Appointment and Qualifications of the
Local Treasurer (Sec. 470, LGC)
• appointed by the Secretary of Finance
• from list of three (3) ranking eligible
recommendees of the governor /mayor
• Under the administrative supervision of the
governor or mayor
•subject to civil service law, rules and
regulations.
Qualifications of a LOCAL
TREASURER
•citizen of the Philippines (dual
citizenship not allowed,( CSC MC 23
s. 2016)
•resident of the LGU concerned
•good moral character
•Mandatory for all provincial, city
and municipal treasurer
Qualifications of a LOCAL
TREASURER
•finished college degree preferably in
commerce, public administration or law
in recognized school
•first grade Civil Service Eligible
•5 years treasury or accounting
experience for provl/city treasurer and 3
years for municipal treasurer
Local Treasurers are tasked to:
 Advise LCE, SP/SB, and others re public
finance and disposition of funds

 custody and management of LGU funds

 disbursement of all LGU funds


 Inspect private commercial and industrial
establishments

 Maintain/update tax information system

DESIGNATION
• One (1) year, may be extended not
exceeding six (6) months, except:
a. the Assistant Treasurer is the designated
OIC/ICO Treasurer
b. the designate is considered for the vacant
position and his appointment is in process
• c. the incumbent Treasurer or Assistant
Treasurer is suspended for one (1) year,
wherein designation can be extended for
the remaining period of extension
• d. the incumbent or Assistant Treasurer is
dismissed from the service and decision is
not yet final
• e. there is established dearth of qualified
employees within the LGU concerned
Distinction between Officer-in-Charge and
In-Charge of Office (Sec. 7.6 and 7.7, Local
Administrative Regulations No. 1-85, February 7, 1985, Ministry
of Finance)
OIC – designated in a temporary capacity to
discharge fully functions of a Local
Treasurer
ICO – designated in a temporary and caretaker
capacity to discharge fully functions of
Local Treasurer

APPOINTMENT AND
QUALIFICATIONS OF BARANGAY
TREASURER (LTOM, SECTION 16)
 Appointed by the punong barangay
 Concurrence of the majority of all the
sangguniang barangay members
 Appointment not subject to attestation by
the Civil Service Commission
 Must be of legal age, a qualified voter,
and an actual resident of the barangay
concerned
 No person shall be appointed Barangay
Treasurer if he is:
a sangguniang barangay member
a government employee
A relative of the punong barangay within
the fourth (4th) civil degree of
consanguinity or affinity. (Sec. 395, LGC)
