TYPE OF TENDER

TYPES OF TENDERS
 NEGOTIATED TENDER: for small projects, usually of
individual clients.
 SELECTIVE TENDER: for medium sized projects, usually
for private company clients, or semi-governmental
clients.
 OPEN TENDER: usually for large projects;
governmental client, where transparent accountability
is essential.

BPP ALERT!

 Tenders for public funded projects must to be by


OPEN and COMPETITIVE method.

 Procuring Entity must seek and obtain BPP’s no-


objection before using SELECTIVE TENDERING method
on special cases.

NEGOTIATED TENDER
 Good for small projects.
 Good for projects where publicity is not needed.
 Usually negotiated with either one or two contractors.
 Selection of the contractor/s strictly based on
previous knowledge.
 Cheapest type in terms of time and cost.

SELECTIVE TENDER
• A list of known contractors are selected based on their past
tract record.
• Usually not less than six in number.
• Each is given the tender documents at the same time, and
same period within which to return the completed tender.
• More transparent than Negotiated Tender.
• More expensive than Negotiated, but cheaper than Open
tender.
• Takes longer time than Negotiated, but much shorter time
than Open.

OPEN TENDER
THERE ARE TWO TYPES OF OPEN TENDER:

• ONE-STAGED: where pre-qualified(either by


Categorization or Size of Project ever handled)
interested contractors are called to buy/collect
tender docs.

• Or are asked to submit a determined prequalification


information along with the tender price. i.e.
TECHNICAL & FINANCIAL PROPOSALS at one go.

 To use the one staged tendering method, the


procuring entity MUST seek & obtain BPP’s no-
objection.

OPEN TENDER
 TWO-STAGED: where any interested contractor is first
called to make submission for PRE-QUALIFICATION,(as
a first stage), then after screening, prequalified
contractors are invited to collect tender docs. for
tendering, (as a second stage). i.e.

Stage 1 =TECHNICAL PROPOSAL,

Stage 2 =FINANCIAL PROPOSAL.

OPEN TENDER
ADVANTAGES & DISADVANTAGES
 Very transparent.
 Very expensive (both time and cost).
 Less confidential than any of the other two.
 Requires a lot of paper work.
 In Nigeria, it requires a deeper screening due to so
many exploitable means of abuse.

PREQUALIFICATION
NOTICE
 ADVERTISEMENT HEADING: name, logo and address of
the client organization.
 INTRODUCTION: what the project is and where; who
the client is.
 OBJECTIVE OF NOTICE: to invite interested Companies
to prequalify.
 SCOPE OF WORK: nature & scope of work.

PREQUALIFICATION
NOTICE
 PREQUALIFICATION REQUIREMENTS: what info is
expected…registration; tax clearance; current & past
experiences; plants & equipments; technical
personnel; audited account for last 3-years etc …..
 SUBMISSION REQUIREMENTS: how submitted docs shall
be arranged; packaged; marked; addressed; and date
& time deadline.
 EXCEPTION NOTICE: client not under any obligation.

EVALUATION CRITERIA
 Tenderer’s general experience in construction
industry. (BPP’s minimum = 3 years)
 Completed projects of similar nature within the last 5
years.
 Annual Turn-over should be at least between 1-2
times expected cash flow of the project.
monthly cash flow(MCF) = contract/contract
period(month).
annual cash flow (ACF) = MCF X 12.
Annual Turn-Over (ATO) > ACF.

-evaluation criteria-
 Minimum Tender Capacity:
Assessed Tender Capacity (ATC) = A x N x 1.5B
where A = max value of work in any one year
during the last 5 years.
N = Completion time of the proposed
project in years.
B = Value of existing commitment to be
completed during the next N years.

financial analysis.
 ARCHITECT REPORT: interpretation of QS financial
analysis in relation capability.
 RECOMMENDATION: for award to the client based on
deductions made. Usually the best 3 in descending
order.
