is

REGISTRATION SYSTEM ?

SKILLS REGISTRATION SYSTEM

• A 5-year project of Department of Labor and


Employment established in 2008

Objective: to establish and maintain a


continuing nationwide Manpower Skills
Registration System
Components of SRS:
a.) Enhanced Phil-JobNet
> the repository of the Register
b.) Register of Skills
> a roster of Active Manpower Supply that
shows information on the qualifications and skills of
registrants
> a computerized system which can be readily
accessed by clients or interested parties through a
registration highway available all throughout the country
Type of Skills

1. formally acquired in school


(ex: computer skills)
2. gained through experience
(ex: singing or cooking)

 Other database that will be maintained by the


computerized system is a DATABASE on Job Postings of
Employers to indicate the current demand for labor.
 Other DOLE attached Agencies that will maintain a database
are:
1. POEA (Philippine Overseas Employment Administration)
- for available Job Orders of Overseas
Recruitment Agencies
2. OWWA (Overseas Workers Welfare Administration)
3. TESDA (Technical Education Skills Development Authority)
- local skills training for graduates and skills
training institutions

 All the databases of POEA, OWWA and TESDA will be harmonized


with the Phil-JobNet Database to facilitate interchange of information about
the Philippine labor demand and supply.
Outcome of the Project

• Live Register of Skills


- will be accessible to employers, recruitment
agencies, job seekers and the general public

- will also be an expanded databank of the


Manpower Demand not only from local employers but
also job postings from abroad that were approved by
POEA

WHY establish SRS?
Objectives:
a.) Provide Adequate and Available Supply of
Labor when needed
b.) Access to a list of qualified applicants to positions
that are to be filled up in their establishments
c.) Request and encourage employers to post their job
vacancies in the Phil-JobNet
Why establish SRS?
Other reasons why there is an URGENT NEED to establish a National
Manpower Skills Registration System in DOLE:
• capture most if not all the manpower supply available for
employment locally and abroad
• establish a national register that signals the formal creation of labor
market as the environment for the interplay of manpower demand
and supply
• facilitate the employment of qualified members of the labor force
that suit the requirements of local and foreign employers as well as
recruitment agencies at any given time
Why establish SRS?
• Provide valuable information for institutions engaged in education and
training such that their training curriculum will be more focused to
the manpower needs of the time

• To ease employment

• To provide feedback mechanism on the employment status


of the manpower supply whether or not the Register meets
the need/requirements of employers
Why establish SRS?

• Harmonize all data systems among government agencies


on labor demand and labor supply to increase the
efficiency of deployment of manpower; and

• Contribute to the overall development and improvement


of the quality of the Philippine labor force to be more
globally competitive
Definition of SKILL

talent, ability, proficiency, competence,


• any
handiness or expertise, declared by the Potential Applicant or
Registrant

• its burden of proof rests on the applicant when subjected to an


interview by the employer
• its immediate proof will be the documents to be submitted by the
jobseeker on educational background, work experience,
employment or training certificate
Expected Output of the SRS Project

LIVE Register of Skills


> those who register are available for hiring either for local or foreign
employment at any particular timeline, which is up-to-date on a
monthly basis

** Success Factors **
– Cooperation & Commitment
from the Barangay officials, PESO Managers,
City/Municipal Mayor and those involved in
updating the Register as current as possible at
grassroots level
Scope and Coverage of the Project

To realize the objectives and expected outputs of the Project, it is


imperative to install a registration system that:

> includes applicants or registrants who wish to seek


employment both locally and abroad

> encourages the enrollment or registration of employers


with the SRS to post their vacant positions for jobseekers to
access the database

• the beneficiaries or “clientele”
of the entire SRS project
• the most important personages
in the System and therefore should be
given priority consideration
Who are the Stakeholders…?

A. Job Seekers or Registrants


> shall comprise the Skills Register and
represent the “Supply of Labor” in the local labor market
> able-bodied, physically and mentally fit people who are
looking for work and are willing to accept jobs at anytime
they are included in the Register
> should have sincerity in wanting work for the Register
to be relied upon by prospective employers

B. Local Employers
> they post their vacancies in the database for
job seekers to have opportunity to apply if they
qualify

> the demand for specific vacancies to be filled up


in their establishments represents the “Local
demand for labor”

C. Licensed Recruitment Agencies


> they are local firms or entities whose main function is to
serve their locally or foreign- based clients

> also benefits from the project if they use the


database to consider and eventually hire the most qualified
applicants included in the Register

D. The General Public

> can also have access to


the database through
the internet
 With operational databases for both
job seekers and employers, surplus or
shortage in the labor market can be
evaluated.
