Planning Team Composition
The Planning Core Group shall be assisted by a Technical Working
Group (TWG)
• Conduct of sectoral/inter-sectoral analysis, validation of reports
• Conduct of surveys, consultations/meetings, workshops
• Integration/finalization of studies, research findings and outputs

Higher level advisors/NGAs may be included as member of the Core


Group or the TWG
Sangguniang Bayan (SB) and Civil Society Organization (CSO)
representation to the Planning Team
Roles and Functions of the Chair/Co-Chair

•Set and clarify directions for planning, setting development thrusts,


strategy formulation, and PPAs
•Approve the work plan and budget
•Designate members of the planning team
•Monitor the conduct of team activities
•Ensure adherence to the work plan
Roles and Functions of the Sanggunian
1. Issue a resolution supporting the planning process;
2. Review and approve the CDP;
3. Identify and enact legislative measures to support and facilitate the
implementation of the plan.
4. Review, prioritize and approve budget allocation for plan-based PPAs.

Their involvement in the CDP will also result in the following benefits:
5. Firmer grasp of local development thrusts and priorities;
6. Better understanding of their role in steering the LGU into realizing its
vision through appropriate legislative actions;
7. Harmonization of executive and legislative actions towards a unified
set of goals and objectives for the LGU; and
8. Attainment of a shared responsibility and accountability for the CDP.
Role and Functions of the CSOs
1. Bridge information gaps during plan preparation;
2. Serve as monitors for CDP implementation and provide LGU
decision – makers unfiltered information;
3. Assist the LGU efforts in communicating and disseminating
information on the CDP;
4. Rally support for CDP implementation especially on programs
which are heavily dependent on citizen participation and
cooperation;
5. Augment the various resources and expertise required in CDP
preparation/ revision and implementation; and
6. Link the CDP implementation with various resource organizations

• Prepare work plan and budget of their respective sectoral committees
• Gather and review available plans and other secondary data
• Ensure the conduct of risk and vulnerability assessments
• Plan, coordinate and facilitate the conduct of multi-stakeholder workshops
• Assist LCE in public hearings
• Assist LCE and the LDC in drafting and finalizing the CDP, LDIP, AIP and ELA
• Draft, Package and finalize the CDP
• Prepare presentation materials for various audiences of the CDP;
• Assist the LCE in the presentation of the Plan to various stakeholders;
• Assist in organizing other planning sub-committees that may be required to carry out other
planning activities such as communicating/popularizing the Plan, mobilizing resources,
monitoring and evaluation; and
• Perform such other functions as may be required by the LCE towards the completion,
adoption, popularizing, implementing and monitoring the CDP.
