In providing contemporary and world leading justice services to the UAE, paramount in the Sinyar
approach must be operating a system that is safe for all Staff, Prisoners, Juveniles, Detainees Visitors,
and the broader community.
Equally, there will be no compromise on the security of the facilities in any aspect of operational
delivery proposal in line with the existing and future design progression.
A critical aspect of the design presented at this stage is the capacity to enable and ensure the proposed
high standards for safety and security are able to be fully met in the initial takeover of Police
facilities.
We believe that, for prisoners, juveniles and detainees in Abu Dhabi, we can support the use of a period of incarceration
as an ideal opportunity to positively influence and change behaviour. This Operating Philosophy will underpin the
delivery of all services in Abu Dhabi by ensuring the observance of the Standard Minimum Rules for the treatment of
prisoners (SMR) in punitive and correctional institutions nationwide.
Individuals within our custody will receive their full rights in regard to rehabilitation, medical care, nutrition,
communicating with their families and access to their legal representatives. This framework of decency and safety
will underpin our model of rehabilitation.
Our firm belief is that prison should be a place where people are provided the support and structure they require to
address and subsequently reduce their reoffending. This in turn provides government and communities with confidence
in their correctional systems.

Central to our Responsible Prisoner and Pathway Models is the Structured and Purposeful
Day. We believe that prisoners achieve the best rehabilitative outcomes when their time in
custody is used positively and productively. Our approach focuses on engaging prisoners in
purposeful activities during their time in custody, helping them to develop the skills and
behaviours they require upon release, contributing to improved reintegration outcomes.
The provision of a 10 hours out of cell Purposeful Day engages the Prisoner and encourages his
interaction with staff. This is a central element of our approach, and an absolute pre-requisite if
the Prisoner is to demonstrate his responsibility. Our opportunities are sufficiently diverse to
enable him to be engaged, stimulated, to offer support to assist him to address his offending
behaviour, and prepare for a return to the community as a law-abiding member of society.

Prison Security
We recognise and accept our responsibility as the contract provider to hold on behalf of the

Strategy.
Sinyar believes that an effective prison operator must be informed by recent local and global

years, Sinyar has invested significant resources in trialling evidence-based interventions for

These have ranged from testing animal-assisted therapy in a Queensland prison, to the design
and implementation of a vulnerability prediction tool to combat self-harm in the United
Kingdom.
Further, a commercially sustainable approach to research has been established through the
global think-tank, Serco Institute, and its charitable arm, Serco Foundation. They ensure pilot
initiatives run by our Justice contracts are evaluated, and if proven to positively impact the
