 Importance of BARMM
• Akbayan supported BOL for its peace agenda
(self-determination, transitional justice, progress)
• It institutionalizes a parliamentary form of
government (32 district seats, 8 sectoral seats,
40 party-list representation)
• Address poverty and unpeace in the region
• P75-B block grant (higher than P34-B allotted to
ARMM before)
 BTA
• A transitional mechanism to entrench MILF
and prepare them for a shift to electoral (from
armed); under BOL passed in 2018, BTA has
three years (until June 30, 2022)
• MILF has its Bangsamoro Justice Party but
facing organizational challenges
• BTA has 40 reps from MILF and 40 appointed
from Duterte government
 BTA Extension
• Proposal is to extend BTA until 2025; proposal
is a new government in 2022 appoints the
members of the BTA
• Priority is a Roadmap for Peace in BARMM
(Legislative-executive policies, including an
Election Code)
• Dutere gov’t already supported extension
 Akbayan intervention
• Build a coalition of CSOs, MILF territorial units,
Akbayan for BTA extension
• Possibility of a BARMM ‘sister political party’
of Akbayan (2 regional conferences
undertaken since 2018)
• Open continuing political discussions, nego
with MILF/BJP through OSRH
