Leadership is distinct from management since

leadership primarily concerns with motivating people.
The people who oversee the activities of others and
who are responsible for attaining goals in an
organization are managers.

In the early part of this century, French industrialist

Henry Fayol wrote that all managers perform five
management functions: planning, organizing,
commanding, coordinating, and controlling. Today,
management functions is condensed into four. These
are: planning, organizing, leading, and
controlling.
What is Barangay?
The smallest administrative division in the Philippines.
The basic political unit.

And the police relies upon the

 ORGANIZATION phase – grouping and accreditation of

different sector who can be tapped to do community
based activities and info campaign.

 MOBILIZATION phase – actual deployment of BPAT in

accordance with the nature of their function. It includes
active interagency linkages with other LGUs, Gov’t
agencies or NGOs.
