This Terms of Reference is intended for
the conduct of an Environmental
Impact Assessment (EIA) for the
Proposed Raba Tiput Nature Resort
in Ulu Layar, Betong Division.
Legislative Requirement
This proposed project is monitored under the
Prescribed Activities of Natural Resources and
Environmental Ordinance (NREO) 1993 of Section 1
(i), whereby the area of the proposed site is 25
hectares which is mainly Native Customary Rights
(NCR) lands of Raba Tiput in Ulu Layar area.

Project Descriptions
• Located at the outskirt of Betong in Ulu Layar.
• Approximately 38.6 km northeast from Betong Town
centre; 44 km north of Betong Hospital.
• Project area: 61.78 acre (25 hectares)
• Located within the compound of Rumah Kedit in Raba
Tiput, Ulu Layar, Betong.
• Accessible via existing Jln. Ulu Layar.
Statement of Needs
• Ensure resilient post-covid tourism industry in Ulu
Layar, Betong.
• Create smart partnership for capital growth
(government-appointed developers & community)
• Accommodate the planning of Bebuling Airport in
Betong to enhance rural economy
• Potential to boost eco-tourism via cross district.
Project Status and
Timeframe
• In planning stage to be conducted (site clearings
and earth-fill works)
• The project is planned to span for 24 months
• Commencement date to be set after site clearing
phase is completed.

Project Components
1. Improving the electricity and communication
facilities
2. Construction of :-
a) 50 exquisitely designed chalets with 2
conference rooms and 1 cafeteria.
b) Access road to the resort.
c) Water supply tanks.
Project Components
1. The package for this ecotourism project will include:-
a) River rafting along 2km stretch of Sg. Raba Tiput.
b) Sport fishing (include harvesting festival of
Tagang)
c) 2 km jungle trail (for observing wildlife at day and
night)
d) Experiencing daily life with the local people.
Existing Environment
Physical Environment
• Project site is located on a hilly terrain and in the vicinity
of Raba Tiput.
• The only settlement located within the boundary of
Project site is Rh. Kedit.
• Site elevation ranges from 110 m to 220 m AMSL.
• Most runoffs from the proposed Project site will flow into
Sg. Tiput.
Existing Environment
• The site can be accessed via tar-sealed road of
Jalan Ulu Layar, 38.6 km from Betong town.
• Total of two streams were observed near the
Project site:
1) Sg. Raba Tiput – Transverse across the
southwest side
2) Sg. Ubi – Located just of the Project
boundary on the southwest side
Existing Environment
Biological Environment
• Secondary forests are extensively found in the
surrounding area including near the proposed
Project site.
• Notable number of pepper farms owned by the
locals in Raba Tiput.
• Potential for expanding growth of marine life in
rivers and tributaries.

Human Environment and Land Use Strategy
• Rh. Kedit is the only community located
within the vicinity of Raba Tiput/ Proposed
Project site.
• Total residents: 89 (Anglican Christians)
• Agricultural activities:- Pepper cultivation
(Prime) & Fish farming
