 The Review Committee reviews system
requests from groups throughout the
organization and selects projects for the
benefit of the business.
 Projects are selected based on business
needs and project risks

 Business needs should drive projects.
 Business needs determine the system’s
functionality (what it will do).
 The project’s business value should be
clear.

 Project Initiation
 Projects may be initiated as part of the long-
term strategic plan (top-down)
 based on mission or objective statement come up
with some competitive business strategy
 Projects may proceed bottom up
 To fill some immediate need that comes up
 Projects may also be initiated due to some
outside force
 E.g. change in tax structure may affect billing system

 Main Reasons for Systems Projects
 The starting point for most projects is called a system request, which is a formal way
of asking for IT support
 Systems request
 The main reasons for systems requests
 Projects are initiated for two broad reasons:
 Correction of Problems
 Opportunities for improvement through
 Upgrading systems
 Altering systems
 Installing new systems
 The main reasons for systems requests are
 Improved service
 Support for new products and services
 Better performance
 More information
 Stronger controls: Encryption and biometric devices
 Reduced cost

 Problems surface in many different ways.
 First way to think of the problem as Too
many errors
 Situations in which goals have never been met or no
longer being met
 Useful feedback gives information about
the gab between actual and intended
performance.

 Second way of finding problems that require the services
of systems are uncovered because performance
measures are not being met.
 Analyst can identify problems with processes that are
visible in output by
 Check output against performance criteria
 Too many errors
 Work completed slowly

 Work not done at all
 Other way to think of a problems when people do not
met baseline performance goals.
