(CONCEPT PRESENTATION)
BACKGROUND AND CONTEXT

South African National Military Veterans Association (Eastern Cape Province) a public entity established
in terms of the Military Veterans Act, No 18 of 2011 proposes to facilitate the empowerment and skills
development of Military Veterans as one of the prescribed benefits as outlined in the:

Military Veterans Benefits Regulation


Areas of Cooperation stipulated in the Protocol Agreement and
Reflective of the vision and intent of the Premier of the Eastern Cape Province
 
This project is located within the government overarching policy of redressing injustices in relation to
the plight of Military Veterans as well as the governments’ imperative of supporting new and emerging
(under-resourced) SMMEs to grow from being small, medium and micro enterprises to commercially
viable businesses.

Office of the Premier, National Government Department, Eastern Cape Provincial Departments,
Metropolitan, District & Local Municipalities, SOEs/Public Entities and SETA’s are requested to dedicate
their efforts in the development of a Special Programme for Military Veterans in the Eastern Cape
Province
The Proposed Project
The proposed Business Empowerment Skills Development Project seeks to empower military veterans
into becoming fully fledged business operators and creators of employment for fellow military veterans
and communities their live in so as to fully participate in the various economic sectors mainly in the fields
of, Security, Maritime and Agriculture.

One of the key weaknesses across all the projects undertaken by Military Veterans is the capability of the
Military Veterans to establish and manage successful enterprises. The skills needed to improve
performance are at three levels as outlined below:

At Governance Level there is a need for selected Military Veterans to establish effective policy and
strategic decision-making and accountability capabilities and structures.

At a Management Level there is a need for strong managers who can lead, plan and implement business
project in the Security Sector, Maritime Sector Agricultural Sector ect. Whatever the agreed enterprise
there is a need for competent managers.

At an Administration and Implementation (worker) level, there is a need for technical skills. The people
engaged in the enterprise need up to date ICT training in order to function professionally and effectively.

project management services for Military Veterans within the

PROJECT OBJECTIVES
OVERALL OBJECTIVE
The overall objective of this project is to empower Military Veterans in the Eastern Cape Province
with the requisite skills that they need to participate meaningfully in the business sector. These
Military Veterans/ candidates will be trained at the various centres around all eight district
municipalities/metros in the Eastern Cape Province.  

The project is central to the Aims of the Military Veterans Act, No 18 of 2011 which (amongst
others) aims to improve the quality of life of Military Veterans and their dependants so they may
realise their socio-economic progress.

The Military Veterans Act also places an obligation on the state to roll out the following proposed
services and benefits to the Military Veterans and their dependents in respect of this project as
stipulated below:
 Skill acquisition and education support
 Entrepreneurial support services
 Business Opportunities and Job placement

This project is therefore 100% targeted at the Military Veterans and their dependents. There will
be a specific preferential focus on Military Veterans and women, youth as well as people with
disabilities as dependants of the Military Veterans followed by members of communities in which
Military Veterans come from who will also benefit in the jobs created.
 
SPECIFIC OBJECTIVES
The specific objectives of this project are
 TO IDENTIFY Eastern Cape Military Veterans and their dependents for the skills development initiative through a
detailed training needs assessment and field of expertise and interest of each Military Veteran and/or dependent
for the business sectors and learning pathways identified.

 TO PROVIDE skills development interventions in support of business ventures as an empowerment effort. The
following the skills programmes are identified as essential to business functionality and success:

 NEW VENTURE CREATION


 END USER COMPUTING
 PROJECT MANAGEMENT
 GENERAL MANAGEMENT
A total number of eight hundred (800)candidates from all over the Eastern Cape Province will be trained in the
above skills programmes. These condidates will be existing business owners and new business owners that will
be established as part of the Project. One Hundred (100) Military Veterans and/or dependants will be selected
per district municipality/metro in the Eastern Cape Province

 TO PROVIDE technical learnerships to a total of 800 Military Veterans and/or dependants over a period of one
year. These will be broken down to ten per Learnership per district municipality/metro that are specific to
technical skills needed in the Security, Maritime and Agriculture economic sectors.

 The PROVISION OF MENTORING by successful business within each sectors for a three year period to support
those being trained to build and manage sustainable enterprises. The 800 enterprise owners/founding members
and managers will receive business support (Registration and Compliance) for the duration of their training and
mentorship for a three year period after completion of the training intervention.
This project is planned as an intervention to support 1600 Military Veterans and/or dependants. In each of the

who will play a leadership and governance role, as well as a management role and those who will be engaged in
the technical work in the various business sectors of Security, Maritime and Agriculture that have been
identified for this project.
