Introduction


 Addis Ababa's population has grown by more than
80% in the last twenty years. Most of the city's
neighborhoods had rapidly deteriorated. The process
of keeping the social mix of dwellers in residential
settlements (popularly known as 'mixed') is
disappearing.
The Addis Ababa City Development Plan (2002-2012) in Retrospect


 The ADP was launched in 2007 and aimed at
improving governance, infrastructure and capacity
building. Some of its key recommendations have not
materialized, while others have sparked innovative
projects.

 The National Urban System
 The State of Urbanization and Urban System
 Ethiopia is to be connected by eight railway lines that
will run between the cities of Addis Ababa, Mekele,
Adama, Gondar and Dire Dawa, and Woreta. The
total number of urban centers in Ethiopia is close to
1,000, and the level of urbanization is a little more
than 19%.

 The Proposed National Urban System
 Ethiopia's urban system calls for policy intervention
backed by strategies to frame the growth and
development of urban centres. City-regions: a major
employment centre in a region for which, the centre
acts as the primary high-order service centre as well.

 Cities clustering is the process of clustering nearby
city- regions.
Central Regional Urban Sub-System - Addis Ababa,
Adama, Ambo, Waliso, Fitche and Debere Berhan are
expected to grow into city regions. These city regions in
the central part of the country are organized as city
clusters surrounding the capital city.

 The proposed roles and functions for these centers
include administration, finance, ICT, provision of
high order services for the national and international
communities and light industry such as agro-
processing.

 Northern Regional Urban Sub-Systems- Dessie,
Kombolcha, and Woldiya; and Mekele, Adigrat and
Adwa will develop into two strong city regions in
the northern part of the country. These cities
clustered in axial will be canters for the development
of heavy industries and services.

 North-Western Regional Urban Sub-System - Bahir
Dar, Gondar, Woreta, Debre Markos and Debere
Tabor are city regions proposed in the north-western
part of Ethiopia. In clustering these city regions,
Bahir Dar is taken as the main centre for the
proposed axial development.

 Western Regional Urban Sub-System– Nekemte,
Assosa and Guba are expected to develop into city-
regions in the western part of the country. This
region is endowed with immense agricultural and
mineral potential. The region also has a lot of
potential for agro-processing and export of mineral
products.

 South Western Regional Urban Sub-System –
Jimma, Gambela, Metu, Bonga, Mizan-Tepi towns
are expected to develop into city-regions in the
southwestern part of Ethiopia. The region has a lot of
potential for tourism, cash crop and mining
development as well as to serve as an important
research canter.

 Eastern Regional Urban Sub-System
- Dire Dawa, Jijiga and Harar cities are the dominant
urban center's in the eastern part of Ethiopia. They are
expected to develop into city regions. This area is an
important export-import corridor, and these city
regions are likely to cluster around Dire Dawa.

 Southern Regional Urban Sub-System – Hawassa,
Wolayta Sodo and Arbaminch towns will be the
principal city-regions in the southern part of
Ethiopia. This region has huge agricultural and
water resource potential.

 South-Eastern Regional Urban Sub-System - This
area, which is characterized by a low level of
urbanization and sparse population, comprises
Gode, Harqele and Kebridahar towns. Gode is
envisaged to develop into the major urban canter in
this region, which has immense potential for
livestock and related development. The other towns
are expected to cluster around Gode.
The New Planning Approach

The Planning Framework
 The Structure Plan of Addis Ababa gives emphasizes
the integrated development of the city and its
immediate environment.
 The plan was designed on the basis that coordinating
efforts at least with nearby towns will produce more
results than individual attempts, and benefits will be
more equitably distributed.

 The Legal Framework
 The Structure Plan of Addis Ababa (2013-2023) lays
out the land uses for major economic, social, cultural
and environmental activities and services.It applies
the basic principles of urban planning as adopted by
Article 5 of proclamation no. 574/2008.:.
 Conformity with the hierarchy of plans;

 Sharing the national vision and standard as well as
capable of being implemented;
 Consideration of inter-urban and urban-rural linkages;
 Delineation of spatial frame for urban center's because
of efficient 'land utilization;
 Ensuring the satisfaction of the needs of the society
through public participation, transparency and
accountability;
 Promotion of balanced and mixed population
distribution;

 Safeguarding the environment and the urban community;
 Preservation and restoration of historical and cultural
heritage; and
 Balancing public and private interests to ensure sustainable
development.
 The Structure Plan, enacted by proclamation no.49/2017,
was promulgated by the Addis Ababa City Council on July
12th, 2017 (Hamle 5, 2009 E.C).
 The proclamation enacting the Structure Plan and its
accompanying explanatory text applies to any activity on
landed property.
