DSWD YOUTH PROGRAM

DSWD is one of the national government agencies mandated to care protect the children /` youth particularly the poor and the disadvantaged.
Legal Bases:

United Nations Convention on the Rights of the Child. 1987 Philippine Constitution recognizes the vital role of the youth in national building Presidential Decree No. 603-Child and Youth Welfare Code ( 1974) which provides for the total promotion of the well children and youth

Republic Act No. 8044 Youth in Nation Building Act (1995) further strengthen governments commitments to promote the welfare and development of out of school youth (OSY). Executive Order No. 15 (1998) Redirecting the functions and operations of the DSWD. Consistent with the provision of the Administrative Code 1987 and the Republic Act 7160 otherwise know as the local Government Code, the DSWD is hereby mandated to provide assistance to local government units, non-government organizations, other national government agencies, peoples organization and member of the civil society in effectively implementing programs, projects and services that will alleviate poverty and empower the disadvantaged individuals, families and communities for an improved quality of life.

Definition of Term
Who is a child?

Under the CRC and Under Philippine law, every person below 18 years old is a child

A CHILD refers to a person below eighteen (18) years of age or one who said age & who, upon evaluation of a qualified physician Psychologist a Psychologist is fund to be incapable of taking care of herself fully because of a physical or mental disability or condition or of protecting himself form abuse. Out of School Youth (OYS) one who is 15 to 24 years old, who is not enrolled in any formal or vocational school, not employed, and not a tertiary level graduate.

Children with Special Needs - refers to those between 0 to 18 years old who are marginalized by existing social forces, whereby needing special care, attention and protection. This covers the following categories.

Children in indigenous Cultural Communities those who have retained a strong sense of cultural heritage and special relationship to the land. They are deprived of rights and privileges accorded to other youths due cultural difference

Children with Disabilities

children with functional limitations or impairments who are disadvantaged by the restrictions in the organization and attitude of society thereby preventing their access to resources and fully participation in society. Children in Situation of Armed Conflict Children/ youth who are victims of conflicts caused by political reason.

who experience the effects of naturally occurring disturbances and thereby experienced economic and physical dislocation as direct result of such calamities. those who are more than 15 years old but under 18 years of age at the time of the commission of an offense. those below 18 years old who committed a civil or criminal misdemeanor punishable under the Penal Code, buy whose cases (unlike that of the youth offender) are not fired in court.

Unlad Kabataan Program geared towards the total development of the disadvantaged youth ( age 15 to 24) in terms of his/her spiritual, economic, physical, psychological, cultural and social development. The delivery of this program is premised on a strong DSWD-Local Government partnership.

PYA is organized in every barangay with high incidence of out-of-school and other disadvantaged sector The PYAs are federated at the barangay, city/municipal, regional and at the national level to promote networking at various levels
