According to the 2013 edition of Measuring


the Information Society by the
International Telecommunication Union,
there are 106.8 cellphones per 100
Filipinos in the year of 2012. With these
numbers, there is no doubt that the
Philippines are one of the countries that
benefits most out of ICT

is a term that was introduced in 2004 and refers to the second


generation of the World Wide Web, the user is able to see a website
differently than others, it also allows user to use web browsers instead of
just using their operating system.

WEB 2.0 The key features of Web 2.0

 Folksonomy- allows user create free classification/ arrangement of


information. This is also known as Social tagging.
 Rich User Experience- content is dynamic and is responsive to user’s output,
rich user experience to users.
 User Participants- the information is often provided by the site owner and the
WEB 3.0 user is always the receiver.
 Long tail- is about focusing on the less popular content; this is services that
are offered on demand rather than on a one-time purchase.
 Software as a service- it involves services that provide new means for
humans to manipulate and create in contrast to web services, the user will
subscribe to a software only when needed rather than purchasing them.
 Mass participations- diverse information sharing through universal web
access.
EMPOWERMENT TECHNOLOGIES
The Semantic Web is a movement led by the Worldwide Web
Consortium (W3C). Meaning of Data on the web can not only
be inferred by people but also discovered by machines without
human intervention. The aim of web 3.0 is to have machines
WEB 3.0 understand the user’s preferences to be able to deliver a web
content specifically targeting the user.

There are several problems of Web 3.0:


 Compatibility. HTML files and current web browsers could not support Web 3.0.
WEB 2.0  Security. The user’s security is also in questions since the machine is saving his or her
preferences.
 Vastness. The World Wide Web already contains billions of web pages.
 Vagueness. Certain words are imprecise. The words “old” and “small” would depend
on the user.
 logic. Since machines use logic, there are certain imitations for a computer to be able
to predict what the user is referring to at given time.
