TheWeinlandParkEvaluationsurveywascreatedinresponsetoaneedforcomprehensivebaselinedatathatwouldsetthefoundationfor
trackingchangesintheneighborhoodovertime,andaneedsassessmentofresidentstobeusedtoguideprogramdevelopment.
Ageographicallystratifiedrandomsamplingtechniquewasusedtorecruitparticipants,anda$20Krogergiftcardwasusedasanincentiveto
participate.TheboundariesoftheneighborhoodincludedHighStreetontheWest,theCSXRailroadTracks/GrantontheEast,ChittendenAve
nueontheNorth,andFifthAvenueontheSouth.Samplingwasaccomplishedbyvisitingeverythirdhouseorhousingunitandcontinuingto
recyclethroughpartsoftheneighborhooduntila25%thresholdwasreached.
Thesurveywasconductedinaninterviewformat.Twosurveyors(fromadiverseteamof9)meteachrespondentatalocationoftheirchoice,
typicallytherespondentshome.Theinterviewincluded~150questionsandtook4590minutestocomplete,andcoveredthefollowingtop
ics:1)Demographics,2)HousingandMobility,3)AccesstoBasicNeeds,4)NeighborInteraction,5)PersonalInterestsandCommunityInvolve

wereaskediftheywouldlikeinformationaboutspecificresourcesinthearea.AWeinlandParkresourcelistwascreatedforthispurpose.A
memberoftheevaluationteam,currentlyagraduatestudentofsocialwork,followedupwithresidentsofgreatneed,andhelpedthemover
comeobstaclestoreceivingservices.
Atotalof441WeinlandParkresidentswereinterviewed,asamplerepresenting26%ofWeinlandParkhouseholds.Atotalof217residents
declinedtobeinterviewed.Thenumberofvacanthousingunitswasfoundtototal313(16%).Becausenumbersreportedinresults(notedin
parenthesisthroughoutthereport)representaboutofthetotalhouseholds,percentagesarethemainfocustoaidininterpretingfindings.
Thefollowingpagesincludekeyconclusionsbytopicthathaveresultedfromtheanalysisofthissurveydata.
Demographics
WhencomparedtothecityofColumbus,overall,WeinlandParkspopulationisyounger,with45%ofrespondentsbetween18and30yearsof
age.Thosewhoaremarriedareaminority(only11%),andsinglewomenwithchildrenmakeup17%ofrespondents.Despitethelowratesof
marriage,34%ofhouseholdscontainchildren,with50%ofchildrenundertheageof5.
Agreatmajority(91%)ofWeinlandParkrespondentsarerenters,manyunabletomeetminimumrequirementsneededtoownorrenttoown
ahome(23%ofrespondentsreportedtheydidnotpayrent,andtheaveragemonthlypaymentwas$361).36%ofthepopulationisunem
ployed,andonly18%havefulltimejobs.Stableworkenvironmentsarenotthenorm,with67%ofthosewhoworkreportinginconsistent
workschedules.ManyWeinlandParkresidentsrequirepublicassistance,with49%receivingfoodstampsand30%livinginsection8housing.
Someresidentsareonthebrinkofhomelessness,with9%reportingtheyhavebeenhomelessoverthelastyear,and13%reportingindividuals
stayingwiththemintheirhouseholdforfournightsperweekormoreasaguest.
AfricanAmericansmakeup50%ofrespondents,andaremoreconcentratedintheeasternhalfofWeinlandPark.Disparitiesineducationare
apparent,withAfricanAmericanrespondentsmuchlesslikelytohaveobtainedHighSchoolorhigherdegreeswhencomparedtotheirwhite
counterparts.Thereisalsoasmall,butconcentrated(southwest),LatinopopulationinWeinlandPark(5%)withsignificantlanguage,legal,and
employmentbarriers.
StudentsarealargesubgroupoftheWeinlandParkpopulation,with18%attendingOSU,andanother17%(manynontraditionalstudents)
attendingotherlocalschoolssuchasColumbusStateandFranklinUniversity.
BarrierstoEmploymentandWorkforceDevelopment
Thenumberonebarriertoemploymentreportedbyrespondentsishealth(22%)thisincludeshavingadisability,mentalillness,aninjury,a
pregnancy,orachildwithanillness.Othercommonlymentionedbarriersaretransportationbarriers(nothavingacar/license)(19%),the"bad
economy"(nojobsavailable)(18%),andacriminalhistory(15%).Education(nohighschooldiploma)(10%)andlackofchildcare(7%)arealso
significantbarriers.
30%ofrespondentshaveattendedaworkforcedevelopmentprogram(28%oftheserespondentsatGodmanGuild),most(63%)overthelast3
years.14%ofthosewhohaveattendedsuchaprogramreporthavingafulltimejob,and42%areunemployed.Thecharacteristicsofthose
whohaveattendedprogramsaredifferentfromthoseofthelargerWeinlandParkpopulation.Theyaremorelikelytobefemale(65%),African
American(72%),havechildrenresidingintheirhome(56%),haveahighschooldegreeorless(82%),ortohavebeenhomelessoverthelast
year(12%).

HousingandMobility
67%ofrespondentsreportlivinginWeinlandParkfor5yearsorless,and11%for20yearsormore.While71%ofrespondentsreporttheir
housingisingoodconditionorneedsminorrepairs,only26%wanttoliveinWeinlandParkoverthenext5years,suggestingthatfactorsout
sideofactualhousingconditions(e.g.,poverty,crime)areattributabletohighmobilityrates.Whenaskedmorespecificallyaboutbuyinga
homeinWeinlandPark,responsesaremorepositive,with39%ofrentersreportingtheywouldconsiderbuyinghomeinWeinlandPark,and
49%ofhomeownersreportingtheywouldconsiderbuyingagain.
Surveyresponsesindicatethattherearearound500section8unitsinWeinlandPark,withCPOprojectunitsmakingup343oftheseunits,and
theremaining157beingvoucherbasedunits(possiblymorevulnerabletodisplacementifhousingpricesandrentsincrease).
NeighborhoodIdentificationandEngagement
Mostrespondents(87%)donotidentifyaslivinginWeinlandPark,butcalltheneighborhoodtheyliveinTheShortNorth,TheShort,The
CampusArea,SouthCampus,orTheGateway.Withregardtoresidentinteraction,themostcommoninteractions(36%)withneighbors
aremoresuperficialinnature(e.g.,ahellofromtheporch),whilemoresignificantinteractionsincludesharingmeals,sittingontheporch
together,orhelpinganeighborwitha"problem."Respondentsreportinterestsorvolunteerexperiencesaroundhelpingthoseinneedthrough
providingorcookingmeals,activitieswithchildren,sports,readingorwriting,andmusicordance.
SurveyresponsesindicatedthatKrogers(95%groceryshophere)andtheNorthsideLibrary(51%attendonaregularbasis)mightbeviable
locationsforresidentengagement.One,orevenafew,churchesdonotdominatewithregardtoresidentattendance.Respondentsattend
over150churchesintheColumbusmetropolitanarea.
PublicSafety
Safetyissuesareamajorconcernforrespondents,particularlyintheeveninghours;andwhentravelingintheeasternpartoftheneighbor
hood,nearcornerstores;orwhenpassing/beinghassledbythoseloitering(e.g.,young,rowdypeople).43%ofrespondentsreportthat
theyorsomeoneclosetothemhasbeenaffectedby(wereavictimof,witnessed,oraffectedby)gunviolence.And,amongotherthings,they
reportthattheyorsomeoneclosetothemhasbeenaffectedbyhomeburglaries(42%),automobilebreakins(37%),ordomesticviolence
(33%).Trustofpolicevariesbyraceandage,witholder,whiterespondentsinstillingmoretrustinofficersthanyounger,AfricanAmericanre
spondents.

AccesstoBasicNeeds
MostrespondentsgroceryshopinWeinlandParkorborderingneighborhoods(95%atKrogers,24%atGiantEagle,21%atAldi),butaremore
likelytoleavetheneighborhoodtoshopfornonfooditems(e.g.,toWalmart,Target,orAJWright).
Respondentsreporthighratesofliteracy(99%)andreadinglevels,with81%readingeveryday.Anoverwhelmingmajority(92%)alsoreport
readingtotheirchildrenunder11yearsofage,most(62%)reportreadingtotheirchildeveryday.Libraryaccessishigh,with80%ofrespon
dentsgoingtothelibrary,and45%oftheserespondentsvisitingatleastonceaweek.Respondentsalsoreporthighcomputerliteracyand
access,with85%ofrespondentsknowinghowtouseacomputer,and67%havingahomecomputer.78%oftheserespondentsalsoreport
havinginternetaccessathome.
Health
SurveyresponsesindicatehighlevelsofhealthproblemsamongWeinlandParkresidents.50%ofhouseholdscontainanindividual(s)thathas
beendiagnosedwithoneormoreoftheseconditions:Asthma,Diabetes,HighBloodPressure,HeartDisease,Obesity.Mentalissuesarere
portedoften,with38%ofhouseholdscontaininganindividual(s)thathasbeendiagnosedwithoneormoreoftheseconditions:Depression,
AnxietyDisorder,BipolarDisorder,Schizophrenia.20%ofhouseholdswithchildrenhaveachildwithadevelopmentalorbehavioraldisability,
and13%ofhouseholdswithchildrenhaveachildwithsignificantlimitationsthatpreventfullparticipationwithpeers.Withregardtotreat
ment,60%ofhouseholdscontainanindividualwhohassoughttreatmentintheemergencyroomoverthelastyear.Theaveragenumberof
visitswas5(themedianwas2,themodewas1).Overall,WeinlandParkrespondentswhohaveaccesstohealthcare(58%)aresatisfiedwith
theirtreatment(meanscore=8,medianscore=9,modescore=10).
66%ofrespondentsdrinkalcohol.Onaverage,themaximumnumberofdrinksrespondentshavehadonanygivenoccasionduringthepast
monthaveraged7(themodewasmorethan12).53%ofrespondentsreportsmokingcigarettes,smokingcigars,orchewingtobacco.
RespondentsreportthatrecreationaldruguseisamoderatetomajorproblemforresidentsinWeinlandPark(meanscore=7,medianscore
=8,modescore=10),athemethatwasreiteratedthroughoutdifferentsectionsofthesurvey(Health,PublicSafety,andNeighborhoodFeed
back),withrespondentssuggestinganeedforincreasedpoliceenforcementarounddruguse/dealingorAOD(alcoholandotherDrugs)treat
mentprograms.

WeinlandParkchildrenattendschoolsthroughouttheColumbusmetropolitanarea,with194childrenofrespondentsattending60different
pre,elementary,middle,andhighschools.Whendecidingwheretosendtheirchildrentoschool,parentrespondentsnotethemostimpor
tantfactorstheyconsiderarethequalityofteachers/teaching,safety,thetypesofcurriculum/varietyofclasses,location,andservicesoffered
(e.g.,specialneedsprogramming,daycare,artsprogramming,collegepreparatoryprogramming).43%ofparentshaveminimalinteraction(a
fewtimesperyearornever)withschools,and80%areoverwhelminglysatisfiedwiththeschoolstheirchildrenareattending.Overhalf(53%)
ofchildrenarenotinvolvedinextracurricularactivities,withthebiggestbarrierstoparticipationbeingthatchildrenaretooyoung(orthereare
noprogramsforyoungchildren),lackoftime,financialbarriers,ortransportationbarriers.
Overall,respondentsareslightlysatisfiedwithWeinlandParkasaplacetolive,thoughamajorityofrespondentswhohavelivedinWeinland
Parkfortwoyearsormorefeelthatconditionshaveimproved.Althoughagreatmajorityreportnotbeinginvolvedincommunityorganizing
aroundnewdevelopmentsorneighborhoodissues(75%),amajority(79%)notetheywouldbeinterestediftheopportunityarose.Respon
dentswanttoseeimprovementsaroundtrashpickup,litter,andsafety.Theyreportthatpoliceandcityservicesneedimprovement,andthat
vacanthousingshouldbeaddressed.Manyrespondentsalsofeelprogrammingthatprovidesmorecreativeactivitiesandoutletsforchildren
areneededand,fromasafetyperspective,feelunsupervisedyouthareamajorproblem.
NeedsAssessment
TheneedsofWeinlandParkresidentsaregreat,withthetopneedsofrespondentsbeingintheareasofeconomicdevelopment(employment
thatpaysmorethanaminimumwage,entrepreneurdevelopment),health(accesstoinsurance,dental,andvisioncare),basicneeds
(transportation,affordablehousing),andsocialservices(counseling).
