INTRODUCTION
Modern biotechnology has great potential to improve
the life and well-being of humanity in the agricultural,
food, industrial, human health and environmental
sectors.
The results of the application of modern
biotechnology produce genetically engineered
products (PRG). globally the use and distribution of
PRG is regulated by laws and regulations such as
Article 8 letter (g), Article 17, and Article 19
paragraphs (3) and (4)

International legal arrangements began with holding a press conference on the human environment or the
United Nations conference on the environment which resulted in the Stockholm Declaration containing 24
environmental projections and 109 recommendations for action plans for the human environment. As soon as
the Stockholm conference was held, the Nairobi Conference was held in Kenya, which revealed that there
were still many challenges faced by recognizing the state of the environment in the world. after 10 years from
the Nairobi conference the United Nations again held the Rio conference with the topics raised namely
problems of pollution, climate change, depletion of the ozone layer, use and management of marine and water
resources, widespread deforestation, desertification and soil degradation, hazardous waste and depletion of

Biosafety
The Cartagena Protocol is an agreement between various
parties regulating procedures for intentional cross-border
movement (including handling and utilization) of a living
organism produced by modern biotechnology (OHMG) from
one country to another by a person or entity. The Cartagena
Protocol aims to guarantee an adequate level of protection in
terms of the transit, handling and safe utilization of the
transboundary movement of OHMG. The level of protection
is carried out to avoid adverse effects on their sustainability

in Indonesia are regulated in several statutory regulations, including
Law Number 5 of 1994 concerning the United Nations Convention on
Biodiversity. Diversity ( United Nations Convention on Biological
Diversity ) . This law aims to ratify the United Nations Convention
Biological Setting which is further contained in Law Number 21 of
2004 concerning Ratification of the Cartagena Protocol on Biosafety to
the Convention on Biological Diversity (Cartagena Protocol on
Biosafety to the Convention on Biological Diversity).
