall be checked and verified by the Consultant/Consultants associated structural
consultant, appointed by NBCC.
Further, the structural design along with RCC design shall also be got proof
checked/vetted by contractor from the reputed institute such as IIT, NIT or any other
institute including NBCC’s - NBCC Engineering & Consultancy Limited (NECL), as per
the decision taken by the NBCC.
The fees / charges to be paid to the reputed institutions or NECL for proof
checking/vetting of designs shall also be borne by the Contractor.

The contractor has the obligation to make as many required modification(s) in the
design incorporating the observation(s), if so ordered by NBCC/Local Statutory
Authorities and resubmit the design and drawings. The contractor shall also be
responsible for obtaining the approvals from local authority(ies), if any.
The contractor shall also provide, the structural stability certificate in the format as
decided by NBCC.
However, the checking and vetting of design/drawings shall not absolve the contractor
from the responsibilities of any failure in the structural design and RCC design during
construction as well as during the specified life period of the structures.
The contractor shall submit all the submittals like designs, drawings, documents,
reports, schedules etc. in minimum six number of hard and six number of soft
(CD/DVD) copies.
The contractor shall also submit minimum six number of hard and six number of soft
copies of drawings and designs, after vetting of designs, for issue of good for
construction (GFC) drawings.
The contractor shall complete all the above-mentioned works including modification(s),
if any, within the two months from the 10th day of the date of the issue of letter of award.
The rates quoted by the bidder is deemed to be inclusive of all the expenditure to be
incurred in all the activities to be executed for detailed designing of structural design
and RCC as mentioned in this clause or otherwise to be incurred for this purpose. No
extra payment, whatsoever, on this account shall be payable to the contractor.
In addition to the documents prescribed in NIT for submission / uploading of tender,
the following certificate is also to be submitted as part of the technical bid submission
by the bidders:
a) Certified that we have an in-house structural consultancy services facilities with
minimum of 10 years of experience in the field of structural designing having completed
at least two structural design work of a multi-storied residential / non- residential
buildings with minimum ten storey’s with at least one number of basement or we shall
engage engineering firm of having similar experience of structural designing of
completion of at least of one multi storied residential /non-Residential building with
minimum 15 storey’s with at least minimum one number of basement.
NBCC shall provide the topographic survey drawing(s) and soil investigation report to
the bidder. However, it shall be the responsibility of bidder to carry out additionally the
soil investigation at his own cost. Further, the bidder/the appointed contractor is not
absolved of his responsibilities of accuracy of his design on account of the topographic
survey/soil investigation report provided by NBCC.
The contractor is also responsible for collection of any and all data’s/information, which
he may need for his design from any relevant source including (but not limited to) to
statutory bodies etc.
All these design and drawings will become the property of NBCC. The design and
drawings cannot be issued to any other person, firm or authority or used by the

contractor for any other project. No copies of any design, drawing or document shall
be issued to anyone except the authorized representative of NBCC.
It shall be deemed all the expenditures to be incurred in structural design and RCC
design works in the activities as mentioned in clause 1.1 above and all other activities
required to do complete structure, RCC and MEP design works are inclusive in the
rates quoted by the contractor. No extra payment whatsoever on this account will be
payable to contractor.
It shall be deemed that contractor has satisfied himself as to the nature and location of
work, general and local condition and particularly, those pertaining to transport,
handling, availability and storage of materials, availability of labour/workforce, weather
conditions at site, general grounds/sub-soil conditions and all other conditions required
to execute and complete the work. The contractor shall have to quote his rates / offer,
accordingly.
NBCC will bear no responsibility for the lapse of such knowledge and also the
consequences thereof to the contractor. The information and site data shown in the
drawings mentioned in the tender documents are furnished for general information and
guidance only. NBCC in no case shall be held responsible for the accuracy thereof or
/ and deductions, interpretations or conclusions drawn there from by the contractor or
no claim shall be entertained whatsoever, if the site conditions/information’s are
different or otherwise incorrect. It shall be considered that the contractor has satisfied
himself for all possible contingencies, situations, bottlenecks and acts of co-ordination,
which may be required between the different agencies.
ii) The contractor shall not be absolved of their responsibility of structural stability
and correctness of structural design. The contractor shall bear all the losses if
arises out of the failure of any part of the project.
iii) Based on the DBR & the architectural drawings, the agency shall submit the
structural & MEP design and drawings based on the Design Philosophy given
in the Technical Specification, within the time as stipulated in Table of Milestone
in the SCC. Every Civil/Structural/MEP drawing /detail shall be prepared
conforming to detailed Technical specification, CPWD specifications and
relevant IS code. All dimensions of various structural members / slabs /
columns / elements shall be gotten approved by NBCC.

iv) The Civil/Structural/MEP Design & Drawings (whether RCC or Structural Steel
or composite) expressly (but not limited to) includes following:-

d) The contractors shall take drawings from NBCC & using his structural design,
integrate all aspects of the project into a BIM model which will be shared & used
for construction.
• Epoxy coated floor in driveway & parking bays (over tre-mix base)
• Fire Exit stairs with Signage as per Fire norms. Fire exit staircase doors
to have panic bars & Fire rated glass is 1.5 sqm. vision panel per
shutter.
• General toilets.
ii) The finishing work of all basements, within quarters/flats, external areas outside
building & all common areas within the buildings (like lift lobbies, staircases,
ground floor lobbies, covered walkways, service lift lobbies & service areas,
toilets etc.)is included in the Scope of Works.The various parts of the project
shall be finished/executed as per Schedule of Finishes provided in tender
document.
The project is to be built fully compliant to GRIHA 3 star norms for complete scope in
this contract. All electrical & mechanical fittings / fixture / appliances, to be provided for
the work, should have latest minimum 3 star rating (of BEE) as available in market.
Since, the proposed construction is for 3 star GRIHA rating, all fittings and fixtures shall
be provided which suits to the proposed GRIHA rating.

(ii) Preparation of fabrication & shop drawings on a software like Auto CAD
etc. of each and every part of building having a sanitary/plumbing
aspect within Scope of work on suitable scale.
d) The toilets in all floors of all blocks are to be completely fitted & finished
including all plumbing & sanitary fixtures & fitting.
e) Additional toilets for drivers, security & maintenance staff (with the provision
of handicap toilet) are also to be built & finished at ground / basement as per
requirements.
f) Water Treatment Plants along with HPN type fully Automatic Domestic water
Boosting Pumps, HPN Type Flushing Pumps, HPN Type Irrigation Pumps,
Automatic Sump Pumps etc along with required piping & electrical works.
g) Water Metering: Smart water meters for each apartment at all incoming
lines/pipes along with monitoring/recording consumption at single point &
generation of bills with latest software, hardware/desktop, coloured printers
etc in all respect to be established as per approved design.
(b) External Water Supply & Sewerage, Storm Water Drainage System, Drainage
System, Rain Water Harvesting including Recharge Wells

a) The External Water Supply & Sewerage, Storm Water Drainage System,
Drainage System, Rain Water Harvesting including Recharge Wells- Design&
Schematic/Line drawings is part of the scope of work. However, detailed
fabrication/execution drawings & shop drawings, as required at site are to be
prepared by the Contractor and shall be got approved from NBCC before
execution of the work. External Water Supply & Sewerage Work for Phase-1
area shall be executed by the Agency.
b) The preparation of External Water Supply & Sewerage, Storm Water Drainage
System, Drainage System, Rain Water Harvesting including Recharge Wells-
Design fabrication & shop drawings expressly (but not limited to) includes the
following:-
(ii) Preparation of fabrication & shop drawings on a software like Auto CAD
etc.
c) The execution of work for above scope of the work read with Technical
Specifications and Drawings and connecting the services from first manhole to
the main line of the Authorities like MCD/DJB including approval from the
MCD/DJB (as applicable).

c) The piping system confirming to IS: 1239 for upto 150mm dia. & from
more than 150 mm dia., Pipe confirming to IS:3589 shall be supplied
installed, tested and got approved from the local/statutory authority and
handed over to employer as per Drawing and Technical Specifications.
Following are the Fire Fighting and Fire Protection System Proposed as per
NBC :-
• Fire Extinguisher system and FHC
• Piping system confirming to IS: 1239 for pipes upto 150mm dia and
IS:3589 for pipes above 150mm dia – MS Heavy Class
• Dry Wet Riser system
• Water Curtains
• Fire Curtains
• Fire Suppression systems
• External fire hydrants
• OH Fire water tank
• Sprinklers provides in Basement and Towers as per NBC2016.
• Underground Fire water static storage has been provided in accordance
to NBC requirement and as per IS:3844
(d) Electrical Services like ESS, DG, Panels, Distribution, Internal Electrical
Works, Fire Alarm, CCTV etc.(reference of DBR shall be taken for detailed
design, fabrication & shop drawings)
The electrical services scope of works includes the following: -
(Note: The Electric Substations i/c Transformers, HT/LT Main Panels, LT Cabling
up to Feeder Pillars etc. shall be established by BSES directly appointed by NBCC
on cost deposit basis. Therefore only the Built up space along with ROW i/c
Trench/Duct/Cable Trays shall be provided by the Bidder/Contractor.)

ii) Power back up /stand by Generating System with Dual Fuel Type DG
Sets for all the 3BHK/2BHK Flats as per fixed load details and essential
services like Common Area Lightings, lifts, WTP, STP etc. (For
Residential Towers – Type-A, Type – B) and entire area for club.
iii) Power back up /stand by Generating System with Dual Fuel Type DG
Sets for all the essential services like Common Area Lightings, lifts, WTP,
STP etc. (For EWS Towers)
v) Fire Suppression System for essential panels like LT main Panels, Lift panel,
Fire Panels etc and Gas Flooding system for Control Room/ UPS Rooms
vi) UPS for emergency lighting and low voltage equipment’s including FTTH,
EPABX, Fire Alarm & CCTV
vii) General lighting/power layout works for car parking area and Service
rooms, apartments.
xii) Fire Detection and Alarm System (Addressable and Hybrid System).
xiii) Fibre To The Home – complete Active & Passive works for Data/Wifi/
Tel/TV including OFC, OLT, ODN, ONT, Cat6 cabling etc.
xiv) External Solar LED Lighting (Hybrid- All in One Unit-Compact Fixtures) complete
in all respects

• FRLS PVC insulated copper wires will be used for all sub mains and final circuit
wiring in conduit. All life safety equipment cabling shall be Fire Survival
category (for Fire, Ventilation, Lifts etc.)
• MS Heavy Duty conduit will be used for Electric wiring and PVC Heavy duty for
all extra low voltage wiring e.g. Telephone/ TV cables, data cables and CCTV
etc. either concealed in concrete or on surface.
• Armoured Copper (XLPE) Cables shall be used for individual flat incoming
supply i.e. from BSES feeder pillar to Meter Board through underground
HDPE/DWC/RCC pipes and from Meter to each flat’s MCB DB through cable
trays to be installed in the electric shaft along with earthing strips.
c) Ensuring that fire alarm call points and firefighting equipment provided
along the escape routes can be readily located.

f. Silent Type Dual Fuel Based Diesel Generator sets with start-
stop switches, alternator, fuel tank, exhaust system, acoustic &
weather proof enclosure etc.

ii) The emergency lighting will be provided to be put on within 1 sec of the
failure of the normal lighting supply.
c) The system shall be supplied installed, tested and got approved from
the local/statutory authority and handed over to employer in an
operational condition as per Drawing and Technical Specification.
(d5) CCTV
I) The scope of work of the Contractor shall be as under:-

a) The scope of work includes the Mechanical Ventilation Design & Schematic/Line
drawings. Preparation of shop drawings in BIM (Building Information Modeling Format)
integrating with the structural and Architectural Drawings for basement ventilation and
as per Drawing and Technical Specification, as required for execution at site are to be

prepared by the Contractor and got approved from NBCC before proceeding with the
work.
b) Collection of data and preparation of pressurization calculation and data sheet for
blowers and obtaining approval of NBCC.
c) Supplying and fixing of all equipment’s as per technical specification, drawings and
design.
e) Work includes pressurization of staircases, all elevator/Lift wells & all elevator lobbies
as per NBC.
f) Work includes smoke exhaust ventilation from all floors of all blocks as per NBC
requirement.
g) Work includes Basement ventilation as per fire norms – including fresh air supply &
ventilation. Work includes provision of ventilation according to parking requirements &
norms for supply & exhaust of carbon dioxide.
i) Mechanical exhaust is provided for all toilets as per NBC requirement. Toilets are
provided with in line exhaust/propeller fan. Make up will come from adjoining areas
through door under cut or transfer grill.
All Ventilation fans have to be provided with CO sensors & PLC/VFDs along with
Bypass starters for automatic operations in normal & emergency modes.

Split Air conditioning units of required nos. & size are to be provided in residential
sample flats, Site Office, Security/Control rooms etc. Only Space provision for split AC
is proposed for all residential apartments with 63mm PVC sleeves in walls to cross the
copper pipes and providing concealed drain pipes from indoor unit to the nearest water
drains.
(g) Elevators

e) For the Club Building, 2 Nos. Passenger lifts and 1 no. service lift
(including basements), shall be provided for the Club Building.
f) Providing, installation, testing and commissioning and handing over of
elevators of required capacity as per drawings and technical
specification. Detailed fabrication & shop drawings, required in B.I.M
(Building Information modeling format) as required for execution at site
are to be prepared by the Contractor and got approved from NBCC
before proceeding with the work.
g) Obtaining approval from lift inspector for erection as well as after
commissioning.
h) Passenger & Service Elevators – The lifts shall be of high quality,
maintenance friendly finishes & include all accessories. The internal
finishes & all features of all passenger elevators shall be similar. The
interiors shall be in Brushed Stainless Steel finish at all sides. The
features & Finishes shall be as per DBR/Tech specs. However, the
features & finishes shall be approved by NBCC/Project Architect as per
latest/modern prevailing features/finishes. Contractor has to obtain the
approvals of the same in advance before proceeding ahead.
b) Detailed Designing and preparation of Shop drawings and its approval from NBCC;
a) Construction of Internal Roads, Berms, Pathways, Kerbs, open parking space etc.
including connecting with the external road network as per Drawing and Technical
Specification.
b) Hard and Soft Landscape in open land area including all horticulture operation, earth
filling, grassing, tree plantation etc. as per Drawing and Technical Specification
d) Work to include built in planters & seating, large tree planters in stone, bush / ground
covers in planters, street furniture in mono lithic stone benches.
e) Street furniture’s to include litterbins, water fountains, bollards, Fire tender path
markers etc. will be developed, approved &installed.

g) Fire tender path to be maintained & marked around all Blocks as per Fire norms.
h) Ramp entrances & exits to have MS Trellis with Multiwall polycarbonate canopies as
per detailed design so as to shelter the entrances.
There will be a city sewer connection but all the sewerage generated will be fully
treated within the project at the STP & waste water is recycled.

d) Horticulture waste
Solid Waste Composters for Wet Wastes and Compactor Bins for Dry Waste as per
required numbers, size/capacity in all respect as per approved design/drawings to be
provided installed & commissioned along with operation & maintenance as per
contract conditions.
The water will be treated as per required health standards for safe drinking water.
The primary fresh water source will be municipal water supply.
Water treatment plant (WTP) provisioned to ensure that the chemical and bacteriological
parameters of water supply in the development are in accordance with World Health
Organization (WHO) Standards. WTP Specifications will be based on the water test,
analysis report of the sourced water. Water required for potable purpose will be in
compliance of IS: 10500 standards.
(i) Detailed Designing and preparation of Shop drawings and its approval from NBCC;
All external landscaped areas will be adequately lit with approved Solar based (All in one-
Compact- Hybrid type) lighting fixtures so as to provide lighting to all pedestrian walkway,
vehicular roads, entrances to complex, to buildings, to basements etc., to all fire exits. The
landscape lighting will be done so as to create a pleasant environment in the evening for
a safe & pedestrian friendly environment. The lighting will accentuate trees by uplighting,
direct traffic by motorable embedded lights, highlight ramps by wall embedded lights,

highlight traffic directions by corner / curved street markings. There will be green planters
that will have sufficient bollards
/ Planters ground embedded lights to showcase the greenery in the evenings. Street light
with LED Solar light, land scape light, all signage as per Drawing and Technical
Specification.
The design of lighting and fixture selection in these areas shall harmonize with the
landscape
Ornamental and pole-mounted light fixtures are to be appropriately scaled for each
landscape situation. Alternates to pole lighting shall be considered to provide ambient and
pathway lighting.
Accent lighting must be located to avoid viewing bright sources from buildings and public
areas.
Provide adequate lighting and fixture selection for all directional, location and safety
signage.
Detailed Designing and preparation of Shop drawings and its approval from NBCC;
For communication between guard room/Control room to dwelling units and between all
dwelling units.
Detailed Designing and preparation of Shop drawings and its approval from NBCC;
These are suspended with cable tray systems used as a trunk service distribution &

mounting integrated Tray. These will carry electrical supply, LV cables, CCTV, Digital
lighting cable etc. in separate compartments & will be suspended as boxed / closed cable
trays from the ceiling / beam above. Typically, these will also have light, CCTV Camera,
& Signage fixtures suspended / surface mounted on the bottom of these trays.
Detailed Designing and preparation of Shop drawings and its approval from NBCC;
Fibre To The Home – complete Active & Passive works for Data/Wifi/ Tel/TV
including OFC, OLT, ODN, ONT, Cat6 cabling etc for all apartments.
iii) Detailed design, Providing and laying/fixing cabling from the main receiving
station, rising main, meter, electrical panel etc. as per Drawing and
Technical Specification
iv) Detailed designing, Providing and fixing Street light with LED solar light,
land scape light, all signage as per Drawing and Technical Specification.

vi) Detailed design and Construction of Gate, M.S. Grills etc. as per Drawing
and Technical Specification.
vii) Detailed design and Construction of Service ducts for electrical, water
supply etc. as per Drawing and Technical Specification.
Gas Supply
HORTICULTURE WORKS
i) Complete maintenance of the entire garden features of the garden area i.e.
lawn, trees, shrubs, hedge, potted plants, flowers beds, creepers etc. and other
garden feature including watering hoeing, making of plants basic manuring,
trimming and cleaning of hedges / plants, Beds, spraying of insecticides,
fungicides, weeding, mowing, and top dressing of lawn with good
earth and manure and hedge clipping and removal of the garden waste,
composting of green waste from plants, trees, lawn mowing, etc. as per
direction and satisfaction of the officer-in-charge to maintain the plants, hedge
and lawns in good and healthy conditions at all the time during the
maintenance period (12 month) (Defect Liability Period)

Exclusions to Work
The following works are not in the scope of work of contractor. In case of contravention
of stipulation of this clause from any other clause/provision elsewhere in the tender
document, then this clause shall have superseding effect to the extent of contravention.
