Basic Concepts of Aspiration
Education system

 The success of the teaching and learning process in shaping the


future of students will be able to help the economic development
and also development and success of a country.

 To produce world-class human capital that can not only be a


contributor to the development of the country, but can compete
internationally and be able to solve problems in any situation.

 In realizing this desire, it is important that an aspiration of the


education system is clearly realized

The Importance of Aspirations
Education system

 Provide quality knowledge and skills for all

 A trigger for creativity and innovation to equip the younger


generation to drive the country's economic growth

 Develop quality human capital

 Improving the quality of life and contributing to the development of


the country

 Appreciation of values ​and sharing of aspirations

 The basis of the formation of a united nation -state.

 In order to realize the importance of the aspirations of the education


system, the Malaysian Education Development Plan (2013 -
2025) has been developed

 PPPM focuses on how to develop and continue to grow, as well as


continuously improve the education system.

 3 Malaysian Education Development Plan Objectives:

 1) Understanding the current performance and challenges of the


Malaysian education system focusing on improving access to
education, raising standards (quality), bridging achievement gaps
(equity), promoting unity among students and maximizing the
effectiveness of the system

 2) Establish a clear vision and aspirations for the education system


and every student for the next 13 years until 2025

• 3) Outline a comprehensive transformation program for the


education system, including major changes in the Malaysian
Ministry of Education, that will enable the system to meet new
demands and growing expectations as well as support the
transformation of the public service

• The aspiration to succeed in the transformation of the


education system consists of two aspects, namely SYSTEM
ASPIRATIONS and STUDENT ASPIRATIONS

 1. Access to Success

 Every child in Malaysia, regardless of economic status, ethnicity or


background has the right to equal access to quality education to
enable them to reach their potential in line with the principles of
democratization in education.

 In line with the principle of democratization of education - every


individual is given equal opportunity to get an education and the
right to choose the type of school to study regardless of economic
status, social, privilege, gender, race, religion or background.

• It is the responsibility of all parties to ensure universal access


and enrollment from preschool (Pra sekolah/tadika) to upper
secondary school level (Form 5), whether through academic or
technical and vocational pathways equivalent.

• The supply of education and useful skills acquired in schools


can help them to face an increasingly challenging future, as
well as lift them and their families out of the shackles of
hardcore poverty.

• Programs and initiatives that develop non-academic components


are implemented in the classroom and through various sports and
co -curricular activities after school hours.

• All students are ensured to meet the minimum standards accepted,


which is to pass the core subjects of Bahasa Malaysia, English,
Mathematics, Science, History, and Islamic Education or Moral
Education at the end of Form 5.

• The focus is not only on the importance of acquiring knowledge, but


also the development of high-level thinking skills.

 2. International Standard Quality

 The Malaysian education system needs to provide better


performance improvement in line with international standards

 These improvements include standards for areas such as


Mathematics, Science and English, as well as high-level thinking
skills such as applications, reasoning, and problem solving.

 Malaysia's aspiration is to be among the top third countries in terms


of performance based on international assessments such as TIMSS
and PISA within 15 years.

• TIMSS is an international assessment for Mathematics and


Science subjects worldwide to measure student performance in
Grade 4 (equivalent to Year 4) and Grade 8 (equivalent to Form
2) which covers two aspects, namely content knowledge and
cognitive skills.

• PISA is an internationally recognized assessment that aims to


assess the proficiency of 15 -year -old students in Reading,
Mathematics and Science with a focus on the ability of students
to apply knowledge in real life.

• Students also need leadership traits to compete globally.

 3. Equity For All Students

 The Malaysian education system aims to bridge the socio-economic


gap, between urban and rural areas, and gender in student
achievement

 The success of bridging this gap will make Malaysia one of the
countries with a more equitable education system in the world

 The education system will actively support social mobility by


providing additional support to the less fortunate, and thus ensure
that the socio -economic background of the student is no longer a
determinant of his or her life success.

• The education system will also provide access to attractive


alternative pathways, such as vocational education to provide
opportunities for students with diverse interests and abilities to
develop their talents.

• Students will have more opportunities to learn at a self-paced


and pursue their interests in academic, vocational and technical
streams

• Various supports and programs are provided for students with


special needs, indigenous groups and other minorities, as well
as intelligent and talented students, to enable them to reach their
full potential.

 4. Fostering Unity Among Students

 Since independence, Malaysia's main aspiration as a unique nation


rich in diversity has been to foster national unity.

 Through interaction with individuals from various socio-economic,


religious and ethnic backgrounds students learn to understand,
accept and appreciate diversity

 Sharing values ​and experiences can form a common national


identity and national unity

 5. High Efficiency Implementation

 The resources and support provided to the school play an important


role in determining the level of school performance

 The system’s ability to distribute, use, and manage allocations is


crucial to supporting schools achieve the expected levels of
performance

 Its implementation will be carried out more responsibly and will


emphasize the use of the allocated budget more efficiently and
effectively to maximize student outcomes.

 1. Knowledge

 every student needs to have full literacy and numeracy abilities to


equip them with basic life skills, as well as to function effectively in
society

 students need to master core subjects such as Bahasa Malaysia,


English, Mathematics, Science, and History.

 Emphasis on student -centered teaching and differentiated teaching,


while also placing more emphasis on problem solving, project -based
assignments, refining subjects or themes, and implementing
formative assessment.

• The education system also strives to improve the quality of


Science, Technology, Engineering, and Mathematics (STEM)
education.

• Career and academic counseling services are included in the


high school timetable to help students make informed choices
about various educational pathways.

• By 2016, high-level thinking questions will cover at least 40% of


the questions in the UPSR and at least 50% of the questions in
the SPM

 2. Thinking Skills

 Every student needs to master various important cognitive skills


such as Creative and Innovative thinking, namely the ability to
innovate, generate new possibilities, and create new ideas or
knowledge is essential if they want to compete globally.

 Problem -solving and reasoning skills that are the ability to predict
problems and approach issues critically, logically, inductively, and
deductively to find solutions, and ultimately make important decisions
to face challenges in a borderless world must be inculcated in each
student.

 3. Leadership skills

 Each student needs to reach their full potential through involvement


as a leader, as well as working in groups

 Four elements of leadership:


 - entrepreneurial elements
 - Resilient
 - emotional intelligence
 - communication skills

 4. Bilingual Skills

 Every child in Malaysia is given the opportunity to master Bahasa


Melayu as the national language, and English as a second language
and the language of international communication in a bilingual
education system.

 Pupils from all ethnic groups are encouraged to learn at least three
languages ​(Bahasa Melayu, English, other languages ​such as
Mandarin, Tamil, and Arabic, as well as other mother tongues such
as Iban and Kadazan Dusun

 5. Ethics and Spirituality

 Spirituality: have a strong religious belief and practice it as the basis


of life, as well as uphold high moral standards

 Integrity: having the courage, discipline, and passion to do the right


thing

 Civic responsibility: acting for the good of the country, caring for
others and the environment and having a deep ability to contribute to
society

 6. National Identity

 Every student regardless of ethnicity, creed, socio -economic status


or place must be proud to be a Malaysian.

 Achieving this goal of patriotism requires a sense of belonging


gained by learning to understand differences and tolerance,
accepting and respecting others, and also to live together in the
diversity of Malaysian society.

 It is very important that national identity is nurtured and formed


based on high spiritual and moral values ​because it has a measure
of right and wrong.
