Interlocking system and

ETCS implementation in
Romania
CIOBOATA IONELA ANDREEA
TECHNICAL CONDITION SIGNALLING AND COMMUNICATIONS
OF EQUIPMENT Signalling is based on Romanian main line practice with three aspect
signals – yellow (next signal is red), red (stop) and green (next signal
is also green). This system allows a minimum between trains of 90

seconds, but this is likely to be reduced with the provision of a new

protection system INDUSI I 60. The first line to be equipped with ATP is M2(Pipera —
Tudor Arghezi, 20,28 km). All Bucharest Metro lines are expected
to be converted to ATP control.
Romania has a railway network
with a total length of about
10,615 kilometers, of which
almost 4,031 km are electrified.

1 - The stage of ERTMS implementation
on the railway network in Romania
The railway sections on which the system
equipment has been installed are:
1. ETCS Level 1 without GSM-R, as follows:
 92 km on the route Bucharest – Câmpina,
ETCS Level 1, version 2.2.2., which is
incompatible with the current CCS TSI;
Status of ERTMS  225 km on the route Bucharest – Constanța,
implementation ETCS Level 1, version 2.3.0d., which is
compatible with the current CCS TSI, partially
installed (except for the stations Ciulinița,
Fetești and adjacent APBs;
 22 km on the route Golenți – Vidin, ETCS Level
1, version 2.3.0d., which is compatible with the
current CCS TSI.
2. ERTMS (ETCS Level 2 and GSM-R), as
follows:
 37 km on the route Buftea - Brazi,
ERTMS/ETCS Level 2, version 2.3.0d, which is
Status of ERTMS compatible with the current CCS TSI;
 41 km on the route Border - Arad - km 614,
implementation ERTMS/ETCS Level 2, version 2.3.0d, which is
compatible with the current CCS TSI:
The railway sections where the implementation of the control-
command and signalling subsystems is ongoing:
 306 km on the route km 614 – Sighişoara: ongoing
implementation of ERTMS (ETCS Level 2 and GSM-R), version
2.3.0d, which is compatible with the current CCS TSI;
 128 km on the route Sighişoara – Braşov: ongoing tender
procedure, ERTMS Level 2 (ETCS Level 2 and GSM-R),
minimum version 2.3.0d, which is compatible with the current
CCS TSI.
Both the ETCS Level 1 and Level 2 and the GSM-R system are not
currently operating as the subsystems involved have not been
certified for interoperability purposes and do not have an
authorisation for placing in service.
 Electrification works, on most of the electrified
railway lines (over 9500 km electrified).
 Modernization works of the electrified railway:
• Pan-European Corridor IV
• Sections Bucharest North
• Câmpina, Bucharest
• Băneasa
Major projects • Fundulea, Câmpina
• Predeal and Sighisoara
• Micasasa
 Power supply works Pan
• European Corridor IV
• Section Câmpina
• Predeal
 Tramway and trolley-bus electrification works.
Alstom will provide the first fully automated metro system in Romania, following the signature of the contract for the Cluj-
Napoca metro on 25 May 2023, in an association with civil works companies Gulermak and Arcada.

The company is also responsible for other impressive

premieres in the Romanian railway transport, such as:
 1stERTMS Level 2 signalling system installed on a
rehabilitated conventional railway line: Border–Curtici-
Arad-Km. 614
 1stmodern, fully automated traffic management
centre ever installed in the country, in Arad; Simeria and
Brasov ones to follow, also implemented by Alstom
 1st CBTC signalling system installed in Romania – Line
5 of the Bucharest metro, first phase commissioned in
September 2020
Cluj-Napoca metro
 The project includes a line of about 21 km, 19 underground
stations, an underground depot. The estimated duration of
execution is 128 months. In December 2022, the financing
contract for this metro was signed by the Ministry of
Transport, worth over 13 billion lei, and the first stage must
be completed by 2026. The current planning has as a possible
completion date for the entire project the year 2031.
 May 25, 2023 - Alstom, global leader in the field of intelligent
and sustainable mobility, signed a contract with Cluj-Napoca
City Hall for the construction of metro line 1 in Cluj-Napoca,
in the Transylvania region.
 The Alstom company will have the following responsibilities
in the project: system integration, signalling,
telecommunications and power supply solutions, construction
of the running track, installation of safety panels on the
platforms, traffic control and safety center, as well as the
system-wide implementation of a solution cyber security of
proven effectiveness. Alstom will implement a
communication-based train control (CBTC) solution to
support the highest degree of automation, grade 4 (GoA4), for
the first time in Romania. For this, the company will use
CBTC's high-capacity signaling solution Urbalis, which is
found in many other metro projects.
Highway 5 of the Bucharest metro

 The first CBTC (Communication-based Train Control)1 type system in

Romania, which can increase the capacity of the line by 30%, saving up
to 30% of energy consumption.
 15 September 2020 – The Alstom company welcomes the opening of
Metro Line 5, a representative project, for which the company delivered
the first phase of the traffic control system in record time – less than a
year for 10 stations.
 In the first phase of the project, Alstom equipped the new Highway 5
with a state-of-the-art Safety and Traffic Automation System, including
an Operational Control Center in Piața Unirii station as well as dynamic
passenger announcement and information systems, allowing safe
operation of the bus for the movement of existing trains with optical
signals. The next phase will involve the full implementation of modern
signaling capabilities for optimized operation.
