GENERAL CONDITIONS FOR GRANT TRANSFER AND USAGE

1) The States shall transfer grants within 10 working days of receiving it.
2) In case of delay interest to be paid @ market borrowings/State Development Loans (SDLs).
3) Grants cannot be used for salary and other establishment costs.
4) 15th FC grants can be dovetailed with allocations under other Central/State schemes for same purpose
such as Jal Jeevan Mission (U) and Swachh Bharat Mission (U) 2.0.
5) All the claims for grants from MPCs / UAs, NMPC and Cantonment Boards will be uploaded on
www.cityfinance.in.

STEPS TO BE TAKEN BY MPC AND NMPC URBAN LOCAL BODIES (ULBS)

1.Login on www.cityfinance.in using census code/ ULB code as user-id and password.

2. Upload unaudited accounts for FY 2020-21 and duly audited accounts for FY 2019-20 for at least 25% ULBs.
Audited and unaudited accounts should include the minimum of
(i) Balance sheet,
(ii) Income & expenditure statement,
(iii)Cash flow statement and
(iv) Schedules to (i) and (ii)

3. Fill the details for ‘detailed utilization report’ for the grant of FY 2020-21.

4. Fill the baseline as on 1 April, 2021 & target (to be achieved in FY 2021-22 and onwards till FY 2024-25) for
following service level indicators for water supply & sanitation
a. Households covered with piped water supply
b. Piped water supplied in liter per capita per day (lpcd)
c. Reduction in Non-Revenue Water (NRW)
d. Household covered with sewerage & septage services
STEPS TO BE TAKEN BY STATE GOVERNMENTS
.
1) Login on www.cityfinance.in using user-id and password for state nodal officer

2) Upload grant transfer certificate for second installment for FY 2020-21 for
• Grants for Million plus UA/cities (if applicable)
• Tied grants for Non-million plus cities and
• Untied grants for Non-million plus cities
3) Ensure at least 25% of ULBs upload unaudited annual accounts for FY 2020-21 and
audited accounts for FY 2019-20

4) Review and approve submissions made by ULBs


STEPS TO BE TAKEN BY STATE GOVERNMENT IN
COORDINATION WITH MILLION PLUS CITIES/UAS
1. Fill in details for projects selected for rejuvenation of water bodies, recycling and reuse of waste water and
water supply for each Million Plus City/ UA.

2. Fill in details for year-wise action plan for projects to be undertaken by each Million Plus City/ UA from 15th
FC grants.

3. Submission of population of ULBs/ statutory towns in Million Plus Cities/ UA as per the census 2011 and also
submit estimated population as of 01-04-2020 .The State will submit the population figures in Excel format, and
these population figures will serve as the basis for calculating weightage score in case UA has more than one ULB/
Statutory town

4. Sign MoU with MoHUA and each Million Plus City/ UA

DATA REQUIRED FROM STATE GOVERNMENT

• The State Nodal Officers will receive a list of ULBs registered with Cityfinance in their respective States.
Upon verification, the State Nodal Officer is required to notify City Finance within 15 days if any ULBs need to be
added or deleted.

• State Nodal Officers will receive a list of the state's MILLION PLUS UAs and the local government units under
each UA. If there is an error, State Nodal Officer will contact City Finance within 15 days to make corrections.

• State Nodal Officers are responsible for providing 2011 population data and population estimates for 01-04-20 for all
ULBs in the UA's

• The contact details of State Nodal Officers must be provided, and all communication from City Finance will be sent
to that email Id and phone number
