Background and Vision
The Government of India, along with State Governments/ UTs, has been striving continuously for
saturation of schemes, like
● Gram Swaraj Abhiyan (April - May 2018)
● Extended Gram Swaraj Abhiyan (June - August 2018)
● “Achieving saturation, coverage of schemes and ensuring last mile delivery of flagship
schemes” - National Conference of Chief Secretaries at Dharamshala, HP

Taking the same forward, the Viksit Bharat Sankalp Yatra is planned - to raise awareness through
outreach activities to achieve saturation of schemes.

Objectives
● Reaching the unreached - reach out to the vulnerable who are eligible under various schemes
but have not benefited.

● Dissemination of information and generating awareness about schemes

● Learning from the citizens - Interaction with beneficiaries of government schemes through
personal stories / experience sharing

● Enrolment of potential beneficiaries through details ascertained during the Yatra

Key Features of the Campaign
● To be launched in 69 districts having significant ST population from 15th November 2023
(Jan-Jatiya Gaurav Divas) and in other districts from 3rd week of November 2023
● In Election bound states/constituencies - after model code of conduct.
● Flexibility for North-Eastern States/high altitude areas/local festivals etc.
● Nodal Ministries: M/o Agriculture & FW, MoTA, MoRD (Rural), MoHUA and M/o I&B (Urban).
● Activities planned in GPs over a week - Mobilisation, Awareness, Community Activities, Cultural
Performances, etc.
● IEC vans for dissemination of information. IT Platform, Mobile App to be used
● Local context & local language
● Planning, Coordination and Monitoring - State, District & Gram Panchayat & Urban Local Body

In what ways Urban Campaign is different from Rural
● Scale and duration

○ Approx 140 Vans across India

○ Limited durations in district. Less than 5-10 Vans in any State at any point of time

○ One location per approx. 25 thousand population of ULB

● Type of Mobile Van

○ Bigger than Rural campaign.

○ It contains LED screen and scheme awareness material

● Locations and Route Plan is being decided Centrally and being communicated

Role of Government of India

● To designate a Nodal Department for coordination, Nodal Officer and constitute a Committee of
Senior Officials and co-opt 2 representatives from Government of India organizations/ institutions
● Ensure Participation of Principal Secretary (Urban Dev) and SUDA as part of core team at State
Level
● Coordination with concerned Departments, stakeholders and Central organizations/ institutions in
the state
● Provide guidance and orientation to district Administration and ensure all logistic arrangements
are in place

Event Venue of Van(s) to cover around 14 GPs/ week
● Publicity Plan within district for awareness
● Deployment and Orientation:
○ Van Nodal officer ( district level officer )
○ Day Nodal Officers at the GP level ( Block level officer)
○ Department-wise staff (10-12) posted at GP level for mobilisation, awareness generation,
logistical arrangements, etc.

of Van in the city, location permission, other required approvals, selection of beneficiaries
based on their good work for sharing life transforming experiences

through mobile app.

● Create awareness, publicity and promotion of the campaign in the city/ beneficiaries of
various schemes

● Ensure adequate publicity for widest possible participation & organise camps such as Health
camps, PM-Ujjwala camp, SVANidhi camp and Aadhar updation camp
