DECLARATION OF DRUG-CLEARED PROVINCE
I. Parameters for Declaring Drug-Cleared Province

A. 100% of the Municipalities/Cities within the jurisdiction of the


Province were declared as Drug-Cleared or Drug-Free
Municipalities/Cities;
B. The Provincial Anti-Drug Abuse Council (PADAC) is a recipient of the
highest level of ADAC Functionality; and
C. Declaration of Provincial Jail under the Provincial Government as
Drug-Cleared based on DDB Regulation No. 2, series of 2020:
“Guidelines in the Nationwide Implementation of Drug Clearing
Program in Controlled Facilities for Persons Deprived of Liberty”.

A. Municipalities/Cities Declared as
Drug-Cleared and/ or Drug-Free

 The PADAC applicant for Drug-Cleared


status will qualify if 100% of its
Municipalities/Cities are declared as
Drug-Cleared and/or Drug-Free.

C. Declaration of Provincial Jail Under the
Provincial Government as Drug-Cleared
or Drug-Free Controlled Facility
 In order for the Province to be declared as
Drug-Cleared, its Provincial Jail must have
been declared as Drug-Cleared or Drug-Free
controlled facility for persons deprived of
liberty (PDLs) pursuant to the parameters set
forth under DDB Regulation No. 2, Series of
2020.

The ROCBDC convenes to deliberate the


application of PADAC for a Drug-Cleared
Status.

PADAC applicant with complete


documentary requirements and have
successfully satisfied the ROCBDC, its
Province shall be declared Drug-Cleared.
III. Documentary Requirements for PADAC
Application Folder
Application folder shall contain the following:
TAB Documentary Attachments
Application Letter from Chairman, PADAC
A
addressed to Chairperson, ROCBDC/RD, PDEA
Summary of Validated Drug-Cleared or Drug-
B
Free Barangay/Municipality/City issued by PDEA
Proof of recent award for attaining high level
C
ADAC Functionality
Resolution and Certificate of Declaration of
D Provincial Jails under the Provincial Government
as Drug-Cleared or Drug-Free Facility
DECLARATION OF DRUG-CLEARED PROVINCE
IV. Revocation of Drug-Cleared Status
The Drug-Cleared status of the concerned province shall be revoked due to any of
the following grounds:
1. Any of its barangay reverted to drug affected status and failed to re-acquire its
drug-cleared status within the reglementary period of one (1) year;
2. Failure of PADAC to maintain its high level of ADAC functionality in the next
ADAC audit; and
3. The Drug-Cleared or Drug-Free status of its Provincial Jail has been revoked.

Once the Drug-Cleared status of the Province is revoked, it shall again undergo
the application process in accordance with DDB Board Regulation No. 4, Series
of 2021.
