1. CAMEROON SHIPYARD AND INDUSTRIAL ENGINEERING LIMITED


(CNIC) has obtained a loan from several banks including, the African Development
Bank (AfDB), for the financing of an Infrastructure for the Repair of ships and Oil
Rigs in Limbe (Limbe Shipyard Project). Part of the funds shall be used to hire a
consultant or firm of experts to assist the Project Owner in the conception and
implementation of a suitable policy of competency enhancement and to set up a Skills
Development Centre at the Limbe Shipyard, selection of didactic material, conception
and implementation of the development process (i.e. organization and methods) as well
as processes and procedures manual.

2. The objective of CNIC is to enable the Centre acquire adequate material and
training capabilities. To this effect, the consultant or the firm retained will
have following tasks:
- Conceive and implement a policy of manpower development to enable CNIC become
a leader in its field of activity;

- If necessary, update the initial design of the Centre to be coherent with the defined
orientations for human resource development, in line with current training capacities
available in Cameroon;
- Propose an adequate list of training materials for the Skills Development Center;

- Develop and contribute to the implementation of the organization process and


methods;
- Develop and implement a manual of administrative, technical, accounting and
financial procedures.
3. The General Manager of Cameroon Shipyard and Industrial Engineering Limited
invites interested consultants to indicate their interest in providing these services. They
are required to provide information proving that they are qualified to perform the
services (brochures, description of similar assignments, experience in similar jobs,
availability of qualified staff, etc.). Consultants may constitute joint-ventures to beef
up their chances of being selected.

4. Eligibility criteria, establishing a short list and the selection procedure shall be in
accordance with the African Development Bank's "Rules and Procedures for the use
of Consultants", May 2008 edition - Revised July 2012, which is available on the
Bank's website at http://www.afdb.org. Expression of interest does not ipso facto
impose any obligation whatsoever on CNIC to short-list the consultant.

5. Interested consultants may obtain further information at the address below during
office hours from 8:00 am to 12:00 pm and from 2:00 pm to 5:00 pm local time, from
Monday to Friday at Cameroon Shipyard and Industrial Engineering Ltd in Douala.

6. Sealed Expressions of Interest must be delivered either in French or in English in ten


(10) copies, including one original thereof, latest Friday, June 13, 2019 at 11:00 am
local time, and should bear the following indications: "Response to Notice of
Expression of Interest N ° 001 / AMI / CNIC / LSP / C1 / 2019 for the recruitment of
a consultant to assist the Project Owner (Client) in the design process and the
elaboration of a skills development policy for the Limbe Shipyard Project (LSP), the

updating of the Skills Development Center's plan for its construction, defining and
selecting appropriate training materials, designing and implementation of the
organization processes and methods and the manual of administrative, technical,
accounting, and financial procedures".
