What is eHR Internship Pilot
Programme?
Background

• In July 2009, LEGCO approved HK$702M for implementing the 1st stage
of the 5-year eHR Programme (2009/10 – 2013/14)
• eHR Programme will lead to increased involvement of the private sector
on the use of electronic medical record/electronic patient record
(eMR/ePR) systems, implying significant health informatics skills will be
needed outside of HA.
• Programme objectives-
– To train and provide practical experience for graduates from healthcare-
related or IT disciplines
– To help deploy eMR/ePR systems or take part in eHR-related activities for
private healthcare providers, NGOs, or IT vendors supporting healthcare
providers
– To enhance health informatics capacity in Hong Kong

What is eHR Internship Pilot
Programme?
Scope of eHR Projects

a) Deploy eMR/ePR systems; or


b) Implement change management initiatives including redesign of
workflows, data standardization, etc. during deployment of
eMR/ePR systems; or
c) Implement Government eHR Initiatives including the deployment of
Clinical Management System (CMS) Adaptation and CMS On-ramp
and installation of the integration modules.
What is eHR Internship Pilot
Programme?
Student Intern to be Recruited

• Local post-secondary and tertiary fresh graduates (2011/12):


a) University Grants Committee funded information technology,
medical engineering, healthcare and health informatics related
programmes organized by local post-secondary and tertiary
institutions; or
b) Full-time locally accredited post-secondary courses in information
technology, medical engineering, healthcare and health informatics
related programmes organized by local post-secondary institutions.

• Intern who is permanent HK resident / is resident permitted to remain in


HK for more than 7 years.
What is eHR Internship Pilot
Programme?
Scope of Subsidy

• Each company can apply subsidy for up to 3 intern places


• Up to HK$4,000 / month / intern or 50% of the intern’s basic monthly
salary (plus employer’s MPF contribution), whichever is lower
• Maximum term of 6 months
• Think about 3 scenarios:

A) salary < HK$8,000 < HK$4,000 e.g. HK$3,500
B) salary = HK$8,000 = HK$4,000
C) salary > HK$8,000 = HK$4,000
What is eHR Internship Pilot
Programme?
HA Training for Interns

• The programme will include:


1) a short induction course (half day), plus
2) a requirement for interns to complete an eLearning Course on
Applied Clinical Informatics programme organized by Poly U.
• Course fee for eLearning Course: HK$5,000.
• Fully reimbursable if 80% or above attendance.
• Disbursement through Cyberport.
• Successful applicants should support their interns to attend these HA
arranged trainings.

Who is Eligible?

Eligible Employer

All Hong Kong registered organizations/companies who meet all of the


following criteria are eligible to apply-

1. Currently undertaking eHR-related projects; and


2. Available full-time intern position(s) for 6 months; and
3. Capable of providing eHR/health informatics related on-job training
to interns.
How to Apply?

• Complete the application form


• Each applicant should only use one form for application for all interns
• Should quote the monetary figures in Hong Kong Dollars and make sure
that monetary figures quoted are accurate
• Submit the completed form in both email and hard copy format

How to Select Applicants?

Vetting Mechanism
• By an independent Vetting Committee to process applications.
• Secretariat will conduct initial screening on each application.
• Based on initial assessment, the Secretariat will prepare a shortlist for
Vetting Committee’s final consideration.

• 1 representative from eHR Project Management Office, Hospital
Authority
• 1 representative from Food and Health Bureau
• 1 professional practitioner either from ICT industry
• Secretariat - Cyberport

• Results to be announced in early June 2012


• Companies can start recruiting interns after being notified on
their successful applications
Responsibilities of
Successful Applicants
1. Ensure that the objectives of the submitted training plan set out are fulfilled;
2. Provide all profiles for the intern place to the Secretariat for record purpose;
3. Keep the Secretariat informed of any changes/updates of the internship at the
earliest convenience;
4. Acknowledge the subsidy of the eHR Office and the Secretariat in all publicity
materials including both printed and online material;
5. Release the interns to attend necessary trainings courses arranged by eHR
Project Management Office, HA;
6. Attend the review sessions with interns arranged by the Secretariat during and
after the internship for the benefits of future programme development;
7. Submit the review reports with all required supporting documents according to
the reimbursement schedule;
8. Comply with the employment laws of Hong Kong.
Reimbursement of Subsidy

• Approved subsidy amount shall be reimbursed after the 6-month


internship placement period.
• Submit review reports and the statement of accounts with proof of salary
disbursement, and MPF records.
• Successful applicants are required to submit the required documents
within 2 weeks after the completion of internship placement.
Other Activities / Engagements

• Cyberport will arrange site visits to each successful applicant’s


workplace during the internship period.

• Appreciation Ceremony cum sharing session at the end of programme.

• Publicity of the programme throughout the internship period.
