1
Steps in Planning Study Process
 Analysis of existing system with existing loads

 Develop base case with committed grid subs

 Develop projected loading on base case

 Analysis of base case system with projected loads

 Define two major philosophical alternatives

 Financial comparison between alternatives

2
Steps in Planning Study Process
(Contd.)
 Use economics and reliability to determine best
solution

 Prioritize projects on performance and economics

 Develop a work plan with estimated cost and time of

execution

 Compile a report of the study

NRECA International Limited

3
Description of Planning Study Process
 Analysis of existing system:
Step-1: Data Collection

- Collection of load data

- Collection of system data like Master Plan & Block

Load Study reports, digitized key & detail maps,
SLD of 33/11kV network, grid & PBS substation
data, etc.

NRECA International Limited

4
Description of Planning Study Process
 Analysis of existing system with existing load:
Step-2: Perform load flow study

- Develop WindMil model for existing network with

existing load

- Run load flow study and note 33kV feeder-wise

problems (low voltage, heavily loaded lines, high
losses, etc.)

NRECA International Limited

5
Description of Planning Study Process
 Analysis of existing system:
Identification of Problem Areas: Things to look for

- Voltage drop >5% or 11.5 Volt (@230V base)

- Conductor sections loaded to > 50% capacity
- KW losses >2% in individual feeders
- Power factor below 95% lagging

NRECA International Limited

6
Description of Planning Study Process

 Develop base case:

- Add committed grid subs ie. those that have been

authorized and financed and are under
construction

- Incorporate 33kV lines necessary to interconnect.

Note that these lines would be eligible for financing
by WB.

7
Description of Planning Study Process

 Develop projected loading:

- Determine load growth rates for future years

- Block load study for 5, 10 & 15 year future load,

allocate future load to existing & proposed 33/11kV
substations, locate proposed 33/11kV

NRECA International Limited

8
Description of Planning Study Process

 Develop two major philosophical alternatives:

-Plan 1 relying on existing or potential large grid subs of

conventional design and construction/extension/upgrade

of 33kV feeders to serve 33/11 substations

-Plan 2 relying on development of small grid subs and

construction of more limited amounts of 33kV line.

NRECA International Limited

9
Description of Planning Study Process

 Analysis of base case system with projected loads

for each Plan:

- Develop WindMil model for existing network with

proposed load (2018). Plot future 33/11kV substations
as proposed in 2018 Block Load study also in this
WM model

- Run load flow study and note 33kV feeder-wise

problems (low voltage, heavily loaded lines, high
losses, etc.)
NRECA International Limited
10
Description of Planning Study Process

Determine possible solutions to problems found

by:

- Load transfer
- Add capacitor
- Add regulator
- Upgrade overloaded line sections
- Build out new feeders
- Resolve voltage problems with new small grid subs
(Plan 2)
- Resolve grid sub overloads by establishing new
large grid subs (Plan 1)
NRECA International Limited
11
Description of Planning Study Process

 Financial analysis of alternatives:

- Need unit cost data for estimating cost of each

solution

-Evaluate annual cost of capital and losses for each

alternative

- Explore alternative solutions, keep a note of

corresponding improvement in voltage/loss for
economic analysis
NRECA International Limited
12
Description of Planning Study Process
Financial analysis of alternatives-Present Worth
Analysis

-Total Annual Cost= Annual Capital Cost+ Annual Loss

Cost

-Present Worth Cost of Alternative = Amount of money

to deposit in “bank” now so as to be able to pay total
annual costs when needed

Present Worth Cost=  [(Total Annual Costn)/(1+i)n ]

from n=1 to n=N, where N= number of years in study
and i= discount rate expressed as a decimal (0.12)

13
Description of Planning Study Process
 Use economics and reliability to determine best
solutions:

- Use economic analysis of different options to show

cost effectiveness

- Consider system reliability in addition to economy for

recommending best solution

NRECA International Limited

14
Description of Planning Study Process
Prioritize projects on performance, economics and
reliability:
- Recommend relative priority of execution of projects,
system improvement projects add to reliability at a
lower cost and can be executed relatively quickly

- But in the long run new construction is necessary to

cater growing load although it needs higher
investment and longer time for execution

NRECA International Limited

15
Description of Planning Study Process

 Develop a work plan with estimated cost and time

of execution:

- List of projects with estimated costs in recommended

sequence of execution

- This list will have two sections, projects

recommended for execution (a) by 2013 and (b) by
2018

NRECA International Limited

16
Description of Planning Study Process

 Compile a report of the study:

- Compile findings, analysis and recommendations of

the planning study into a report in a given format for
presentation to REB

- Include map and SLD of the proposed network (with

2018 load) in the report
