THE ROLE AND MISSION OF THE POLICE
Police is the primary law enforcement body of
the state. The basic police mission is to serve and
protect the people by enforcing the rules of
conduct or laws

Law enforcement describes the agencies and


employees responsible for enforcing laws,
maintaining public order, and managing
public safety.

1. In the performance of duty, thou shall be guided by:
1st - Complete submission to the decrees of God;
2nd - The Constitution;

4th - The public welfare with ultimate reason to
secure, defend and protect life, liberty, honor, dignity and
property.

2. Thou shall not enforce a law by violating another law.


3. Thou shall uphold the law without fear, favor,
reservation or indiscretion.
4. Thou shall not wrongfully or maliciously accuse
anyone, be an instrument to any wrong-doing, nor violate
human rights.

protect the oppressed, and assist the aggrieved without
distinction or prejudice, and be it a fate to die in line of
duty with honor, valor and dignity.
6.Thou shall not employ excessive, unnecessary and
unreasonable force to prevent, repel or suppress an act or

Police operations are defined as the job duties,
responsibilities, and activities that law
enforcement agents complete in the field

What is the operations of PNP?

The PNP enforces laws and ordinances and


performs statutory functions while the AFP
exercises primary responsibility on matters
involving suppression of insurgency and other
serious threats to national security
Power and functions of the PNP

According to Republic Act 6975 also known


as the “Department of Interior and Local
Government Act of 1990 particularly in
Section 24 describe the power and functions
of the PNP.
 

Power and functions of the PNP

a. Enforce all laws and ordinances relative to the
protection of lives and properties;
b. Maintain peace and order and take all
necessary steps to ensure public safety;
c. Investigate and prevent crimes, effect the
arrest of the criminal offender, bring offender to
justice and assist in their prosecution;
 

d. Exercise the general powers to make arrest,

e. Detain an arrested person for a period not


beyond what is prescribed by law, informing the
arrested person of his constitutional rights under
the law;

f. Issue licenses for the possession of firearms and

Twelve (12) operational support units and their respective functions are as follows:

Maritime Group (MG). This group is responsible to


perform all police functions over Philippine Territorial
waters, lakes, and rivers along coastal areas to include
ports and harbors and small islands for the security and
the sustainability development of the maritime
environment.
Intelligence Group (IG). This group serves as the
intelligence and counter-intelligence operating unit of the
PNP.
 Police Security and Protection Group (PSPG). This
group provides security to government vital installations,
government officials, visiting dignitaries and private
individuals authorized to be given protection.
Twelve (12) operational support units and their respective functions

Criminal Investigation and Detection Group (CIDG). 

This group monitors, investigates, prosecutes all


crimes involving economic sabotage, and other crimes
of such magnitude and extent as to indicate their
commission by highly placed or professional criminal
syndicates and organizations.

It also conducts organized- crime –control, all major


cases involving violations of the revised penal Code,
violators of SPECIAL LAWS assigned to them such as
Anti-hijacking, Anti-Carnapping and Cyber crimes
among others and atrocities committed by Communist
Party of the Philippines (CPP)/New People’s Army
(NPA)/National Democratic Front (NDF).
Special Action Force (SAF). 
This group is a mobile strike force or a reaction unit
to augment regional , provincial, municipal and city police
force for civil disturbance control, internal security
operations, hostage-taking rescue operations, search
and rescue in times of natural calamities, disasters
and national emergencies and other special police
operations such as ant-hijacking, anti-terrorism,
explosives and ordnance disposal. On a special note,
the PNP Air Unit is placed under the supervision of SAF.
 
Aviation Security Group (AVEGROUP). This group
provides security   to all airports throughout the country.
 
Highway Patrol Group (HPG).

• This group enforces the traffic laws and regulations,


promote safety along the highways

• Enhances traffic safety consciousness through inter-


agency cooperation concerning Police Traffic Safety
Engineering

• Traffic Safety Education and Traffic Law enforcement


functions and develops reforms in the crime prevention
aspect against all forms of lawlessness committed along
National Highway involving the use of motor vehicles.
 
 
Police-Community Relations Group (PCRG). 

• This group undertakes and orchestrates Police


Community Relations program and activities

• In partnership with concerned government agencies,


the community, and volunteer organizations

• In order to prevent crime and attain a safe and peaceful


environment.
Civil Security Group (CSG). 

• This group regulates business operations and activities


of all organized private detectives, watchmen, security
guards/agencies and company guard forces.

• It also supervises the licensing and registration of


firearms and explosives.
 
Crime Laboratory (CL). 

• This group provides scientific and technical,


investigative aide and support to the PNP and other
investigative agencies.

• It also provides crime laboratory examination,


evaluation and identification of physical evidence
gathered at the crime scene with primary emphasis on
medical, biological and physical nature.
PNP Anti-Kidnapping Group (PNP-AKG).

• This Group serves as the primary unit of the PNP in


addressing kidnapping menace in the country and in
handling hostage situations. And
 
PNP Anti-Cybercrime Group (PNP- ACG).

• This Group is responsible for the implementation of


pertinent laws on cybercrimes and anti-cybercrime
campaigns of the PNP.

1. Public Safety Operation

• kind of operation that involves the safety of the public.

• The operation comprises of Search, Rescue, Retrieval


Operation, Fire Drills in case of natural calamity

• Natural Calamity involves typhoon, flood earth wake,


and other similar operation.
What is Search and Rescue Operation?

• Search and rescue (SAR) is an operation mounted by


emergency services, often well-trained volunteers

• To find someone believed to be in distress, lost, sick or


injured either in a remote or difficult to access area,
such as mountains, desert or forest, or at sea.
 
What is Retrieval Operation?

• This is the act or process of retrieving people who are in


dire need for police, medical assistance he suffered
during calamities

 What is Fire Drill?


• a practice of the emergency procedures to be used in
case of fire.

Law Enforcement Operation

1. Execution of Warrant of Arrest


• Once the arrest warrant is granted by a judge in a court
of law

• All law enforcement personnel are legally allowed to


arrest the person named on the warrant wherever they
find that person.

• This means that the person can be arrested at their


place of work, at their residence, after they are pulled
over on the road or anywhere else in public.

• Validity: A warrant of arrest remains valid until the


arrest is effected or the warrant lifted.

2. Implementation of Search Warrant

• After the application of Search Warrant is granted, the


police can implement the said Search Warrant with in
ten (10) from the date of issue

• Thereafter, it should return to the issuing court

3. Enforcement of Visitorial Power of the Chief of


Police or Unit Commander

• It shall be the duty of the store owner, president,


manager or responsible officer-in-charge of any firm,
establishment or other entity or of an individual having
in his premises second hand articles to be sold or
offered for sale to the public

• To allow and permit the Station Commander or his


authorized representative to exercise visitorial powers
during office or business hour

sources of dangerous drugs, and controlled precursors

Drug Enforcement Agency (PDEA) 

• PDEA is the lead Unit in Anti Drug Operation

5. Anti-Illegal Gambling Operation


• It is an operation against illegal gambling punishable by
law.

• Said gambling includes jueting, illegal cockfighting,


Majong, tong its, Cara y Cruz, etc.

• Violation of PD 1602 as ammended by RA 9287

• Imposes penalties for individuals taking part in illegal


gambling activities. 

• RA 9287 increases penalties set in PD 1602 and


establishes the Anti-Illegal Gambling Board (AGB).

6. Anti-Illegal Logging Operation

• This pertains to the operation of  illegal logging


means 'the harvesting of timber in contravention of the
laws of the country where the timber is harvested'.

• This includes a wide range of illegal activities, such


as: logging of protected species., logging with fake
or illegal permits or using illegal harvest methods.

6. Anti-Illegal Logging Operation

• Forestry Reform Code of the Philippines (Presidential


Decree No. 705). This Act lays down the basic principles
of forest management and conservation, makes
provision for the administration of forestry

• Section 77 of PD 705, Unlawful possession of


implements and devices used by forest officers, states
that offenders will be imprisoned for up to four years
and pay a maximum fine of P10,000
7. Anti-illegal Fishing Operation

• This pertains to the Illegal fishing activity


usually means without a licence,

• In an area where fishing is banned

• With prohibited gear, over a quota, or for protected


species.

• Very often it's a vessel entering a nation's water with


no fishing licence, or fishing with a licence but catching
more than is allowed
• RA 10654 An Act to prevent, deter and eliminate
illegal, unreported and unregulated fishing.

• Amending Republic Act No. 8550, known as the


"Philippine Fisheries Code of 1998“

• The Philippine Fisheries Code (Republic Act 8550) was


amended on 27 February 2015 by RA 10654

• Providing higher penalties while mandating better


monitoring systems to stop illegal, unreported and
unregulated (IUU) fishing.

punished with:

• Imprisonment of six (6) months and one (1) day to six


(6) years

• Confiscation of catch and gear

• Fine twice the amount of the administrative fine

8. Anti-Carnapping Operation

• This kind of operation initiated by personnel of station


anti-carnapping unit.

• It involves motor vehicle taken by the suspect using


force violence or intimidation with intent to gain and
without consent of the owner

• Republic Act No. 6539, as amended, otherwise known


as the Anti-Carnapping Act of 1972, penalizes and
prevents carnapping. Bailable

• Part of this law mandates the registration of motor


vehicle engines, engine blocks and chassis.

• RA 10883 punishes the crime of carnapping which


refers to the taking, with intent to gain, of a motor
vehicle belonging to another without the latter's

• RA 10175 The Cybercrime Prevention Act of 2012 also


penalizes offenses against the privacy, confidentiality,
integrity, and availability of computer data and systems,
such as illegal access, unauthorized interference,
system interference, data interference, misuse of
devices, and cybersquatting

• Computer-related identity theft which involves


unauthorized acquiring, using or misusing, possessing
and transferring, altering or deleting another person's
identifying information is punishable with up to six
months imprisonment and fines amounting in the
hundreds of thousands.
10. Internal Security Operation
• It involves in the act of keeping peace within the
borders of a sovereign state, commonly by upholding
the national law and defending against internal
security threats.

• Operation called Counter Insurgency Operation

• Counter Insurgency Operation is an operation that


contains many different aspects: military, paramilitary,
political, economic, psychological, and civic actions
taken to defeat and conquest insurgency.

• Insurgents exploit on common complications, often


called gaps; counter-insurgency addresses closing the

Court Order and other order from Quasi-Judicial Bodies

Vessel and other similar police operation.
Special Police Operation

1. Checkpoint
• Police checkpoints are meant to maintain public safety
through spot checks that deter criminals on the streets.

• It is composed of 8 man team led by officer with


signage and mobile patrol.

• It is located in lighted area.

• The PNP checkpoints establish in random location to


ensure the safety of the community and as part of anti-
criminality and crime prevention strategies.

2. Civil Disturbance Management

• This pertains with the tactics that the law enforcement


and military personnel use when dealing with unrest in
the community are collectively referred to as civil
disturbance operations.

• This includes

Police Assistance 

• Refers to the peacekeeping and law enforcement


support of the PNP during the conduct of Demolitions
and/or Evictions.

• Eviction - refers to the removal of a person and their


belongings from a subject building, structure or area, or
both.

5. Police Assistance in the Implementation of Final


Court Order and other order from Quasi-Judicial
Bodies

• The procedure for the police assistance in the


implementation of final order or resolution of the court
and other quasi- judicial bodies needs the request
address office of the Chief PNP

• If the final decision is came from the Supreme Court,


Court of Appeals, Court of Tax Appeal, Sandigan Bayan,
quasi-judicial and administrative bodies.
• If the final decision is came from Regional Trial Court,
Municipal Trial Court, the request for police assistance
shall be addressed to the office of the Regional Director
having territorial control on the area of execution.

• If the decision is came from quasi-judicial or


administrative bodies, the said request will be
addressed to Chief PNP regardless of the place where
the police assistance rendered or it can be delegated by
the Chief PNP to Regional Director on his discretion
pursuant to Section 26 RA 6975.
 
6. Hostage Situation

• Refers to a person being held by one party in a conflict


as a pledge pending the fulfillment of an agreement

• A person taken by force to secure the taker's demands

• one that is involuntarily controlled by an outside


influence.
7. Visit Board Search and Seizure on board Marine
Vessel and other similar police operation

• Pertains to the visit, board, search, and


seizure (VBSS)

• This is the term used by the United States military and


law enforcement agencies for maritime boarding
actions and tactics.

• VBSS teams are designed to capture enemy vessels,


combat terrorism, piracy and smuggling, and to
conduct customs, safety and other inspections

1. Surveillance

• It is the monitoring of behavior, activities, or


information for the purpose of information gathering,
influencing, managing or directing. 

• Close observation, especially of a suspected spy or


criminal. “

• It is an organized activity of the intelligence service


designed to block an enemy's sources of information

• To deceive the enemy, to prevent sabotage, and to


gather political and military information.

• Intelligence Research accumulate information or


contain knowledge, and to answer particular questions.

• Since the problems of the intelligence community are


voluminous, research and exploration activity
essentially be concentrated not only on intelligence in
order to come up and make the most efficient practice
of the community's limited and inadequate manpower
and money.

regard to a particular enemy, threat, etc.

obtain relevant information in connection to the
security, public safety and order.

• It is an operation conducted by the investigator on the


field that investigate crime incident, administrative
investigation and other related investigative task

• Needed to determine facts and circumstances for filing


cases either criminally or administratively.

• It is an investigation, ordered by the Chief of Police, to


determine the facts concerning personnel conduct in
connection with alleged violation of established laws,
rules, regulations, or procedures.

• Administrative Investigation initiated police personnel


assigned in Disciplinary Law and Order Section to
determine whether or not there is a probable cause in
the violation and eventually assigned Summary
Hearing Officer to resolve the issue.

Main functions of NAPOLCOM.
(1) Administer and control the police force, and
(2) Handle investigations of irregularities to include
the punishment or dismissal of erring police officers.
(3)Entrance and promotional exams seem to be a
main focus of the body.

2. Internal Affair Service


 
• Part of the PNP organization but attribute independent
and autonomous unit

• Empower and authorizes it to act on matters within its


jurisdiction without delay nor having to wait for
instructions from the Chief, PNP.

• Pursuant to Section 39, Republic Act 8551 such powers


includes:
1. Pro-actively conduct inspection and audit of PNP
personnel and units Conduct of automatic
2.Investigate complaints against erring PNP personnel and
obtain evidence in support of an open investigation;

3.Conduct summary hearings on PNP members facing


administrative charges;

4.Submit a periodic report on the assessment, analysis and


evaluation of the character and behavior of personnel and
units to the Chief PNP and the Commission.

5.File appropriate criminal cases against PNP members


before the court as evidence warrants and assist in the
prosecution of the case,

6.Provide assistance to the Office of the Ombudsman in


Cases where Internal Affairs Service (lAS)
automatically conducts motu-propio investigation:

1.Incidents where a police personnel discharges a firearm;

2.Incidents where death, serious physical injury or any


violation of human rights occurred in the conduct of
police operation;

3.Incidents where evidence was compromised, tampered


with, obliterated or lost while in the custody of police
personnel:
4.Incidents where a suspect in the custody of the police
was seriously injured; and
5.Incidents where the established rules of engagement
have been violated.

Functions, Powers and Duties.
• The PLEB shall have the power to hear and adjudicate
all citizen's complaints formally filed with, or referred
to it, against any uniformed member of the PNP, and, if
warranted, impose the corresponding penalty.

• Based on Memorandum Circular No. 2002-010 Revised


Rules of Procedure in the hearing and adjudication of
citizens’ complaints against uniformed members of the
PNP before the PLEB specifically in Rule II Section 2
Section 2 Function, Power and Duties

• The PLEB shall have the power to hear and adjudicate


all citizens complaints formally filed with, or referred to
it against any uniformed member of the PNP and if
warranted, imposed the corresponding penalty.

• In the exercise of its functions, the PLEB, acting


through its chairman is empowered to administer
oaths, summon witnesses, require the production of
documents, records, books or other things by a
subpoena duces tecum and issue other processes as may
be necessary.

Definition of Terms

• Ways and means are resorted for the purpose of


trapping and arresting the law violator during the
actual conduct or the execution of a criminal act.

Raid

• The sudden invasion or temporary seize of a building,


place or area as a result of an operation  in order to
secure information, confuse an adversary, capture
personnel or equipment, or to destroy a capability.

• It ends with a planned extraction after the completion


of the assigned mission.

Hot Pursuit Operation


• Police operation which involves immediate chase or
follow-up of the suspect without time interval in order
to arrest the suspect and bring into police custody.

Hasty Checkpoint
• An immediate response to block the escape of
lawless elements from a crime scene, and is also
established when nearby checkpoints are ignored or
during hot pursuit operations.
Checkpoint Definition of Terms

• A random location where the search is duly authorized


by the PNP, is conducted to deter/prevent the
commission of crimes, enforce the law, and for other
legitimate purposes. The team composed of at least 8
members led by an officer with proper signage, patrol
car in lighted area.
Dragnet Operation
• A police operation purposely to seal-off the probable
exit points of fleeing suspects from the crime scene to
prevent their escape.
• Any system of coordinated measures for apprehending
