De-escalation Openness and Transparency
Policy
• The department's Policy is easily accessible and does a great job of
explaining each procedure and strategy as outlined.
• The guidebook did a fantastic job of explaining when deadly force was
required, why de-escalation isn't always the best choice.
• It is a policy created to ensure that police officers respond to situations
in a respectful, non-violent manner and with the highest degree of
transparency possible.
• This policy encourages officers to disclose all information relevant to
the de-escalation of a situation, including their use of force options and
any interactions with individuals involved.
De-Escalation Tactics and Techniques
The De-Escalation tactics and techniques in
the Brooklyn Police manual include the
following:

Remain Calm
Communicate
Equity
Contain threat
Request resources
Move to a better position
Employ the training you have
received
Team Tactics

• They included making a request for resources as one of their de-escalation

strategies.

• The policy manual went on to divide this down into more manageable

chunks, saying things like "Ask for more police to assist calm a situation or

decrease the sort of force that is required.“

• Request staff who are trained in CIT, cops who are armed with extra less-

lethal equipment, or even individuals from outside the organization if the

circumstances need it (Lexipol, LLC 2021).

Explain

• Describe your actions, their options,

and the outcomes you expect. In many

cases, stress may be reduced by simply

explaining what will happen.

and be heard. People generally simply want to have their voices heard.

• Justify your next step by explaining why it is necessary. The justification

has to be objective and non-discriminatory, and it needs to demonstrate that

their opinions were taken into account.


Training

• Within 6 months of hiring, or a fair


period of time if part of an academy
sponsored by BPD, all Brooklyn
Police Department personnel will
receive training in de-escalation
methods.
• The Brooklyn Police Department will
hold intermediate firearm and other
use of force training as well as provide
ongoing de-escalation training.

Avoiding Re-Escalation

• The policy manual did not have a dedicated

section on preventing a reescalation, but I

believe the topic is well covered in the list

of de-escalation procedures provided there.

• When it comes to defusing a situation and

keeping it from escalating again, I believe

that respect, patience, and controlling the

danger are the most important factors they

emphasize.
