Background of the Study
Over centuries, fishing has been one of the earliest occupations known to man. Fishing
has been an important source of livelihood for Filipinos for many years. Both genders
have contributed to this industry in the Philippines in different capacities. For example,
men produce fish, while women prepare and market it. City Government of Vigan
considers Agriculture as one of its priorities. Fishing is a minor industry; hence, it
cannot meet the fish requirements of the municipality, some of the marine product sold
in the market comes from fishponds that is located at San Pedro, Mindoro, Pantay Laud,
Barraca, Pong-ol, Ayusan Norte, Ayusan Sur, Pantay Daya, Paratong, Salindeg and
Pantay Fatima. Fisheries are culturally, economically, socially and ecologically
important to Filipinos. They contribute significantly to income, employment, foreign
exchanging earnings, nutrition and thus to the stability of the Philippines.
Statement of the Problem

This study aims to determine the Government Support and Initiative of LGU
Vigan on Fish Cage and Fishpond Owners in Vigan City. Specifically, it seeks to
answer the following:

1. What is the personal profile of the fish cage and fishpond owners of Vigan, in terms
of:

a. Ownership f. Other source of business

b. Years of operation g. Number of fish cage owned
c. Number of working family members h. Number of fishpond owned
d. Number of dependents i. Monthly expense for maintenance
e. Monthly income j. Variety of fish farmed

2. What is the level of government support and initiative of LGU Vigan provides for
the Fishpond and Fish Cage Owners, in terms of:
A. Government support
a.1. Fish feeds assistance to fishcage/fishpond operators
a.2. Distribution of fishing gears and paraphernalias

b.1. Techno Demo Project on Malaga
b.2. Techno Demo Project on Saline Tilapia
3. What is the significant relationship of the profile of the fish cage or fishpond

Significance of the Study
This study aimed to benefit the following: Fishponds and Fish cage Owners,
Government, Local Communities, and Future Researchers.

Fishponds and Fish cage Owners. The study will provide insights into the government
support and initiatives that directly impact fishpond and fishcage owners in Vigan City.
The findings of this study can help improve their access to resources and services that
can enhance their productivity and profitability.

Government. The study can serve as a basis for the development of policies and
guidelines that promote the growth and development of the fishing industry in Vigan
City.
Significance of the Study
Local Communities. The study can help local communities understand the economic
and social impacts of the fishing industry on their lives.

Future researchers. The study can provide valuable insights into the government's
support and initiatives towards the fishing industry in Vigan City. It can also serve as a
basis for further research on the topic and contribute to the development of the field.
Scope and Delimitation

The descriptive correlational method of research will employ.

Respondents of the study will be given a survey questionnaire
for the data gathering. The questionnaire will be constructed by
the researchers and will be validated by knowledgeable persons
along the field. Total enumeration sampling will be use for the
selection of fish cage and fishpond owners in Mindoro Vigan
City. The following statistical tools will be used in this study:
frequency, percentage, mean, and simple correlation analysis.
Literature Review
Governments around the world have implemented various policies and initiatives to
support fishermen. A review of the literature on government support and initiatives to
fishermen reveals that governments, development organizations, NGOs, donors, the
private sector, and researchers have been urged to rapidly mobilize in support of small-
scale fishers and coastal fishing communities(Bennet, 2020). This includes providing
financial assistance for seafood purchases for institutional use, as well as providing
outreach materials with accurate information about aquaculture research, management
practices, and regulations. Governments support their fisheries sectors to achieve
objectives such as maintaining coastal employment, improving fishers’ welfare,
ensuring the sustainability of the sector, encouraging food production and establishing
sovereignty over disputed waters.
Research Design

To realize the purpose of this study, the research was

utilized with the main objective of generating
hypothesis regarding the profile, process and
Government Support and Initiative of LGU Vigan. To
achieve this goal, the descriptive correlational method
of research were used.
Population and Sampling

The respondents of this study are the fishpond and fish

cage owners of Mindoro Vigan City. To determine the
respondents, total enumeration will be use to come up
with the actual number of respondents.
Statistical Treatment of Data
In this study, the following statistical tools will be used to treat the data gathered:
1. Frequency count and percentage distribution. Will be used to determine the profile
of the respondents.

2. Mean. Will be used to determine the level of government support and initiatives of
LGU Vigan to fishpond and fish cage owners in Mindoro Vigan City.

3. Pearson Correlation Analysis. Will be used to determine the significant relationship

between the personal profile of the respondents and the level of government support and
initiative of LGU Vigan to the fishermen in Mindoro Vigan City.
