Strategy for the Improvement of Teaching
and Learning
1.In line with the implementation of Republic Act No.
10533, or the Enhanced Basic Education Act of 2013,
the Department of Education (DepEd) issues the
enclosed policy on The Learning Action Cell (LAC)
as a K to 12 Basic Education Program School-Based
Continuing Professional Development Strategy for
the Improvement of Teaching and Learning.
2. Through this policy, the DepEd fully supports the
continuing professional development of its teaching
personnel based on the principle of lifelong learning and
DepEd’s commitment to the development of teachers
potential aimed towards their success in the profession.
This can be done through the school-based LAC, which
primarily functions as a professional learning community
for teachers that will help them improve practice and
learner achievement .
3. This policy will remain in force and
effect unless sooner repealed, amended, or
rescinded. All issuances inconsistent with
this Order are hereby rescinded.
4.Immediate dissemination of and strict
compliance with this Order is directed.
