functional and third is that they will guarantee a universal health insurance whereas services are financed
predominantly by PhilHealth program.

• issued as a department order for developing specialty health care facilities in each and every region,
especially on those provinces with the highest rate suffering from diseases that needs specialized
care and treatment.

SUMMARY

The CALABARZON and MIMAROPA regions highly value the importance of health,
but due to the raising population of people with heart diseases, obesity, hypertension and bad
habits at risk with heart disease the hospitals in the regions are not enough to cater the needs of
the people, especially heart diseases, the people need to go to manila to have their checkups
and treatment. According to the interviews and survey given by the researchers to the locals in
CALABARZON and MIMAROPA area, their hospitals, especially the public could not cater
their health care demands anymore due to congestion, the lack of comfortability, facilities and
amenities to help patients for fast recovery. The hospitals also lack doctors and well trained
specialists to give the patients immediate health care response.
The CALABARZON region highly need a specialized hospital for heart diseases, thus the
researchers proposed a CALABARZON Regional Heart Center to fill up this needs in
accordance to the projects of the Philippine Heart Center and DOH to start building
Specialized Hospitals for every region. The researchers chose to start with the highest rate of
cases of heart disease which is the CALABARZON.

In 1995, the National Health Insurance Program (NHIP) managed by
Philippine Health Insurance Corporation (PHIC or PhilHealth) was
institutionalized and signaled the movement towards a single-payer
premium-based financing or insurance system. However, the current
system continues to maintain a dual financing system existing parallel to
each other.

The specialty facility will be funded by the Department of Health through


the Health Facilities Enhancement Program. Since the proposal of
CALABARZON Regional Heart Center is a government hospital, the
budget proposed will be process through a hearing along with the budget
officials of DOH and HFEP Department.

assistance to those who are suffering from heart ailments is
an advantage in the areas of CaLaBaRZon. This additional
facility will help not only to decrease the numbers of the
deceased caused by this kind of non-communicable disease,
but also to prevent it from growing.

OUTER ZONE- the Public oriented departments. The areas consists of


Reception/waiting, Emergency room, Doctor’s clinics, Chapel, outpatient
division, doctor’s offices, physical rehabilitation and business offices (cashier,
Billing, Admitting).
SECOND ZONE- The second zone is the one who generates outputs from the
outside zone, some part of the administration is accessible to public. The areas
consist of the Administration-non public departments, pharmacy, imaging
modalities (x-ray, ultrasound, Computerized Tomography(CT scan)
mammography, nuclear medicine, magnetic resonance Imaging(MRI)
Catherization Laboratory, Gamma knife, radiation oncology) and laboratories.
INNER ZONE- The inner zone is accessible to the public. This zone have the
nursing unit of the hospital where patients stay during treatments and
recuperation. The inner zone consist of the nursing wards, patients room, nurse
stations and nurse and staff quarters
DEEP ZONE- This zone must not be accessible to the public and requires aseptic
environment because in this zone are the operating suites, intensive care units,
delivery suites and nursery.
SERVICE ZONE-The service zone is not accessible to the public. This zone is
where supplies and wastes are loaded and unloaded, Dietary, materials recovery
Facility, Central Sterilizing and supply Room (CSSR), housekeeping, security
rooms, storage rooms and engineering are held.
TWILIGHT ZONE- In this zone is the Mortuary and the Morgue, they transport
the cadaver from the main hospital area here and prepare the cadaver for pick-up
of relatives or funeral service. This zone must not be accessible to the public and
only concerned people must be allowed to go
