 Pagpaplano na nakabatay sa mithiin/naisin ng mga tao sa

pagpapaunlad ng kalidad ng buhay at ng komunidad

 Nilalatag ang mga kalagayan at mga pamamaraan para

maisaayos, mapaunlad ang barangay, mapakinabangan ang
mga oportunidad, harapin ang mga usapin at mga hamon sa
pagpapaunlad at pagpapatibay ng barangay sa pamamagitan
ng pagbubuo ng mga pangarap (vision)- mga mithiin (goal)-
mga layunin (objective)- istratehiya (strategy) mga
programa, proyekto at mga polisiya

sa pamamagitan ng sistematikong proseo sa pagsusuri para makita o
matukoy ang pinakamahusay na posibleng solusyon, mga alternatibong
pamamaraan, at aksyon sa mga nakikita at nararamdamang usapin o
problema sa barangay
