Stakeholders are those who may be affected by or have an effect


on an endeavor, the effect of which may either on opposite ends (good
or bad). They may also consist of individuals or groups who have a firm
pursuit in the struggle for educational, logical, civic or ethical reasons,

and colleagues are not necessarily bluntly disturbed by it.

CSR IN THE PHILIPPINES

Must CSR be mandated or voluntary?


A Bill that will institutionalize corporate social responsibility for corporations doing business in the Philippines has been re-filed in the House of
Representatives. Former President and now House Speaker Gloria Macapagal. Arroyo co-authored the bill (House Bill 306) to be known as
the "Corporate Social Responsibility Act of 2013", and it aimed to foster sustainable economie development and environment protection by
encouraging SR to be implemented by business organizations.

According to Ms. Arroyo, many corporations and other businesses have shown very little care for the welfare of society, the community where
they operate, and the natural environment where these corporations are situated.

Insofar as the bill is concerned, CS-related activities include charitable programs and projects, scientific research, youth and sports
development, cultural and educational promotions, service to veterans and senior citizens, social welfare, environmental sustainability, health
development, disaster reliet assistance and employee - employer related CSR activities.

The Bill however, received mixed reactions from various sectors even when it was first filed:
• The League of Corporate Foundations (LCF) president Edgardo Amistad said, "CSR should be a voluntary activity and not mandated by
law"
• The Management Association of the Philippines (MAP) made public its stand that the proposed law is "not necessary" It added that the
"practice of SR should be a voluntary commitment to ethical business principles"

• All sectors however, are not closing its doors to "what the bill could offer to business."
CSR Definition in the Filipino Context
Definitions of CSR in the local setting make specific references to economic development and the
importance of community relations. We offer three definitions which are deemed relevant to the better
understanding and appreciation of how CSR is defined in the Philippine context:

1. The League of Corporate Foundations, Inc (network of over 80 operating and grant-making corporate
foundations in the country) defines CSR as "a corporation's continuing commitment to perform as a
responsible member of society by behaving ethically and contributing to economic development while
improving the quality of life of its workers, the community and the environment"

2. The Philippine for Business Progress (PBSP) defines CSR as following


"business principle which proposes that the long-term sustainability of business is best served when
profitability and growth are accomplished alongside the development of communities, the protection and
sustainability of the environment and the improvement of people's quality of life"

3. Manuel M. Luz, CEO of Lopez Holdings Corporation sees CSR as


"giving back to the communities that we serve, sharing with the less fortunate and being able to help our
fellow countrymen". (Calingo and delos Reyes, 2011).
