outreach activities to achieve saturation of schemes.

Objectives
● Reaching the unreached - reach out to the vulnerable who are eligible under various schemes
but have not benefited.
● Learning from the citizens - Interaction with beneficiaries of government schemes through
personal stories / experience sharing

Key Features of the Campaign
● To be launched in 69 districts having significant ST population from 15th November 2023
(Jan-Jatiya Gaurav Divas) and in other districts from 3rd week of November 2023
● In Election bound states/constituencies - after model code of conduct.
● Flexibility for North-Eastern States/high altitude areas/local festivals etc.
● Nodal Ministries: M/o Agriculture & FW, MoTA, MoRD (Rural), MoHUA and M/o I&B (Urban).
● Activities planned in GPs over a week - Mobilisation, Awareness, Community Activities, Cultural
Performances, etc.
● IEC vans for dissemination of information. IT Platform, Mobile App to be used
● Local context & local language
● Planning, Coordination and Monitoring - State, District & Gram Panchayat & Urban Local Body

Support Requested From State Government
● To designate a Nodal Department for coordination, Nodal Officer and constitute a Committee of
Senior Officials and co-opt 2 representatives from Government of India organizations/ institutions
● Ensure Participation of Principal Secretary (Urban Dev) and SUDA as part of core team at State
Level
● Coordination with concerned Departments, stakeholders and Central organizations/ institutions in
the state
● Provide guidance and orientation to district Administration and ensure all logistic arrangements
are in place
● Share suggested timeline for various activities
● Coordination with I&B State Nodal regarding route plan and calendar of date of the Vans

● District Collector to constitute a Committee of Senior Officials and co-opt 2 representatives from
Government of India organizations/ institutions at district level
● Finalisation and Uploading of data on IT Portal - Manpower, Allocation of Vans, Route Plan,
Event Venue of Van(s) to cover around 14 GPs/ week
● Publicity Plan within district for awareness
● Deployment and Orientation:
○ Van Nodal officer ( district level officer )
○ Day Nodal Officers at the GP level ( Block level officer)
○ Department-wise staff (10-12) posted at GP level for mobilisation, awareness generation,
logistical arrangements, etc.
● Constitution of Committees for coordination of campaign in Urban Local Bodies

● Head of the Panchayat to lead the campaign
● GP Committee to be formed with GP level staff (10-12). Nodal Officers to be assigned specific
duties:
○ Mobilisation, publicity & awareness generation activities - invite scheme beneficiaries
○ Coordinate meetings of Gram Sabha, members of CBOs
○ Arrange Cultural performances - Dharti Kahe Pukar ke, etc.
○ Jan-bhagidari - Swachhta Campaign, school/ college competitions, etc.
○ Finalisation of beneficiaries for “Meri Kahaani Meri Zubaani”
○ Arrangements for on-spot services and beneficiary camps
○ Logistics & Venue for IEC Van

● Nomination of Nodal officer for providing logistic support including permission for movement
of Van in the city, location permission, other required approvals, selection of beneficiaries
based on their good work for sharing life transforming experiences
● Updation of information/ photos/ videos data in IT platform in coordination with District office
through mobile app.
● Create awareness, publicity and promotion of the campaign in the city/ beneficiaries of
various schemes
● Ensure adequate publicity for widest possible participation & organise camps such as Health
camps, PM-Ujjwala camp, SVANidhi camp and Aadhar updation camp
