Disaster Management plan of

Traction Department
Maintenance Teams Deployment
• All the RSS will be manned with technical staff (24X7)
• Power systems Maintenance teams will be present at three feeding ASS
• OHE Maintenance teams will be divided into 4 teams and will be present
in SKO, SAL, SAN, SWN in order to attend any unexpected breakdowns
in elevated sections which are mainly fault prone during such times
Spares and Tools Management
• All the emergency OHE spares and tools are stored in SKO, SAL, SWN
• Diesel tank of OMV will be completely filled.
• OMV will be loaded with all the needed emergency spares and tools and
the OMV operator will be present (24X7) which can be parked in depot or
in SCC based on operation’s permission
• One no. of RRV is also recently received which will be used for
maintenance of ph-1 Ext section. It is planned to park it in SWD.
Flood And Cyclone Management
• Major issues in RSS:
• Cable trenches and Oil Sump filling completely with water
• Water entering into Cellar rooms and Some GIS cable entry paths inside
RSS through the Cable entry locations ( More critical in KRSS as water
entering into GIS cable trays located inside RSS )
• Power Failure
Activities carried out in RSS
• Separate and sufficient Pumps are available in Cellar room, trenches, oil
Sump which will be run as per requirement by the Shift technician
• For all the major equipment in RSS, a redundancy is present
• Presently we have 3 RSS. In case of power failure of one entire RSS, feeding
can be extended from other RSS.
• To carry out activities like dewatering in the failed RSS, LV power can be fed
from the nearest ASS. In case of failure of that option also, DG can be run to
supply power to required essential activities at that time.
Major issues in ASS
• Water seepage in elevated stations
 Seepage on Top of the Panels
 Water going slowly under the panels
• Complete Power failure
• Communication failure
Activities to be carried out
• Water proof sheets should be provided above the panels( must be included in the contingency
plan and required material must be procured)
• For all the major equipment, redundancy is available
• Incase of failure of both the transformers, DGS are present in all the ph-1 stations , interlocking
and UG stations of PH-1 Ext
• Diesel will be filled to the maximum capacity in all DGS upon receiving warning of the cyclone
• Incase of Communication failure, remote operation from OCC will not be possible. Till the
communication is restored, manpower will be deployed in that particular station to carry out
local operation if required
Support required from Civil
• By suitable arrangement, water seepage on top of panels must be arrested
• Some embankment must be provided around the panels, to prevent water
coming under panels. Otherwise panel gets rusted and life of the panel
decreases
• To prevent the water entering from the depot trenches into RSS cable
trenches and there by into RSS rooms in KRSS
Major issues of OHE
• External elements/ Tree branches falling on OHE
• OHE tripping
• Trees especially in ramp area
• Masts break down due to high wind velocity
Activities to be carried out

• If external elements or tree branches falls on OHE, that section of OHE can be
isolated and single line operation can be done if it fell only upline/down line.
• Maintenance team nearer to that location will be informed and they will immediately
attend the isolated section to identify the object and criticality of the situation.
• If no damage to the OHE structure and elements occurred, then foreign objects will
be removed and service will be renewed.
• OMV will be brought to the location if any OHE structure replacement is required.
• If OMV movement is not possible because of struck trains on both the
tracks due to power failure, two options for service renewal available
Disassembled ladder trolly will be taken to the location and assembled
and required activity will be carried out
Struck trains shall be brought to one track using Rescue vehicle of RS and
clearance shall be created for OMV Movement.
• Incase of OHE tripping, faulty section can be isolated by TPC and based on the distance of
fault, read in relay, an approximate idea of the location will be framed.
• In this location single line operation will be done and foot patrolling will be done to identify
the faulty location.
• Once the location and cause of fault identified, necessary action will be planned ( OMV
movement or rectification using ladder )
• Mast breakdown – Worst case scenario
• Two derricks are available with the department for reinstallation of the mast
• It takes 6 to 7 hours for mast errection
Trees removal from Ramp locations
• Possibility of tree getting uprooted and falling on OHE and interrupt the
service
• Tools required for removal and cutting of the trees must be kept readily
available
• Needs support from other departments in removal of the uprooted tree
and providing clearance
Failure of TPC Workstation in OCC
 The same remote operation shall be carried out from any other RSS by
using proper authorized login
 All the Department JES are trained for TPC activity. So any one JE
available in the RSS can perform the remote operation from that
respective RSS.
RRV Induction from road into Main line
• Three ramps are present in system,- STI, SLM, STO (Ph-1 ext ramp)
• Feasibility is present only in SLM ramp, but it was also closed
• Feasibility must be provided by civil and tracks team at ramp areas for the
induction of RRV from road to main line track.
Fire Protection System
RSS
• Transformers- Nitrogen suppression system
• Panels- Gas flooding system
• If they fails, manual fire extinguishers are present
• FACP system is present for fire detection in all rooms
• OHE-
• TO Informs TPC. OHE should be OFF and fire extinguishers from nearest station must
be used
