objectives are to foster Pambarangay
harmony among residents and
to provide an accessible
alternative to costly legal
processes.

community members.
 Led by the Punong Barangay, the process is assisted by appointed
barangay members who contribute to the resolution efforts.
 Provides a platform for mediation, conciliation, and arbitration,
tailoring its approach to the specific needs of each case.

 It does not cover cases involving violence, drugs, and offenses
punishable by imprisonment exceeding one year, emphasizing the

 Filing a Complaint: The initiation of the dispute resolution
process starts with filing a complaint.
 Mediation: A crucial step involving a neutral third party to
facilitate discussions and negotiations between the disputing
parties.
 Conciliation: Stopping someone from being angry.
 Arbitration: If mediation proves unsuccessful, the barangay
captain renders a binding and executory decision, providing
closure to the conflict.

(Components)
The Katarungan Pambarangay (Barangay
Justice System) is composed of the three (3)
components, namely:

 Lupong Tagapamayapa (Peace-making


Council)
 Pangkat ng Tagapagsundo (Conciliation
Panel)
 Legal Advisers.
1. Lupong Tagapamayapa (Peace-making Council):
Role: This is the primary body responsible for settling disputes at the barangay
level.
Composition: Comprised of the Punong Barangay (Barangay Captain) as the
chairman and ten members who are chosen by the residents of the barangay.
Function: The Lupong Tagapamayapa facilitates the amicable resolution of
conflicts through mediation, conciliation, or arbitration. They aim to restore harmony
within the community.
2. Pangkat ng Tagapagsundo (Conciliation Panel):
Role: This component serves as an additional layer in the dispute
resolution process.
Composition: Composed of three members selected from the roster of
trained individuals accredited by the Department of Justice.
Function: The Pangkat ng Tagapagsundo intervenes when the Lupong
Tagapamayapa is unable to settle the dispute. They assist in reaching a fair and just
resolution through conciliation.
3. Legal Advisers:
Role: Legal advisers provide legal guidance and assistance throughout
the dispute resolution process.
Composition: These advisers may include lawyers or legally-trained
individuals within the barangay.
Function: Legal advisers offer expertise on legal matters, ensuring that
the resolution adheres to relevant laws and regulations. They help parties
understand their rights and responsibilities.
