DEFINE VERIFICATION?
It is the process of establishing the truth,
accuracy, or validity of something.(Wikipedia)

ASSESSOR VS VERIFIER
• The Assessor is crucial to the proper working
of a competence and objective judge of the
personnel while the role of the verifier is quality
control and quality assurance of assessments
and judgment
ATTRIBUTES OF A GOOD VERIFIER
• Knowledgeable of the assessment and
verification process
• Updated to the current curricula
• An expert in the knowledge and skills that
have been assessed
• Know their limitations in the process
Attributes of a good verifier concluded
• Have empathy on the candidates
• Be able to clearly state what must be done on
an incomplete portfolio
• Time conscious on reporting process
ROLES OF VERIFIER
1.Sampling moderated assessments.
2.Attending a selection of actual performance or
practical assessments to observe the assessment
process.
3.Checking that the evidence supplied is appropriate to

ROLES OF A CLUB DIRECTOR IN VERIFICATION
• Verification being a process does not start and end
during the year end period. It is just a continuous
periodical exercise that is part of an educational process

• Check that learner and instructors are given the right
curricula to follow
• Check the Changes in the Curricula
• Check the time line of learning as per parent
conference
• Ensure candidate s are well prepared and are building
their portfolios by monitoring the instructors
• Continuously receives reports on the progress of their
club form internal verifiers

PORTFOLIO REVIEW
PROCEDURER
PORTFOLIO REVIEW PROCEDURER
Introduction As we may all be aware, the SMC
and the Education Department of Blantyre
North Zone rolled out a process for Portfolio
Review that seeks to be true to the original
intentions and objectives of Achievement Class
Curriculum framers. The process requires a
candidate to complete all requirements.
“Before the investiture all the requirements
must have been completed and the
permanent signed-off Pathfinders
(Adventurers, Master Guides, Young Adults
and Ambassadors) Class record card, where
applicable, should be presented to the
investing official when requested.”

It is against this background that the
Blantyre North Zone Education
Department would like to emphasize
the following processes which will be
followed in the Portfolio Reviews:
A. PORTFOLIO REVIEW CENTERS
(PRCs)
PRCs will be established within districts.
The Centers established shall be
communicated by the BNZ Education
Department through the district
coordinators.
B. THE ROLE(S) OF CLUB DIRECTORS
Prior to the Portfolio Review, the Club
Directors must make sure that the
Achievement Classwork is progressing well
and in right direction within their club. The
instructors including the Master Guides-In-
Trainings or the Senior Youth Leaders-In-
Trainings that are handling achievement
classes or Ambassador Modules should be
given all the support, guidance and
direction they need to effectively handle
the classes/modules.

Club directors should make sure that instructors
have resources they need to effectively teach a
class. It is the duty of a Club Director to make
sure that instructors have prepared and
documented their yearly plans for their classes.
The plans should indeed be flexible and can be
changed anytime to suit the desired need.
The Club Director should also make sure that the
instructors are covering the curriculum in good
depth and scope. The local club director will
determine whether written lesson plans should
be prepared.

However, we encourage all
instructors to prepare well in
whatever way for their lessons. We
also encourage all instructors to
prepare lesson notes for every
lesson.
On the day of Review, the Club Director
or his/her designee in consultation with
relevant class instructors, should bring
the Portfolios that are documented with
all the evidence of candidates’ learning.

Only completed documentation portfolios
should be presented to the Reviewer. The
portfolios must contain signed-off class
cards or checklists. The Reviewers will not
process any portfolio which is not complete.
A complete portfolio should have
documented evidence of completion of all
curriculum requirements with a signed-off
class card or checklist. Portfolios that
have neither checklist nor class cards will
not be processed.
C. THE ROLE(S) OF INSTRUCTORS
Prior to the Portfolio Review, the instructors
should work hand in hand with club
directors in teaching curriculum and/or
honors/awards. The instructors should make
sure that they have signed-off a class card for
the completed requirements and that the
documents used as evidence of the
completed/signed-off requirements are
available in the candidate’s portfolio.
It is the duty of the instructors to continually
assess their candidates using written
or oral questions, games, quizzes, write-ups,
summaries, demonstrations and/or other
methods of assessment.

. The marked sheets for written tests and
observation sheets recorded are indeed part of
documents to include as examples or
evidence of learning and of course of
completion of requirements. The assessments
are indeed a valuable tool of checking the
understanding of the material leant and of
checking the quality of the learning.
The instructors responsible for awards or
honors should also assess their candidates
before awarding them the certificates. It is the
certificate that will be used as evidence of
completion of awards and/or honors.
D. ON THE DAY OF REVIEW
The instructors may help the Club director
bring the portfolios of candidates to the
Review Center. Unless otherwise, the
instructors are not needed in the actual
Review.

As a Zone, we are only interested with
candidates’ portfolios not their instructors’ If
instructors have come to Review Centers, they
are not to interfere with the Reviewers in any
way neither are they to answer questions from
the Reviewers. They are not there to clarify for
anything in the candidates’ portfolios unless the
candidate is a special case (has a disability of
some sort).
E. THE ROLE(S) OF PORTFOLIO
REVIEWERS
As the name suggests, the main role of Portfolio
Reviewers is to Review not to assess candidate’s
portfolio. The Review will focus on the
“Candidate’s Portfolio” and nothing else. Indeed,
“No additional testing or examinations of the
candidate are expected or required.” GC Master
Guide Curriculum Manual (2015) v.0.3, page 8.
Get it before you forget it: NO ADDITIONAL
TESTING OR EXAMINATIONS OF THE
CANDIDATE ARE EXPECTED OR REQUIRED.
Cont.. Do not ask any candidate any question
pertaining to their completion of the
requirements. Asking questions to candidates is
called “assessment” and that has already been
done at the local church by their instructors.
Reviewers have been sent to review the portfolio
and nothing else. The instructors will not need to
be assessed. Traditionally, instructors have been
asked to bring their portfolios to the Review
Centers. They have been asked questions
concerning their competence and qualifications
(certificates) and have been asked to present to
the Reviewers class attendance registers, mark
sheets, lesson plans, yearly plans and other
documents as evidence of their teaching.

Wrongly, the Reviewers have been doing the role
of the local church club directors. No instructor
should be asked to present any evidence of his/her
teaching to the Reviewers. The evidence of his/her
teaching is in the candidate’s portfolio.
The other role of Reviewers is to offer guidance to
the candidates whose portfolios have failed the
Review. These will be returned with comments
explaining what was missing, or what needs to be
added or changed to complete the requirement(s).

Check whether the Portfolio
has a class card or a checklist. If it has
neither do not process it; return it with a
comment like “Not processed, it has no
class card or checklist. Please add.” If it
has both the checklist and class card,
choose one you prefer to work with. Do
not use both for that will replicate the
task. Continue to stage 2 if you have
given a nod to the stage

Check every documented evidence
against the checklist or class card. Follow
the order the requirements that are
appearing on a class card or checklist. Here,
your only concern is: “Is the requirement
documented?” or simply put, “Is the
evidence available for this requirement?”
You will check each and every requirement.
When you are done with the review, stage
3 awaits.

Whether the evidence is legit or not, of low or no
quality, and all other ‘concerns’ are really not
your concerns. The quality check has already
been done at the local church by their instructors
and mentors, club directors and/or internal
reviewers according to their abilities and
availability of resources. Trust the local church
instructors and mentors at all costs. After all, the
candidates’ abilities and other local church
challenges are known by the local church
mentors and instructors. We may not understand
how they have reached thus far, so let us just
focus on the availability of the documented
evidence.

Form-23 is the Portfolio Review Form
that we are using for Reviews. You will write
the names of the candidates and give a verdict in
form of “Pass” (for complete portfolios) and “Fail”
(incomplete portfolios). The Form-23 will be
submitted to the Education Department for
