Lesson learned: 1.

First and foremost is that the consultant who is going to design the project should have knowledge of D&B and MCC funded project. In our case JACOB prepared a D&B design which was useless. 2. Bid document must be finalized by the person who has experience and understanding of D&B MCC standard Bid Document and FIDIC Yellow book. 3. Employers requirement must be clear not ambiguous. This helps the bidder to understand the requirement and quoting properly. We had problem with this, every bidder was quoting different type of flooring for Health Center and different foundation for Health Center. Employer requirement is the heart of the D&B bid document, this need technical expertise, input of stakeholders and contract specialist, as yellow book many times refers Employers Requirement and what need to be there in the Employer requirement. If the contract specialist will not verify that all contents are there in order, then there will be problem. 4. Though COPA is standardized by MCC, there are things need to be added and similar errors as for large works exists here too. Hence those errors need to be rectified. 5. While finalizing the qualification criteria, do not put something which is not carried out in the reasons (same bidder is going to bid in this bidding process too, who are bidding in the reason in past). In our case there was qualification criteria: Specific construction experience: 1) Construction including, airborne Infection control facilities 2) Construction including laboratory facilities and bio-safety level 3 facilities. Local bidders never constructed bio-safety level 3 facilities and airborne infection control facilities. 6. Further in our case the lots were very big and the qualification criteria was very high for the bidders in the region and hence no-one was qualifying. The scope of work of particular bidding process should not be such big that all bidder will fail. 7. Ask for detailed payment schedule specifying how the payment will be done, otherwise after contract signing the contract try to get more for less work done. 8. Faster method of procurement. 9. During execution, the engineer must substantiate the rates extra items, changed items. As there is no rates available for the items in the contract. The substantiation could be based on rate analysis carried out based on the market price or similar items rate in the past procurement process.
