COMPETENCE

To be competent is to have the skill or ability to perform a task or function.


The competencies are defined at three levels of attainment and each APC chapter has its own specific
combination of competencies that you must achieve at the appropriate level. You must reach the required level
in a logical progression and in successive stages:
 Level 1 – Knowledge and understanding
 Level 2 – Application of knowledge and understanding
 Level 3 – Reasoned advice and depth of technical knowledge
CATEGORIES OF COMPETENCIES

 Mandatory competencies – the personal, interpersonal, professional practice and business


competencies common to all chapters and compulsory for all candidates.
 Core competencies – the primary competencies of your chosen APC Chapter.
 Optional competencies – a set of competencies selected by the candidate from a list
defined for the particular chapter. In most cases there is an element of choice. These are
mostly technical competencies, but certain mandatory competencies also appear on the
optional competency list and candidates are permitted to select one of these to a higher
level.
LEVEL 1: KNOWLEDGE AND UNDERSTANDING

 Surveying Principles and Techniques: Candidates should have a solid grasp of the fundamental
principles and techniques used in surveying. This includes an understanding of surveying
methods (e.g., GPS, total station, leveling), coordinate systems, geodetic datums, and
cartographic projections.
 Legal and Regulatory Knowledge: Knowledge of relevant land laws, regulations, and surveying
standards is crucial. This includes understanding land tenure systems, property rights, cadastral
systems, and adherence to local, state, or national surveying and land management regulations.
 Data Analysis and Interpretation: Competence in processing, analyzing, and interpreting
survey data to generate accurate and meaningful results. This may involve data quality control,
statistical analysis, and creating maps and reports.
 Surveying Specializations: Depending on their area of expertise, candidates may be expected to
demonstrate knowledge of specific surveying specializations like land surveying, cadastral
surveying, geodetic surveying, construction surveying, hydrographic surveying, or others.
LEVEL 1: KNOWLEDGE AND UNDERSTANDING CONTINUED

 Ethical and Professional Standards: An understanding of the ethical guidelines and professional
standards set by the relevant surveying institution or organization, as well as a commitment to
upholding these standards.
 Safety and Risk Management: Understanding of safety protocols and risk management in surveying,
particularly in potentially hazardous environments or situations.
LEVEL 2: APPLICATION OF KNOWLEDGE AND UNDERSTANDING

This assessment includes;


 Survey Design and Planning: The candidate's ability to design and plan surveys, considering
project objectives, methodologies, and resource allocation.
 Fieldwork and Data Collection: Proficiency in conducting field surveys, including the correct use
of surveying equipment, data collection techniques, and ensuring data accuracy and precision.
 Data Processing and Analysis: Competence in processing and analyzing survey data, including
data quality control, data management, and the application of relevant software and tools for data
interpretation.
 Problem-Solving Skills: The candidate's capacity to identify and address challenges and
unexpected issues that may arise during surveying activities.
LEVEL 2: APPLICATION OF KNOWLEDGE AND
UNDERSTANDING CONTINUED
 Quality Assurance and Control: The candidate's knowledge of quality control measures to maintain
the accuracy and reliability of survey data.
 Project Management: For candidates in leadership roles, the application of project management skills
in overseeing surveying projects, including timeline adherence, budget management, and resource
allocation.
 Client and Stakeholder Engagement: Effective communication and collaboration with clients,
government agencies, and other stakeholders to understand their needs and provide satisfactory
solutions.
 Environmental and Ethical Considerations: Demonstrated commitment to considering
environmental and ethical factors in surveying projects, such as adhering to environmental regulations
and ethical guidelines.
LEVEL 3: REASONED ADVICE AND DEPTH OF TECHNICAL KNOWLEDGE

This assessment encompasses;


 Problem-Solving Proficiency: The candidate's ability to analyze complex surveying problems,
identify solutions, and make informed decisions.
 Critical Thinking Skills: The capacity to evaluate data, information, and survey results critically
to draw valid conclusions.
 Technical Knowledge Depth: An in-depth understanding of surveying principles,
methodologies, and advanced techniques within their specific field of expertise.
 Data Interpretation: The ability to interpret survey data accurately and draw meaningful insights
from it, demonstrating a high level of technical competence.
 Advanced Technologies: Familiarity with and the ability to apply advanced surveying
technologies and equipment, such as LiDAR, remote sensing, and advanced geodetic tools.
