Why ?
Despite good progress Potential challenges that constrain
 application of the national the achievement of better
procurement rules proven to be procurement outcomes include :
relatively inconsistent across
government and within individual  inadequate enforcement of
agencies, and regulations
 delays in contract award
 ineffective contract administration
 actual implementation of the  Inadequate procurement
regulations is slow with less professionalism
progress in improving tangible  incidence of fraud and corruption
outcomes on the ground  political interference

To address these, a new technical assistance credit, “Public Procurement


Reform Project II” was proposed to move the reform process further

To improve performance of the public procurement system


focusing largely on the key sectoral ministries & targeting their
IAs with the following outputs:

 Enhanced capacity in creating a sustained program of developing skilled


procurement professionals
 Strengthened management and monitoring of procurement in target
agencies
 Introduction of eGP in those agencies and CPTU on a pilot basis
 Creation of greater public awareness of a well functioning public
procurement system by engaging civil society, think tanks, beneficiaries,
and the private sector

 The overall objective of the CD:PTI project is


to improve performance of the public
procurement system focusing largely on the
enlarged number (20) additional Ministries &
targeting their implementing Agencies.
 Against this backdrop, the specific objectives
such as to increase institutional capacity for
better managing public procurement &
strengthening procurement management
capacity at sector level.
 Capacity development through training
implementation, will be the means to achieve
these important objectives.

Three-Week Procurement Training Session: E1-a-FR

Course Commences

• This residential course has started and will continue to be


delivered over a three (3) week period.
• Training will be delivered in the Faculty Campus of ESCB
and BIM Training Centre, where both Centres have been
fully equipped & prepared to International standards. The
services of enlarged National Certified Procurement
Trainers and Faculty Trainers are available to provide
training implementation, supported by CPTU and the
CD:PTI Project Team
• As per ToR - 60 three-week courses will be implemented in
ESCB Campus and 30 in BIM Training Centre with trainee
target of 2,700 with target finish of March 2016
• Other short training courses will be implemented in ESCB,
BIM and other selected Training Centres.

Three-Week and Short Training Courses

• The CD:PTI Project Team (including International


Consultant) has continued the task of reviewing the
three-week course and also all short-training
courses
• Some new additional short-courses need to be
developed with course “E” increased from 2 to 5
days & this important task has commence in the
First Quarter
• Existing training modules (from PICD) will be used
until new curriculum and training modules are fully
developed and approved by CPTU and WB. Valuable
assistance received from CPTU and in WB Feedback

• Thanks to CPTU currently the pool contains


39 National Certified Procurement Trainers

• This Increase in the number of qualified


trainers within the Trainers Pool is found to
be essential in meet the future training needs

• CD: PTI Project requires the assistance of


National Certified Procurement Trainers and
have received their continuous support

• Continues during duration of the three-week


courses 60 in ESCB and 30 in BIM
• Opportunity for participants from the Course to
go forward for advanced procurement training in
BRAC University and CIPS in London
• Again on the last day of course the “TEST” is
carried out with 5 questions on each of the 5
modules (total 25 questions)
• Minimum 75% requirement from the test for
nomination to be given to CPTU
• Results of the TEST are confidential (Only made
available to CPTU)

Procurement Training Faculty

• Both International and National Consultants will be


provided to assist ESCB Faculty in its development and
will be deployed in coming months

• Progress has been made in establishing ESCB Faculty


(Main Campus) as the recognised Centre for Public
Sector Procurement Training in Bangladesh

• ESCB have coordinated with CIPS where ESCB is now


the third CIPS Study Centre in Bangladesh

• Evaluation is very important in the training


process and continues to be an activity of the
CD: PTI Project Team

• To ensure quality of training and the training


implementation, CD:PTI again requested that
participants complete:

• A one page questionnaire at the end of each


trainer’s segment so that the project can
continue to monitor the effectiveness of each
trainer. Trainer’s who are found to be falling
behind in their input - will be informed
