the Assembly is too unwieldy a body to examine the working of
the government in

Ministerial Responsibility
The most potent hnction of the Legislature is, to enforce the
ministerial
responsibility. In a Parliamentary form of government, the
political executive is a
part of the Legislature and is responsible to it all the time. The
government can be
thrown out at any time by a vote of no-confidence or even on
being rejected on its
budget or any of the substantive legislative measures. As the
political executive is
always responsible to the legislature, the administrators become
indirectly
responsible to it through the ministers.
In spite of these controls, it is often felt that the administration
is not responsive
