PART I.
OVERVIEW OF THE NSTP
PROGRAM
HISTORY OF NSTP:
Commonwealth Act No. 1 (National Defense Act)
- An act provide national defense of the Philippines penalizing
certain violations thereof appropriating funds therefore and for other
purposes.
-Under the government of President Manuel L. Quezon (1935)
-It requires college student specifically males.
-Finish 2 years or 4 semesters of Military Training to be reserved
cadets of the national defense of the country.
HISTORY OF NSTP:
Presidential Decree No. 1706 (National Service Law)
-August 8, 1980 the Commonwealth Act No. 1 was amended
-Mandates compulsory national service to all citizens of the country
-composed of three components:
CIVIC WELFARE SERVICE
LAW ENFORCEMENT SERVICE
MILITARY SERVICE
-College students were given an option to choose one among these
components to comply as a requirement of tertiary education.
After the ouster of President Marcos:
-Implementation of National Service Law except the provisions of
Military Service was suspended by Presidential Memorandum Order
No. 1 by President Corazon Aquino.
-It became Basic Reserve Officer Training Corps (ROTC) effective on
SY 1986-1987.
-1991: RA 7077 Implementing Rules and Regulations was modified:
-Basic ROTC Course to Expanded ROTC Program as mandated
The modification is composed of military subjects in the 1st year
and any of the following components in the 2nd year (MTS, CWTS, LES)
WHAT IS NSTP?
It is a program aimed at enhancing civic consciousness and
defense preparedness in the youth by developing the ethics of
service and patriotism while undergoing training in any of its
three (3) program components.
Pursuant to the goals declared in Republic Act 9163 otherwise known as
National Service Training Program Law (NSTP Law), this course introduces
students to the importance of civic consciousness through the discussion of
nationalism, patriotism, social responsibility, servant leadership and good
citizenship values as pertinent concepts in participating in community
service. It promotes activities contributory to the general welfare and
betterment of life of the members of the community. It also aims to make
students realize their vital role in nation building by advancing their
involvement in public and civic affairs through awareness and participation
in different advocacies and community service activities based on their
capabilities. The knowledge and insights gained from this course prepares
them in their training for a greater community engagement.
