ACTIVITY DESIGN
Rationale
The 1987 Constitution of the Republic of the Philippines, particularly Article II, Section
5, declares, as one of the State’s Principles, that the maintenance of peace and order, the
protection of life, liberty, and property, and promotion of the general welfare are essential
for the enjoyment by all the people of the blessings of democracy.
In the same manner, Section 16 of Republic Act 7160 also promotes the general of its
constituents including the improvement of public morals, maintenance of peace and order,
and preservation of the comfort and convenience of its inhabitants.
Relative to these mandates, all barangays are directed to create in their jurisdiction
special local bodies to look into matters concerning peace and order. The Barangay Peace
Committee was organized by virtue of Executive Order No. 366 dated September 5, 1996
and to ensure that these BPOCs are organized and functional, the DILG issued DILG MC No.
2008-01 dated June 17, 2008 entitled: Reorganization and Guidelines in Monitoring the
Functionality of barangay Peace and Order Committee. This was further updated by DILG
Memorandum Circular No. 2020-047.
The threat posed by the abuse of illegal drugs also became a primary concern of
LGUs. In response to this challenge, all barangays were directed to organize their respective
Barangay Anti-Drug Abuse Councils (BADAC). Anti Drug Abuse Councils have a critical role in
the coordination and proper monitoring of drug-related incidents.
Considering the many peace challengers confronting the LGU, including drug use and
abuse; there is a constant need for barangays to maintain its peace and order and to provide
intervention to these issues. As such, the continuous assessment and monitoring of these
committees are necessary to check on the performances of the barangays, commend their
efforts, and identify areas needing improvement.

Objectives
By the end of this activity, the participants shall be able to:
1) Discuss the guidelines on BADAC and BPOC Functionality Audit;
2) Accomplish the Data Capture Forms for BADAC and BPOC Functionality Audit;
3) Compile all means of verification for the Audit;
4) Prepare all requirements for the application for the drug clearing status;
5) Assess documents prepared by all barangays;
6) Identify issues and challenges;
7) Set agreements for final checking and dry run of validation for drug clearing.
Methodology
The activity shall utilize the conduct of lectures and discussions by the DILG, PDEA and PNP.
Afterwards, documentary assessment shall be conducted by the DILG, the PNP and the PDEA
to assess level of completeness of documentary requirements of all barangays.
Participants/Beneficiaries
For the Barangay Drug Clearing Program, participants shall include all 30 barangays, their
BADACs and other concerned personnel including the DILG, PNP, PDEA and Municipal Anti-
Drug Abuse Councils.
Participants of the second component of the program include ALL PWUDs who surrendered
and were identified by the barangays as recipients of the BRAD CRN.
Ultimately, the whole community of Malita will benefit from this program.

Expected Output
This project and its series of activities shall be monitored by the Municipal Anti-Drug Abuse
Council particularly the member of its technical working group including the DILG field office
and the MLGOO as the secretariat of the MPOC and MADAC, the PDEA, the PNP, MADAC
focal of the Municipality and other stakeholders.
