Framework of Evaluation
There are three phases in Evaluation :
i. Assessment of the Project Performance
ii. Judgment based on Five Evaluation Criteria
iii. Making Recommendations , Lesson Learns
and Feedback

The achievement level of objectives , outputs ,


and inputs are measured at the time of
Evaluation , and those results are compared
with what has been planned .

 To Investigate the whole process of activities


 What is happening during the project
implementation

c. Examination of Causal
Relationship
To investigate whether project purpose and
overall goal are or will be achieved as a result
of project implementation .

The Evaluator should rule out other possible


explanations in order to determine whether the
project , and not other factors , caused the effects .

ii. Value Judgment Based on Five Evaluation Criteria

a. Relevance
b. Effectiveness
c. Efficiency
d. Impact
e. Sustainability

a. Relevance

A criterion for considering validity and necessity of a


project regarding :
 Whether expected effects of the project meet with the needs of
target beneficiaries
 Whether a project intervention is appropriate as a solution for
problem concerned
 Whether the contents of a project is consistent with policies
 Whether the project strategies and approaches are relevant
 Whether the project is justified to be implemented

b. Effectiveness
A criterion for considering whether the implementation
of the project has benefited the intended beneficiaries
or the target society .
 Have the planned purpose and component
objectives , outputs and activities achieved ? Why or
why not ?
 Is the intervention logic correct ? Why or why not ?

c. Efficiency
A criterion for considering how economic resources /
inputs are converted to results or relationship
between project cost and effects
 Were inputs used in the best possible way to achieve
outcomes ? Why or why not ?
 What could we do differently to improve
implementation , thereby maximizing impact , at an
acceptable and sustainable cost ?

d. Impact
A criterion for considering the effects of the
project with an eye on long term-term effects
including direct or indirect , positive or
negative , intended or unintended .

 To what extend has the project contributed
towards its long-term goals ? Why or why
not ?
 What unanticipated positive or negative
consequences did the project have ? Why did
they arise ?

e. Sustainability
A criterion for considering whether the produced
effects continue after the termination of the
assistance .
 Will there be continued positive impacts as a
result of the project on it has finished ? Why
or why no ?

iii. Make Recommendations , Lesson
Learns and Feedback
 Results of an Evaluation are meaningful only
when they are utilized
 Evaluation has to be a practical management
tool , and therefore specific recommendations
should be made and lessons learned should
be drawn from Evaluation results

Make Recommendations …
 The recommendations and lessons learned
have to be feedback to relevant departments
of organizations and related stakeholder
organizations so that they will be utilized for
improvement of the target project or future
operations .
