1.0       Problem Rationale                                                                          


            Introduction   

When prisoners are released, they faced an environment that is challenging and actively
deters them from becoming productive members of society. Data shows that for the month of
May 2021 in Caraga Region, out of 144 committed, 72 of which were released. These released
persons have served different years in cells. Prisoner reintegration may be viewed as a crisis
situation that may lead to a period of instability within the family or community.

Prisoner reintegration is a complex process of transitioning from being incarcerated


back into society, which involves re-adjusting and reconnecting to families, communities, work,
and civic life (Rosenthal & Wolf, 2004; Sampson & Laub, 2003). Previous studies showed the
manifold challenges ex-offenders face in their transition from prison to society such as social
stigma and low family bonds (Arditti & Few, 2008; Opsal & Foley, 2013). To buffer the risk of
recidivism, findings showed that ex-offenders felt a higher chance of desistence and ease of
reintegration due to abstinence of drug use, availability of employment, strong family support
and circle of friends, personal motivation to change, and old age (Davis, Bahr, & Ward, 2012). In
this process of transition, scholars posited that the family is an important support system in the
post-release adjustment of ex-offenders (Berg & Huebner, 2011; Visher, 2013).

Moreover, some research highlighted that public participation and cooperation are
required in the reintegration of the offenders and resocialization of ex-offenders. It is important
to note that many ex-offenders in the Philippines do not have much access to employment
opportunities due to the lack of support from the government and the aftercare services. Public
participation and cooperation in the reintegration of the ex-offenders are much needed in the
Philippines.

This study concentrated on how previously incarcerated persons cope up with the
challenges they faced, primarily focusing on their experiences after they are released. This
would contribute in gaining information and concepts which will be essential in providing
individualized interventions in order to address the issue for the benefit of the community
these individuals are part of.

                                                                                     
            Statement of the Problem   

The social stigma that a former jail inmate often experience after their release can be
more punishing than incarceration itself. Prisoner reintegration is a complex process of
transitioning. In transitioning, however, they may feel financially and socially vulnerable due to
the many changes that occurred while they were incarcerated. This research particularly sought
to answer the following questions:

1. What are the challenges faced by previously incarcerated individuals from


successfully reintegrating into their communities?

2. In what manner do they cope up with these challenges?

3. What can the Local Government of Surigao City do to help former inmates?

                               
            Objectives       

This study would be beneficial to released prisoner’s because this would provide deeper analysis

and understanding on the challenges each of them would face in reintegration with the community. This

would also help the local government find ways in order to help these individuals cope up and rebuild

their selves in the course of going back as part of the general community for the reduction of recidivism.

Also, the identification of the importance of family members in supporting previously incarcerated

family member to becoming productive member of society.

2.0       The Research Literature

This chapter presents the related literature and studies after the thorough and in-depth search

done. The materials cited in this chapter is significant as it assists the researcher to get extensive
knowledge about the topic. Literature and studies include the preferences of facts, information

collected and examined by the researcher to assist the study in serving as a guide and database to

create and acquire new knowledge relevant to the present time.

This chapter discusses the research design, research instrument, data gathering method,

            3.1  Research Design     

This study will employ qualitative-descriptive method of research. Descriptive is defined as

critical process of observing, describing, analyzing and documenting quantifiable information. This

method can also be a mixed research, in which quantitative and qualitative methods, techniques, or

other paradigm characteristics are mixed in one overall study. Qualitative is defined as multi-method in

focus, involving an interpretative, naturalistic approach to its subject matter.
