• These are essential questions that come to mind when viewing security
Human Security and Human Development
as a product of social construction.
1994: UNDP referred to human security as having the following two
aspects:
first safety from such chronic threats as hunger, disease and repression…
second, it means protection from sudden and hurtful disruptions in the
patterns of daily life – whether in homes, in jobs, or in communities. Such
threats can exist at all levels of national income and development.”

UNDP listed the threats to human security under the
following main categories:
• Economic security;
• Food Security;
• Health Security;

Human Security
• seeks to “protect the vital core of all human lives in ways that enhance
human freedoms and human fulfillment”
• requires “protecting people from critical and pervasive threats” and
"empowering them to take charge of their own lives"
• protection and empowerment are mutually reinforcing and cannot
succeed in isolation”
• Commission puts emphasis on the “need for comprehensive, integrated
and people-centered solutions that together can help people develop the
building blocks of survival, livelihood and dignity”
Reformulation of National Security Definition
• Expanded previous national security concepts by taking into account the
close relationship and interdependence among security, development
and governance
• NSC and a multi-sectoral group examined the relationship between

Who should address these national security concerns?
National Defense Act of 1935(Commonwealth Act No.1)
“Provides that during national emergencies, the government has
the right to mobilize its citizens resources for national defense.”
Sec 52. “The obligation to undergo military training shall begin with
youth in school, commencing at the age of ten years, and shall
extend through his schooling until he reach the age of twenty-one
when he shall become subject to service with the colors.”

“The AFP shall be composed of a Citizen Armed Force which shall

SECURITY SECTOR: LESSONS LEARNED
• AFP is concerned with the armed elements of insurgent groups, although
it extends its assistance even to socio-economic agencies and public
works
• Factors that compel a person to become an insurgent must be
comprehensively addressed by all instrumentalities of government.
• Non-military methods should prevail.
• Interdependence of security-governance-development: human and
national security
• National security is not just the concern of the military and police
• Conflicts and calamities should be addressed comprehensively starting at
the community.
• Calamities/disasters do not choose between the rich and the poor.
• It is better to be prepared than sorry.
