Intervention Strategy:

SO: Decrease the spread of HIV/AIDS in Vietnam


IR 2: Access to health and sex education for commercial sex workers

Major Activities:
 train sex ed professionals through developed curriculum
 they will disseminate info about safe sex

Our major activities to achieve access to health and sex education for
commercial sex workers will be to train sex education professionals
through a developed curriculum, who in partnership with local health care
professionals will reach out to areas which have a high concentration of
commercial sex workers to disseminate information about safe sex
practices, distribute condoms, and perform HIV/AIDS testing.

Target Audience:
 commercial sex workers (in service delivery)
 sex ed professionals (for training)

Our main target audiences are commercial sex workers and sex ed
professionals, and local health care professionals. This is mainly due to the
nature of the work. The curriculum developed will be focused on providing
trained sex ed educators with a standardized method and the necessary
materials for teaching HIV prevention.  The training program is also
directed at local Vietnamese sex ed educators from other organizations as
it provides them with the tools to teach the curriculum. The other two
activities (conduct outreach programs and the teaching of the sex ed) are
directed at local Vietnamese who will attend the training and will create
awareness of the program and encourage safe sex practices.

Implementers and Partnerships:


 local and international partners
 community-based organizations in the field of HIV/AIDS

The implementers of this project will include multiple local and international

partners who can add to the expertise and knowledge to successfully


implement this project. Community based organizations in the field of
AIDS/ HIV will be a fundamental aspect to the project because their local
knowledge and understanding of the population will increase our outreach
and influence. The use of domestic and international HIV/AIDS NGOs, as
well as local community-based organizations will be included in the
partnership to make the prevention programs culturally sound and
implemented within Vietnam.  We will create a curriculum in conjunction
with international and trained health professionals, who will teach recruited
local Vietnamese NGO and CBO partners.

Timing:
 First: Curriculum: After commencement of project (within 1
month)
 Second: Sex educator training: After curriculum has been
created. (within 2 months)
 Third: Mobilization: For the duration of the project (3 years)

The preliminary activities will involve the development of an education


curriculum on safe sex practices focused on commercial sex workers. The
intended time frame for the completion of this phase of the project is one
month from the commencement of the project. Once that has been
achieved, there will be a one-month training of the staff. Within three
months of the project beginning, the trainers and educators will begin the
outreach work in neighborhoods through dissemination of information and
services, with the possibility of classes and media campaigns that will
continue until the end of the program.

Rationale for Project:


 peer-to-peer approach by training local Vietnamese

We feel that these implementers will invoke a peer-to-peer approach to


change rather than a top-down approach.  The implementers will therefore
be Vietnamese and trained to be sensitive to the issues involved in
working with the target audience, especially regarding confidentiality. They
are motivated and invested in the purpose of the project as they are highly
connected to their country and community. They will feel their work is
effective in decreasing the spread of HIV and AIDS in Vietnam.
