9. Quality Assurance / Managerial and Control Procedures


ABEL BERHANU BUILDING&ROAD CONTRACTOR. Highly considers quality assurance
in projects in order to prevent a very large cost due to defects or failures in constructed facilities.
Even with minor defects, re- construction may be required and facility operations impaired.
Increased costs and delays are theresult. In the worst case, failures may cause personal injuries
or fatalities.

The construction materials to be supplied from local sources and abroad need approval by the
Consultant prior to their delivery to the construction site. All the materials and workmanship shall be of
the respective kind described in the technical. We will assign fulltime QC supervisor on site who would
be responsible to assure that quality standards are met and are carried out consistently the respective

workshop drawing will be drawn for all items of work that need detail

3.Work Plan and Site Organization
The contractor will plan his facility needs and construction methods according to the total site

Plan of the project, accessibility and economy of land use. The contractor shall submit to the

Consultant, for comments and approval the proposed general arrangements of site facilities

Layout, showing location of lay down area for bulk materials, site office, stores and accesses. The

Contractor shall provide and maintain on site lighting and security for the duration of the

Contractor. As part of our constriction plan, we will prepare site layout plan for our temporary

Facilities for approval by the Engineer. These facilities will be removed upon completion of the

Project. The site layout is shown below.

Site Organization, Sourcing and Procurement of construction materials

A carefully conceived and robust site organization is a prerequisite to the provision of effective
management at operation level through to supervision of the site works.

Site Layout

As the topography of the site is not flat, makes the construction activities uncomfortable. We had
calculated the level of earth work before the construction based on the surveying data collected.

If we win the project, we will establish the layout of the site in such a manner giving
maximum attention for our daily performance. We will manage the timely completion of works

Human Resources Organization of the site

With regard to human resources, the site will be organized in such a manner to create clear chain
of command and to produce quality of works within the given time. In doing so the company
vision, mission, policies, aims and objectives must be successfully disseminated throughout the
project. Management systems or sets of procedures and working instructions which guide and
direct the project staff need to be clearly specified and effectively implemented. In consideration

Procurement and sourcing
The purpose of the supply sourcing is to buy materials and services of the right quality, in the
Right quantity, and at the right price from the source at the right time. Purchasing and
supply department of our company is mainly responsible for determining which bulk
materials,
Commodities or services are best; choose the material or service; negotiate the lowest price and
award contracts that ensure that the correct amount of the material or service is received at the
appropriate time. The purchasing and supply department
Has suppliers list where suppliers are listed according to their stream of service. Based on the
reliability, quality and price, materials aregoing to be
Purchased from companies with good reputation. For instance
 Cement is going to be purchased from either HABESHA or DANGOTE cement factories
 Reinforcement bar from Abyssinia/KALITY steel Trading
 River sand: this is going to be delivered from AKAKI as per the approval land test
results
 Gravel: This will be delivered from GELANE town.
 Selected Material and red ash: This will be delivered from outskirts of JEMO City
 Stone for masonry: This is going to be supplied to site from around
HANAMARIYAM ci
The materials required for the project will be quantified and identified at the initial stage of the
project. Ethiop has its procurement policy which materials should be purchased by Head Office
and which by the project. Then as per the approved material schedule, materials will be
purchased and supplied to projects in order to guarantee the continual progress of the project. In
doing so on –site team under the control of the Project Manager will be responsible for initiating
purchase orders and monitoring their progress through various phases of the procurement
process.
Purchasing procedures include submission of catalogues, technical specifications, quality
certificates & samples for approval to the consultant in order to ensure that quality standards are
as those laid down in the specification. Approval schedule will be also separately prepared at the
early stage of the project for shortening the lengthy time of purchasing process. All samples of

material purchased shall be approved prior to delivery to the site.

Transportation and storage

Purchased material must be transported to their final destination. Transportation can be done by
using owne trucks. The most commonly adopted method in our case is the former. The supply
division is responsible for transportation of purchased items until they are safely arrived at site.
On arrival at site the store head with relevant staff receives the materials by comparing with the
document and by counting the items. After this each material is going to be stored in its
respective storage areas. What is usually done was storing materials which absorb moisture like
cement materials which can be easily damaged by direct sunlight and fragile materials are
going to be stored in warehouses while materials like reinforcement bars, sand, gravel,
eucalyptus poles, and stones are put on outside the store. (Reinforcement bars are covered with
“SHERA” & elevated from the ground while being outside to prevent them from being rusted).
The procedure that we follow in issuing materials is First-in-first-out which prevents longer
shelf life.

Site layout

In our project we are try to segment our necessities to execute the project. But all facilities are
not applied at once. Beside to this we classify the necessary facilities in to two.

The site is bounded by neighboring which we can’t excavate by machine on the or use, so we will have to
facesome challenges during the construction.

CASE ONE: DURING EXCAVATION

There is existing access road to our suppliers.


We were assuming to execute the project by using our space economically and effectively.
As much as possible we don’t need to disturb the environment

CASE TWO: MASONRY WORKS

After trench masonry finish concrete is casted and cured backfill, and grade beam will be done usingthe
same lay out. The concrete work started to finishes the re bar work& to finish the some parts of masonry.
In this time we are in the position of to place form work, reinforcement preparation includingcutting,
bending, placing, starting concrete production and pouring of the concrete. In our project the concrete
delivery and concreting production process classifying as wing production and delivering department one
and wing production and delivering department two to produce large volume of concrete , increase and
accelerating production, better management and administration in order to accomplish the project with
the three basic issues.

To do so we combine the following things.

A. Concrete production:

The Mixer, sand and aggregate is placed nearby to facilitate the concrete production.

B. For both cases use the same coarse aggregate and sand storage area.

The following new site organization facilities are created in these activities this are: which are
found in site organization;

3. One mixer with their respective wing
4. Reinforcement preparation workshop
5. Formwork storage area

4. Method Statement
TEST
Material test will be conducted for different construction materials at different stages as
may be necessary. But there are mandatory test procedures which should have to be
applied regardless of other schedules of test. ABEL BERHANU BUILDING&ROAD CONTRACTOR will
facilitate for the necessary material tests before mass production or transporting into site
from their respective quarries. The bore whole test as cited on the contract document will
be conducted with the presence of the Resident Engineer. The result will be directly
communicated for any further consideration. Similarly, the sand, gravel and stone need
approval of the Engineer. Where it is found necessary we will arrange for the site
observance of the quarries for the prior approval. Later on samples will be taken from the
respective quarries and such materials will be tested. When the Engineer is satisfied with
the results of the material tests, such quarries will be considered as approved quarries.

SURVEYING AND SETTING OUT
the basic coordinates of each building will be set in position in accordance to the
given bench mark. Surveying will be carried out by total station through skilled
professional. Performing the job by the cited instrument will enable the respective
professional to decide and limit the real topography of the site. Moreover it will make
easy to the Resident Engineer for the decision of the average depth of excavation and
the measurement of the same. The result of the data will be transformed into paper and
will be submitted to the Resident Engineer for approval.
SITE CLEARANCE OR DEMOLISHING WORKS
Demolishing the existing fence work
after receiving the approval of the surveying data, using the intended the
soil excavation will be started. The organic top soil found on the upper layer to an
average 1.2m depth trench excavation work.
Immediate cart away will be performed following its clearance. This job will be carried

5. Mobilization Schedule
Up on receiving the notice to commence the work the project activity will begin by collecting a
complete set of project documents and project information, followed by organizing and
equipping of the project team with the necessary manpower & construction equipment within the
given mobilization period. Within the time of the project commencement which takes place in the
given period after site hand over of the project, core project staff including

Will mobilize to the project site for assessment of the project, site preparation and other
preliminary activities. At this stage the project Manager and his core staff will meet with the
local respective authorities to conduct community mobilization pertaining to the project area
such as land acquisition and locating campsite and locally available construction material
utilization. Based on this information, the project team will prepare the practical work schedule,
which is eventually submitted to the Client for approval. Mobilization of equipments and
construction materials will be commenced immediately upon the effectiveness of the contract and
the excavation of Health Center Site will start parallel to the mobilization activity,within
maximum of twenty one(10) days after effectiveness of the contract the remaining activities will
commence sequentially based on the approved work schedules

6. Construction Schedule
After thorough study of the contract documents, design drawings, specification, BOQ, market
conditions and others, we will draw construction plan. The building will be grouped in major
activities and further broken down into sub activities and task to be performed. Activity duration
will be determined. Mile stone dates will be set based on contract time and client requirement.
The intended project duration for the whole works is 90 calendar days after notice to
commence.
We use MS project and scheduling technique to generate the project construction schedule, sub
schedules, material procurement schedule, and resource planning. The system can be used for
progress evaluation and updating.
