Locomotor Disability or Cerebral Palsy (OC) Persons who have a minimum of 40% of physical defect or deformity which causesan interference with the normal functioning ofthe bones, muscles and joints. 2. Hearing Impairment (HI)Those in whom the sense of hearing isnon-functional for ordinary purposes of life, i.e., those who do not hear, understand sounds at all, even with amplified speech. rejected. 3.3 Economically backward classes means the candidates whose annual family income is less than Rs.50, 000/-. Such candidates have to submit Income Certificate in the format at annexure8 on the letter head of the issuing authority and enclose with the application. 3.4 PERSONS WITH DISABILITES (PWD) Definitions of Disabilities: (a) Blindness: Blindness refers to a condition where a person suffers from any of the following conditions, namely: (i) total absence of sight; or (ii) visual acuity not exceeding 6/60 or 20/200 (snellen) in the better eye with correcting lenses; or (iii) limitation of the field of vision subtending an angle of 20 degree or worse. (b) Low vision: Person with low vision means a person with impairment of visual functioning even after treatment or standard refractive correction but who uses or is potentially capable of using vision for the planning or execution of a task with appropriate assistive device. (c) Hearing Impairment: Hearing Impairment means loss of sixty decibels or more in the better ear in the conversational range of frequencies. (d) (i) Locomotor disability: Locomotor disability means disability of the bones, joints or muscles leading to substantial restriction of the movement of the limbs or any form of cerebral palsy. (ii) Cerebral Palsy: Cerebral Palsy means a group of non-progressive conditions of a person characterized by abnormal motor control posture resulting from brain insult or injuries occurring in the pre-natal or infant period of development. (iii) All the cases of orthopaedically handicapped persons would be covered under the category of locomotor disability or cerebral palsy. (e) DEGREE OF DISABILITY FOR RESERVATION: Only such persons would be eligible for reservation in posts who suffer from not less than 40 per cent of relevant disability. A person who wants to avail the benefit of reservation would have to submit a Disability Certificate issued by a competent authority in the format given in Annexure- 5. (f) COMPETENT AUTHORITY TO ISSUE A DISABILITY CERTIFICATE: The competent authority to issue a Disability Certificate shall be a medical Board duly constituted by Central or State Government consisting of at least three members out of which at least one shall be a specialist in the particular field for assessing locomotor/cerebral/visual/hearing disability, as the case may be. (g) Visually Handicapped candidates / those candidates whose writing speed is affected by cerebral palsy can avail the assistance of scribe for writing answers on their behalf. For engaging the scribe the candidate will have to suitably inform the Railway Recruitment Cell in advance as per annexure6. The engagement of scribe will be subject to the following conditions:- (i) The candidates will have to arrange their own scribes at their own cost during examination. Separate admit cards will be issued to the scribes accompanying the visually handicapped candidates. Admit card should contain the particulars and photograph of the scribe duly signed by him/her. (ii) The academic qualification of the scribe should be one grade below the qualification prescribed for the post for which recruitment is made (iii) The scribe can be from any academic discipline different from that of the candidate. (iv) The candidates as well as the scribe will have to give a suitable undertaking (annexure-6) along with the application confirming that scribe fulfills all the stipulated eligibility criteria for a scribe as mentioned above. Educational Qualification must be from Recognized Institutions/Boards, otherwise candidature will be cancelled. 2.2 AGE LIMIT: 2.2.1 The normal age (in completed years) for the recruitment is 18-33 years reckoned as on 01.01.2013. 2.2.2 The upper age is relaxable for the following specified categories to the extent indicated below. i) By 5 years for candidates belonging to SC/ST communities. ii) By 3 years for candidates belonging to OBC communities. iii) By 5 years to candidates who have originally been domiciled in the State of Jammu & Kashmir during the period from 01.01.1980 to 31.12.1989. iv) For Persons with Disabilities(PWD) 10 years for UR, 13 years for OBC and 15 years for SC/ST candidates. v) For the serving Railway Staff (Casual Laborers and Substitutes) the upper age limits will be up to 40 years for Unreserved candidates, 45 years for SC/ST candidates and 43 years for OBC candidates, provided they have put in a minimum of 3 years service (continuous or in broken spells). vi) In case of staff of Quasi Administrative Offices of Railway Organisation such as Railway Canteens, Railway Institutes and Railway Co-operative Societies who have put in 3 years service, relaxation of age will be given to the extent of service rendered by them subject to a maximum of 05 years and upper age limit of 35 years. vii) Upper age limit in case of widows, divorced women and women judicially separated from her husband but not remarried shall be relaxed up to 35 years for Unreserved, 38 years for OBC and 40 years for SC/ST candidates. viii) The upper age limit in case of course completed Act Apprentices applying for those posts whose minimum qualification is Course completed Act apprenticeship shall be relaxed to the extent of apprentice training undergone by them under the Apprenticeship Act 1961. 2.2.3 PROOF OF AGE:(a) Matric Certificate issued by Board or (b) School Leaving Certificate counter signed by Inspector of Schools /Headmaster/District Education Officer. 3. APPLICATION FEE: i. Rs.40/- (forty only) payable in a form of crossed Indian Postal Order only, drawn in favour of Assistant Personnel Officer(RRC), Railway Recruitment Cell, E.C.Railway, payable at Patna Remittance of examination fee in any other form will not be accepted and application shall be summarily rejected solely on this ground. Indian Postal Order (s) should not have been issued earlier to the date of issue of this notification. ii. Candidates should write their name and address on the place provided on the Indian postal order (IPOs). MODE OF SELECTION: 9.1 Written Test followed by Physical Efficiency Test (PET) of candidates found successful in written Test, Document Verification and Medical Examination. There will not be any Viva-voce. Entire proceeding of PET shall be video graphed. 9.2 Candidates who fulfill the eligibility conditions will be called for a Written Test. A separate call letter indicating date, time and venue will be sent to all the eligible candidates. 9.3 Written Examination: Written Examination consists of objective type multiple choice ( 4 options) question paper based on 10th class standard to assess the general knowledge/awareness/mathematics /reasoning etc. 9.4 The question paper will be printed in Hindi, English, Urdu and Maithili. 9.5 Negative Marking: There will be negative marking for marking wrong answers. 1/3 mark will be deducted for each wrong answer. 9.6 Physical Efficiency Test (PET): Passing the Physical Efficiency Test (PET) is mandatory and the same will be qualifying in nature. The criterion for the PET is as under:- For male candidates: Should be able to run for a distance of 1500 meters in six minutes in one chance. For female candidates: Should be able to run for a distance of 400 meters in three minutes in one chance. 9.7 Only those candidates who qualify in the Written Test will be called for the Physical Efficiency Test (PET). The number of candidates to be called for PET will be three times the number of vacancies or as per the extant rules. The candidates will be called for PET in order of merit in the written examination. A separate call letter indicating date, time & venue will be sent to the qualified candidates to appear at the Physical Efficiency Test (PET). 9.8 The candidates will be called for the verification of the original certificates based on the merit of the written examination. 9.9 RRC/ECR will not be liable /responsible for any loss/injury/damage, whether direct or consequential, suffered/ incurred by any candidate during the selection, including PET. Candidates are advised in their own interest, therefore, to ensure that they are physically and otherwise fit to undertake the selection and observe due care to avoid injury/loss/damage to either themselves or others during the process of selection. 9.10 The persons with disabilities are exempted from appearing for PET. 9.11 The final recruitment panel will be strictly based on merit position obtained in written examination. 10 GENERAL CONDITIONS: 10.1 Candidates before applying should carefully read the instructions and ensure that he/she fulfills all eligibility conditions at the time of submission of applications. 10.2 The number of vacancies shown in this notification are provisional and the same is liable to increase or decrease depending upon the actual needs of the administration. 10.3 Selected candidates are liable to be posted anywhere in East Central Railway. submit a Disability Certificate issued by a competent authority. (f) COMPETENT AUTHORITY TO ISSUE A DISABILITY CERTIFICATE: The competent authority to issue a Disability Certificate shall be a medical Board duly constituted by Central or State Government consisting of at least three members out of which at least one shall be a specialist in the particular field for assessing locomotor/ cerebral/visual/hearing disability, as the case may be. (g) Visually Handicapped candidates / those candidates whose writing speed is affected by cerebral palsy can avail the assistance of scribe for writing answers on their behalf. For engaging the scribe the candidate will have to suitably inform the Railway Recruitment Cell in advance as per Annexure- D. The engagement of scribe will be subject to the following conditions:- (i) The candidates will have to arrange their own scribes at their own cost during examination. Separate admit cards will be issued to the scribes accompanying the visually handicapped candidates. Admit card should contain the particulars and photograph of the scribe duly signed by him/her. (ii) The academic qualification of the scribe should be one grade below the qualification prescribed for the post for which recruitment is made (iii) The scribe can be from any academic discipline different from that of the candidate. He/she should not have secured more than 60% marks in the qualification mentioned at (ii) above. (iv) The candidates as well as the scribe will have to give a suitable undertaking (Annexure-D) along with the application confirming that scribe fulfills all the stipulated eligibility criteria for a scribe as mentioned above. In case it transpires later, that he/she did not fulfill any of the laid down eligibility criteria or there has been suppression of material facts the candidature of the applicant will stand cancelled irrespective of the result of the examination. The visually handicapped shall be responsible for any mis-conduct on the part of the scribe brought by him/her. The under taking should be submitted by the visually handicapped candidates whose writing speed is affected by cerebral palsy along with his/her application. (h) All one eyed candidates and VH candidates whose visual degree of disability is less than 40% shall not be considered as visually handicapped persons and the provision of engaging scribe shall not be applicable to them. (i) All selected candidates will be subjected to medical examination by Railway Medical Authority at the time of appointment and only those confirming to the medical standards as laid down in the Indian Railway Medical Manual and other extant provisions as the case may be will only be eligible for appointment. (j) The persons with Disability should have registered in the Special Employment Information Centre and must produce the current Registration Card valid on 01/01/2012. 3. HOW TO APPLY: 3.1 Candidates should submit the applications in the format annexed as Annexure- 1 to this Notification. 3.2 The application should be on good quality A-4 size bond paper (80 GSM) using one side only. News paper cuttings should not be used as applications. 3.3 Candidates should ensure that application on a single sheet conforming to the above specifications. The candidates can also download the application format from the web site: www.rrccr.com. Candidates using printed application form from any other source should ensure that it conforms to the prescribed format. 3.4 Candidates should fill up the application form in his/her own handwriting either in Hindi or in English with black ball point pen only. 3.5 Photograph: one recent (not earlier than three months from the date of application) colour passport size photograph with clear front view of the candidate without cap and sun glasses should be pasted on the application form in the space provided. One identical extra colour pass port size photograph should be enclosed with the application indicating candidates name on the reverse of the photograph. Candidates may note that RRC may reject at any stage for pasting old/unclear photograph on the application or for any significant variations between photograph pasted on the application and actual physical appearance of the candidate. 3.6 Candidates should tick (*) mark their community in the appropriate box at column No.8 of the application. The candidates with Physical Disabilities shall tick (.) mark in column No. 10 of the application form. 3.7 The candidate should fill the column No.4 of the application form in English only indicating his address with PIN code, even though application is in Hindi. The candidates belonging to SC/ST communities should fill the nearest Railway Station (column no. 3) for the purpose of issuing free Railway Pass. 3.8 Candidates belonging to SC/ST communities should produce a community certificate in the format given in Annexure -A of this Notification. 3.9 Candidates belonging to OBC community should produce a non-creamy layer certificate for 2011-12 or current in the format given in Annexure -B of this notification. 3.10 Candidates who have already been debarred for life from appearing in all the examinations conducted by the Railway Recruitment Boards/Railway Recruitment Cells or those who have been debarred for a specified period which is yet to be over are not eligible to apply. 3.11 Candidates should send their applications sufficiently in advance to reach this office on or before the closing date. Railway Recruitment Cell/CR will not be responsible for any postal delay or wrong delivery of applications and no correspondence will be entertained. 3.12 The Candidates should copy the declaration at column No.16 of the application form in his/her own handwriting (Not in CAPTIAL). Similarly Physical Efficiency Test (PET) will also be held during the same period simultaneously by all the Railways. 8.2 The number of vacancies shown is provisional and is liable to increase or decrease. No consequential damage/ loss or refund of fee will be made to the applicant on this account. 8.3 Female candidates are also eligible. 10.2.12 In column no. 13 candidate may indicate his/her choice of posts by preferring the code as given in Para-1 of the Notification upto 05 preferences. 10.2.13 In column no. 14, 15, 16, 19 and 20, specific details as required, may be mentioned. 10.2.14 The question paper for written examination will be in English, Hindi, Urdu and Bengali medium. Candidates to a limited extent, in order of merit, out of those who obtained the prescribed minimum pass marks in Written Examination will be called for Physical Efficiency Test(PET). Those who will qualify in the Physical Efficiency Test (PET) will have to go through the original document verification. Candidates who will found eligible after Physical Efficiency Test (PET) will be called for Medical Examination of relevant standard as shown against each category of post at Page-1 of this notification. There will be no interview. 16.2 Physical Efficiency Test (P.E.T.): The qualifying standard of PET will be as follows: 16.2.1 Male Should be able to run for a distance of 1500 metres in 6 minutes in one chance. 16.2.2 Female Should be able to run for a distance of 400 metres in 3 minutes in one chance. Railway Administration will not be liable/responsible for any loss/ injury/damage, whether direct or consequential, suffered/incurred by any candidate during the selection, including PET. Candidates are advised in their own interest, therefore, to ensure that they are physically and otherwise fit to undertake the selection and observe due care to avoid injury/ damage/loss to either themselves or others during the process of selection. 16.3. The appointment of the candidate will be subject to their being found suitable after antecedent verification and medical fitness as per rules. 16.4. The selection of candidate by RRC-ER does not confer any right to the candidate for appointment. RRC-ER shall not be held responsible for any inadvertent error or mistake. 16.5. RRC-ER at its discretion may hold additional written examination and/or hold reexamination, or, cancel part, or, whole of the written examination and/or PET. 16.6. Date and venue of written examination, Physical Efficiency Test, and document verification will be fixed by RRC-ER and intimated to eligible candidates by post. Request for postponement of the examination and change of centre/venue will not be entertained under any circumstances. Candidates trying to use influence or unfair means on this count would be liable to be disqualified. Note:- Admission to the examination centre is provisional as the applications are fully scrutinized later. In case a candidate does not fulfil the entire requirement prescribed in the Employment Notice, his/her candidature is liable to be rejected even at any stage and or a later stage, when deficiency is noticed. The cases included in the category will be those having hearing loss of more than 60 decibels in the better ear (profound impairment) or total loss of hearing in both ears. (III) Orthopaedically Handicapped (OH) A) Locomotor disability: Locomotor Disability means disability of bones, joints or muscles leading to substantial restriction of the movement of the limbs or any form of cerebral palsy. B) Cerebral Palsy: Cerebral Palsy means abnormal motor control posture resulting from brain insult or injuries occurring in the prenatal, peri-natal or infant period of development. C) All the cases of orthopaedically handicapped persons would be covered under the category of Locomotor disability or Cerebral Palsy. D) It shall also be indicated that persons suffering from not less than 40% of the relevant disability shall alone be eligible. Conditions:- A) Candidates will be subject to usual Medical Examination by Railway Medical Authority prior to their appointment after due selection keeping in view candidates disability. B) Candidates, if selected, may have to undergo training. C) The candidate will have to make their own arrangement while appearing in the written test / verification. SC/ST candidates will be given free general 2nd class train travel authority for appearing at written test and verification of documents. However, all candidates will have to make their own arrangements. 2. Mode of selection:- Written Test followed by verification of documents. The question papers for the written test shall be based on class- X or ITI or equivalent standard consisting of multiple choice, objective type questions aimed to assess General Knowledge / Awareness, Mathematics and Reasoning etc. There will be no question of checking proficiency in languages. Question will be in BENGALI, HINDI, URDU & ENGLISH. There will be no Physical Efficiency Test (PET). All visually handicapped candidates including blind and partially blind persons with disabilities not less than 40% who have applied for the examination can avail the assistance of a SCRIBE to be provided by administration with candidates consent for indicating replies on their behalf. The consent for allowing Scribe for the visually handicapped must reach to RRC at least 15 days before the date of Written Examination failing which Scribe can not be permitted to them. Candidates who are able to read the questions papers and to write or indicate the answer with help of magnifying glass shall be allowed to use the magnifying glass in the Examination Hall. However, such candidates will have to bring their own magnifying glass in the Examination Hall and shall not be provided with SCRIBE. Visually Impaired Candidates whose writing speed is affected by Cerebral Palsy can avail the assistance for SCRIBE for writing answers on their behalf. For this purpose they will have to suitably inform the recruiting agency in advance as per (d) below. In all such cases engagement of Scribes will be subject to the following conditions: (a) The candidates will have to arrange their own SCRIBES at their own cost during the examination. Separate Admit Card for Scribe be issued to the Scribes accompanying the visually handicapped candidates.
