BACKGROUND OF THE TOPIC

• Construction safety has been an ongoing concern in the industry of construction. Most
construction accidents happen on sites due to the risks of constructing a certain project.
However, due to the high risk of susceptible injuries and damages that may occur on site,
higher compensation is rewarded to workers who put their life on the line on constructing
the project which is offered and implemented by construction companies. Thus, the
means to enhance construction safety has been an important factor to consider.
WHY WE CHOSE THIS TOPIC

• The reason why we chose this topic is because us engineers would like to create high
quality structures by using materials that are of at minimum expense but still maintaining
high quality standards in creating a structure. Substandard materials have properties that
can pass the standards indicated at the building code of the Philippines, but some does not
meet the minimum requirements needed. On the flip side, using substandard materials can
help in saving budget since it is inexpensive compared to the common materials used for
construction and at the same time it helps codify best practices, methods and technical
requirements to create a safe and sustainable built environment for the community.
WHAT MAKES THIS TOPIC DIFFERENT

• With regards to the uniqueness of the topic, our group has decided to create a machine
that scans the properties of the substandard materials so we can ensure that the materials
that will be used for construction passes the requirements or standards that is indicated at
the building code of the Philippines. With this, us engineers will still be able to create a
high-quality structure and at the same time it will be able to maximize the budget that is
allotted for the construction.

SUBSTANDARD MATERIALS: RISKS
• Steel is a commonly used material in construction because of its properties. But like any
other building material, it must still undergo strict tests to determine its quality and
resistance to any possible risks. High-quality building materials mean that your
construction will be successful and long-lasting. However, there has now been an
emergence with the use of substandard materials. The use of substandard materials in
construction holds many safety risks. Buildings can easily break down, hurt people, and
damage property. Even though substandard materials are cheaper in market, it may cost
much greater because of the damages that may occur in the future.

SUBSTANDARD MATERIALS: INSPECTION
• Accordig to Galang (2021), Romeo Eusebio Faronilo, the chief of Consumer Protection
Division (CPD) of DTI-Nueva Ecija, inspected a total of 28 hardware stores in the
province to ensure that the substandard materials bear the approved Philippine Standard
(PS) or Import Commodity Clearance (ICC) marks under "mandatory certification"
specifically on deformed and rerolled steel bars. Upon thorough verification and
inspection, they found out that all establishments who were selling mandatory products
were compliant with product standards law. This is proof that substandard materials can
pass as alternative or additional materials used for construction as log as its verified and
checked the management.

SUBSTANDARD MATERIALS: SURVEY
• Faremi et al. (2020) conducted a study to learn more about the use of substandard materials in
Lagos State's residential development. A cross-sectional survey was given to construction
industry professionals and property owners in the area for data collection. The findings indicate
that corruption, the employment of unskilled workers, the contractor's selfish interests, and the
client's budgetary restraints all play a role in the selection of low-quality construction materials
for residential building projects. there were no significant differences on the views on the causes
of the use of low-quality materials in residential construction by contractors and building
owners. Another finding was that construction with the use of low-quality materials increases the
risk of structural failure, necessitates more frequent and costly repairs, results in more frequent
and more severe flaws, and hastens the decay of building parts and components.
