B.C. Postal Worker On Wild Ride To Keep Stolen Truck


Postal worker Dan Kindred says hes still in disbelief after he was attacked on the job and had his Canada Post truck stolen in broad daylight Monday in Surrey, B.C. I couldnt believe it, said Kindred, who has been on the job for nearly 13 years without that kind of trouble. Kindred said he had stopped his red postal delivery van on a residential street to deliver a parcel when a man pulled him out of the truck, dropped him to the ground and took off with the vehicle. Kindred grabbed hold of the trucks side mirror and went for the ride of his life. I thought, No, this is my truck, you're not going to take it. And he kept going and going, and I was hanging on and trying to open the door and yelling at him and he was yelling something at me. I think he was saying, Let go. Kindred admits he did everything he has been told not to do. "Probably went a good city block long and he was going faster, and then he finally pulled out a can of pepper spray and that's when I let go." Kindred broke his wrist and said he knows it could have been much worse. "That crossed my mind. The police asked if he had a gun." Another letter carrier robbed He's also worried about how dangerous the job might be getting for postal workers. On Tuesday, a letter carrier working in the same area was threatened with pepper spray and robbed. "It might have something to do with more traffic and more volume as far as mail and courier is concerned ramping up to the holiday season," said Cpl. Bert Paquet of the Surrey RCMP. Kindreds truck was eventually found. Mail was also recovered after it had been dumped in a different location. The parcel that Kindred was set to deliver when he was attacked got to the recipient on Tuesday, one day late. Kindred says that when he goes back to work, he says he'll be looking over his shoulder a lot more than usual and will react differently if he's jumped again. "Ah, I think I'll let 'em take it."

About 22 construction workers are expected to be laid off due to the short supply of cement. For over a week, cement is out of stock in many hardware outlets. Deo Construction managing director Vimal Deo said his three major projects are on hold and they are now suffering losses. Workers Expected To Be Laid Off Due To Shortage Of Cement

Rodney Chand said the short supply has crippled their operations as they stopped production of concrete blocks four days ago. According to Chand, they will also have to lay off some staff if the situation remains the same. Meanwhile, Fiji Industries Limited general manager Mosese Waqavakatoga told the reporter heir mill has broken down which has caused the short supply. He hopes supply will normalize by the weekend.

THREE New Zealand road maintenance companies have been granted contracts to upgrade our roads. The New Zealand three Higgins, Blacktop and Fulton Hogan Hiway Stabilizers were selected from 28 firms in the Asia-Pacific region after a tender process that began in May this year said Fiji Road Authority manager change Mike Rudge. He said despite the new contractors coming on-board, local contractors involved in road rehabilitation works would continue operations but under more stringent guidelines. "The successful contractors are Higgins Contracting in the Western Division, Blacktop in the Northern Division and Fulton Hogan Hiway Stabilizers in the Central/ Eastern Division. "In addition to staff they will hire from the old Department of National Roads and their own staff they will also be using local contractors to supplement and support their efforts." "These sub-contractors include Prataps Asphalt, FairDeal Earthmoving, Dayals and Naboutini Transport," he said. Prime Minister and Minister for Roads Commodore Voreqe Bainimarama said the awarding of contracts to experienced road-makers was a critical part of the reforms to the country's road management. "The contracts start on January 1 and will be for four years with a right of extension for a further one or two years. The contracts have a combined annual value of $120million. This will be the first time that Fiji has committed to an ongoing program of maintenance and renewal of its roads," he said.

These remarks were made by productivity expert and Singaporebased Union of Power and Gas Employees executive secretary, Thiagarajan Subramaniam. He believes productivity is essential for increasing competitiveness. The ultimate objective of productivity is to create a better quality of life for the people as a whole, he said. Mr Prakash said governments in any country had a key role to maintain productivity at its highest level. Government in my mind will continue to have a significant role to play in creating an awareness of the importance of productivity among the people, and in fostering their positive attitude towards it, he said. A GROUP of students were found heavily intoxicated and unconscious after a beach party with some teachers in Vanua Levu. Police confirmed on Tuesday that they received a report in which some students were found unconscious under the influence of liquor in a private compound in Labasa. Deputy divisional police commander northern Acting Senior Superintendent of Police Fulori Rainibogi confirmed that a report was lodged at the Labasa Police Station this week. Police have warned parents to monitor and supervise their children especially with the school break this weekend. The Acting Prime Minister and Attorney-General, Aiyaz SayedKhaiyum, has warned retailers not to try to profit from the price increases on certain items announced in the budget. PREGNANT women are not spared from sexual, physical or psychological violence. A survey conducted this year on 12,000 women screened at ante-natal clinics in Suva, Lautoka, Nadi, Nausori and Labasa revealed that 1000 reported being abused during pregnancy. The survey was conducted by Lautokabased non-government organisation Empower Pacific with the assistance of the Health Ministry. Empower Pacific also revealed that up to 70 per cent of women in Fiji experienced physical or sexual violence including femicide, trafficking, harmful practices, sexual violence, rape and sexual harassment from husbands, intimate partners or people they knew in their lifetime. Empower Pacific's chief executive officer Rhianon Vichta said an initiative by her organisation had seen positive results in the fight to combat violence against women and girls. Papaya Industry Recovering


Fijis Papaya Industry is slowly recovering from the aftermath of two consecutive floods early this year and the Papaya Disorder in August after 500kg of papaya was exported to New Zealand last weekend. Papaya exports had plummeted as a result of two major floods from 50 tonnes in December 2011 to less than 1 tonne in April 2012. In August, Biosecurity Authority of Fiji had to temporarily halt papaya exports as a standard precautionary biosecurity measure after identifying a disorder affecting plants in the Sigatoka area. BAF chief executive Elvis Silvestrini said holding of papaya exports was one of the standard measures taken by BAF amongst others to prevent the spread of the papaya disorder. BAF identified a papaya disorder in certain backyard gardens and farms in the Sigatoka area and as a result our teams conducted surveys on the farms as well as the papaya plants in backyard gardens in the area. We did find signs that pointed towards a papaya disorder, Silvestrini said. The cultures had been sent overseas for analysis and authentication but the good news is that the disorder is localized, traceable and not a threat to exports. The papaya industry is now bouncing back and last weekend we exported 500kg of papaya to New Zealand, he said. According to Silvestrini, BAF has also received reports from industry that about 200 acres of papaya will be maturing by this December which will not only increase the local supply but also boost exports.

Nadi Airport Upgrade


WORK on the refurbishment and upgrade of Nadi International Airport will begin next year. Attorney-General and Minister for Civil Aviation Aiyaz Sayed-Khaiyum said the improvements to the terminal would make the country's tourism gateway more attractive and improve traffic flow. "A lot of design work is being carried out and tenders need to be called and physical construction will begin in the new year," he said. "The airport modernization pertains to the terminal itself and not an extension to the runway. We have more than enough capacity at the moment with our current runway facilities. "However, there is a need to fix the flow of traffic in the terminal area. There are issues in respect of the flow of departing passengers and we are monitoring this to see whether more space needs to be allocated to improve passenger processing and movement." Mr Sayed-Khaiyum said expansion plans would feature an increase in the number of retail and food outlets in the departure lounge. "We will have more shops and modern facilities giving a point of difference and variety and we are looking at gaining more revenue through the franchises," he said. The last major upgrade at the airport terminal was conducted in 2003 at a cost of $72m and the apron slab upgrade in 2006 which cost $11m.

The Attorney-General, Aiyaz SayedKhaiyum said a statement by the Acting Permanent Secretary for Health that a change to the Crimes Decree was being contemplated is incorrect. Permanent Secretary Calls On Students To Focus On Studies

President Launches World HIV Aids Day


His Excellency the President Ratu Epeli Nailatikau launched a media publicity campaign for World AIDS Day 2012 as a prelude to the event which is commemorated on December 1st. On that note marking this significant occasion, Ratu Epeli said in 2012 Fijis efforts towards combating HIV & AIDS has been focused towards zero new infections. Fiji for 2012 focused its campaign on working towards the zero new infections goal that demands strategic planning, direct interventions and aggressive actions in informing people of this merciless disease, he told media representatives at Government House. I take this opportunity to acknowledge the work of partners, donors, civil society organizations and friends in our united and untiring efforts in response to HIV and AIDS. As you all know, there are 177 secondary schools in Fiji. I managed to visit twenty five involving a student population of approximately twelve thousand students just to spread awareness, Ratu Epeli said. He intends to visit all remaining 152 secondary schools by next year. The media launch was co-coordinated by the National World AIDS Day Planning group with the National HIV AIDS Board. This years theme is Zero new infections, zero discrimination, zero aids related deaths. The main celebrations planned for the capital city are categorized into two main events which include a red tie fashion and dinner event on November 30th at the Vineyard Restaurant in Suva and a National World Day Commemoration Event commencing on the December 1st.

Another of the Governments Telecentres has been opened at Nukuloa School in Western Viti Levu by the Acting Prime Minister and AttorneyGeneral, Aiyaz Sayed-Khaiyum. It will be used by school children during school hours and by the rest of the community after hours and on weekends. This includes many ordinary villagers and farmers who have never had internet access before. This is one of the Governments most important initiatives to provide free access to the internet for ordinary Fijians. Jasmine To Complete Study In Sydney

Her Majestys Portrait To Be Replaced On All Fiji Notes And Coins


The portrait of Her Majesty Queen Elizabeth II on all Fijis banknotes and coins will be replaced next year. Fiji will have a new series of banknotes and coins from January 2013 with new flora and fauna designs of the country across all denominations. Reserve Bank of Fiji Governor Barry Whiteside said members of the British Royal Family have featured on our currency since 1934 and the country is grateful to have had the privilege of this association over the past 78 years. Whiteside said while it is sad to see the transition taking place, it is time to move forward and promote Fijis unique national treasure and the biodiversity that lies around us. A Currency Design Committee of eminent Fijians was approved by the Prime Minister to oversee the selection of the designs. Whiteside also said work on the series of notes and coins commenced in February 2010 during the UNs declared Year of Biodiversity. He said it was most fitting to recognize this important theme in our national currency. Also for the first time, the RBF will introduce a $2 coin to replace the $2 note. The new notes and coins will come into circulation on January 2nd, 2013. President Ratu Epeli Nailatikau will officially unveil the new designs on the 12th of next month.

A shipping company that services Suva and Lautoka regularly carrying cargo has gone into receivership. Shipping, fishing and fuel supply company Reef Group Limited has gone into receivership but the company will continue to operate as usual say receivers. Reefs shipping services currently service Fiji, New Caledonia, Vanuatu, Samoa, Tonga, American Samoa, Cook Islands, Niue, Tuvalu and Kiribati. PWC receiver Colin McCloy announced the Auckland-based companys receivership, saying he had been appointed to Reef Group and its associated entities. Reef Groups website says the company has interests across the South Pacific. This includes eight cargo ships, a fleet of long-liner fishing vessels, a business supplying bulk fuels to a dozen Pacific island nations and the production and export of Niuean noni juice. Reef Group is 89 per cent owned by Phillip McNicholl and Darrin Johannink, both of Auckland, alongside

other private minority shareholders including former All Black great Michael Jones. The Reef Group The business was formed in 1967 from a small office on a South Auckland wharf when it offered a shipping service between New Zealand and Fiji, according to its website. We will work diligently with relevant parties on the possible business and assets sale of the Reef Group (in receivership). FNPF Reforms Fruitful Says PM


The Fiji National Provident Fund reform has made significant progress, ensured sustainability of the pension scheme and an overall improvement in governance and transparency of the fund. Prime Minister Voreqe Bainimarama in his Budget 2013 address made these revelations, adding that the recent international recognition proved the FNPF is on the right track. The recent recognition by the International Social Security Association is a testament to the success of the reforms in FNPF. The announcement of the FNPF annual results only further shows the strong position of FNPF within the financial sector in Fiji, PM Bainimarama said. The head of government said there are challenges which FNPF continues to face like finding new investment opportunities that provide adequate returns to its members. It also has the task of turning around some of its non-performing assets. In this regard, I am pleased to announce that Stage One of the Momi Resort Development will commence at the beginning of the second quarter of 2013. Accordingly, FNPF will complete the development of the resort with an estimated investment of $150 million. Government will assist this initiative by ensuring that the project is completed expeditiously, PM Bainimarama said. The Prime Minister said Government will sell its overseas mission properties to FNPF and lease them back. This will provide FNPF offshore investment opportunities with attractive and sustained returns while reducing the operational costs for Government, Bainimarama said. He said FNPF will also explore opportunities within the region to ensure that it not only continues to provide better returns for its members, but also diversifies its investment portfolio, thereby reducing its risk.

Australian Greg Bullard is no longer a magistrate in Fiji. This has been confirmed by Acting Prime Minister and Attorney General Aiyaz Sayed-Khaiyum. Sayed-Khaiyum said Bullard left the country after receiving all of his legal entitlements.

Air Pacific Announces Changes To International Flights


Air Pacifics Flight 911 (Sydney Nadi) was cancelled last Sunday due to maintenance issues on one of the airlines B747 jumbo aircraft. Engineers in Sydney are still working on returning the aircraft to service. All affected passengers in Sydney have been provided with meals and accommodation. They will travel to Nadi on supplementary services that Air Pacific will operate to / from Sydney. As a result most of Air Pacifics passengers on the last continuation flight 810 from Nadi to Los Angeles was delayed by 10 hours (until 9:30am). Then they traveled to the United States on the airlines leased Euro Atlantic B777-200ER aircraft or were flown to Los Angeles via Air Pacifics Honolulu flight. As a result of the new flight times, return Flight 811 from Los Angeles to Nadi on Tuesday, November 27th experienced a 4-hour delay. Air Pacific apologizes to its customers for any inconvenience experienced as a result of this disruption, and thanks everyone for their understanding. The airlines Airport and Reservations staff will continue to keep affected customers updated on new flight times and any further flight delays once that information becomes available.

Relocation For Nausori Market, Bus Stand


Fijis Nausori market and bus stand will be relocated as part of efforts to boost business growth and service in the area. Nausori special administrator Napolioni Masirewa chose not to disclose venues until it is launched. With the $3million funding from the government, the council is confident plans will pull through. Of the funding, half will go to the relocation of the Nausori bus stand and the other to the relocation of the market. Masirewa said development of infrastructures enhances business growth, economy and with the relocation of the market it will help service the increasing number of people living in and around Nausori. He further said there are plans to build new buildings which are still in the pipeline.

Fiji's Ministry of Health recorded 30 new HIV/AIDS cases in the first six months of this year and the total number of people living with the killer disease now stands at 449. Speaking during the launching of World Aids Day at Government House in Suva, President and Fijis special representative on HIV/AIDS, Ratu Epeli Nailatikau said they expect the number to increase by the end of the year and the bulk number of these cases came from the Central/Eastern division. The epidemic evidently affecting our young people with over 50 per cent falling within the age group of 15-29, the youth, the bulk of the labor force, the most sexually active and the most vulnerable, said Ratu Epeli. Sugar Remains A Priority: PM


While making his 2013 Budget address the head of government Voreqe Bainimarama reiterated the importance of our sugar industry which supports the livelihoods of approximately 200,000 Fijians. Protecting and modernizing the sugar industry is a key national priority, PM Bainimarama said. There is much good news to report. There has been a marked increase in the renewal of ALTA leases, more acres are being cultivated, the ratio of tonne cane to tonne sugar has improved, and mills are operating more efficiently. Cane and sugar production would have been much higher this year had it not been for the floods. PM Bainimarama was also proud to announce how the Fiji Sugar Corporation made a remarkable financial turnaround. And I am very proud to announce that the Governments direct financial injection into FSC will cease in 2013. This has been no small achievement, given the state of the FSC at the time my Government decided to intervene to save the industry, PM Bainimarama said. He said government will continue to encourage a strong and healthy sugar sector with a budget of $15 million allocated to the sugar ministry. We will also implement new laws to complete the restructure of FSC and the sugar industry and to better position this key industry for the future. PM Bainimarama said allocated $2 million to upgrade cane access roads to ensure a consistent supply of cane to the mills and minimize mill stoppages due to lack of supply. Sugar farmers need to play their part in these vital reforms. That is why we are introducing a cane quality payment system next year, with an allocation of $4.4 million dollars in 2013,PM Bainimarama said. We will provide $600,000 to help farmers acquire cultivators, ploughs and other vital farming implements. PM Bainimarama has also allocated $250,000 to host the International Sugar Organization conference in Fiji next year.

Pension will be provided to Fijians aged 70 years and over who do not have any form of income from January next year. This was revealed by Prime Minister and Finance Minister Commodore Voreqe Bainimarama. Commodore Bainimarama said the initiative by the government was a first for Fiji. He said 9000 Fijians who did not have any income, pension or had never been part of a superannuation scheme would benefit from this assistance. "The budget for this program is $3.2million," Commodore Bainimarama said. The Ministry of Social Welfare, Women and Poverty Alleviation has been tasked with the role of controlling this new pension project. Minister of Women and Social Welfare Dr Jiko Luveni said the announcement for people above 70 years was exciting. "It is an exciting program because it is available to anyone above 70 years and who is not receiving any form of income at all," Dr Luveni said. She explained that those entitled for

pensions should not be receiving any form of income even though they live with their families who support them. "We need senior citizens to have money, we need to give them the confidence and to be happy and comfortable with their lives and contribute to their family welfare," Dr Luveni said. Under Fiji's social welfare system, a household will receive a maximum of $150 per month including a $30 food voucher. "Nearly 13,000 poor households will benefit and we will increase the coverage of our poor population from the current three per cent to 10 per cent. The total budget for this program is $22.7million," Commodore Bainimarama said. He said the care and protection program, which targeted children, would continue with a budget of $5.9million. "With an allocation next year of $500,000, the welfare graduation scheme focuses on moving recipients from welfare to workfare. Fiji cannot support a culture of dependency. We must commit ourselves to the idea that poverty is a temporary state," the Prime Minister said.

US Students To Visit Fiji


Students from the University of Delaware in the United States who will be visiting Fiji next month have been briefed on the political and economic situation here by the Fiji Embassy in Washington DC. First secretary Ray Baleikasavu informed 24 second-year students about the reforms being undertaken by the government towards rebuilding the country into a non-racial, culturallyvibrant and united, well-governed, truly democratic nation and by 2014, the general elections. "Constitutional and electoral reforms are currently being pursued to effect the change required to move the country forward," Mr Baleikasavu told the students. "A new constitution is being formulated to reflect the universallyaccepted principles of a common and equal citizenry; a secular state; removal of systemic corruption; an independent judiciary; elimination of discrimination; good and transparent governance; social justice; one person, one vote, one value; elimination of ethnic voting; proportional representation; and a voting age of 18 years." Mr Baleikasavu said the voter registration process was successfully progressed with over 500,000 eligible voters registered. The work of the Constitutional Review Commission has also been effectively pursued with the draft constitution expected to be ready by the end of the year. As part of their studies abroad, 24 students and three university professors will travel to Fiji.

To do their jobs, farmers need cheaper tools, he said. In 2013, we are expanding the zero-duty rate for agricultural implements to make them more affordable. All other current agricultural incentives will continue. Budget 2013 has an additional $2.7 million allocated for livestock development and $1 million will be allocated for the development of the dairy industry. In the fisheries sector, we have provided $1.8 million for the development of various fisheries resources such as aqua-culture, mari-culture and the raising of brackishwater species, as well as seaweed and pearl cultivation. We are providing $600,000 to establish a multi-species hatchery in Ra. In forestry, we will promote sustainable forest management practices by allocating $500,000 for the Biodiversity Enhancement and REDD Plus programs. $5 million is also allocated for the Land Reform Program, to make more land available for productive use. We will also continue the highly successful CBUL program that encourages landowners to re-lease land for productive use. Under this program, Government subsidizes lease payments by 4 percent. This increases lease payments from 6 to 10 per cent.

Housing Project For Homeless


Action for Children and Aged Trust Fiji have plans to build a half-way home or recovery home in Labasa for homeless people who can earn a living. ACATA executive director Rosan Lal confirmed they were planning to build a home for such purposes but that it would not be a replica of the Labasa Ashram formerly known as the Labasa Old People's Home. Mr Lal said plans were in progress to build the home and a detail of the proposed building had been dispatched to stakeholders for their feedback. "A piece of land has been donated for the cause by a good hearted friend whose name will be revealed in due course but the fact that the project is taking its course has been really encouraging," he said. "This halfway home will be for the homeless who still have earning capacity and will not be a replica of the Labasa Old People's Home as we intend to initiate income-generating projects for the residents through the Northern Charity Alliance and the residents will pay a levy per month for project sustainability. "We aim to carry out this project with the help of the committee of the Festival of the Friendly North, Northern Charity Alliance, Rotary Club of Labasa, Lions Club of Labasa, Monday Club, ACATA Trust Fiji, the Vodafone ATH Fiji Foundation and corporate donors," he said.

Invention Of Coconut Scrapers And Extractors

Fiji's own ... Jim Bandy shows the copra dryer he designed and built. In a bid to help people of the greater Udu Point area, Also Island Limited director Jim Bandy designed and invented a machine to lighten the load of processing virgin coconut oil. Mr Bandy held a public exhibition which saw the machine dry scraped coconut in about an hour. The display included a modern version of the common electric coconut scraper and the virgin oil extractor. Mr Bandy said the project was successfully completed through funding provided by the New Zealand government. "Coconut is a natural resource that is available abundantly in our islands and we have been looking for ways in which we could simplify the task of extracting VCO which often takes gruesome hours of hard labour to achieve," he said. "I had no difficulty in putting together the scraper and the extractor as all I had to do was make small amendments and improvements to the electronic coconut scraper model before I began work with the extractor. "In order to extract quality oil from the nuts we needed to ensure that the scraped coconuts had a moisture level of 11 per cent and we had to reduce the normal moisture of normal scraped coconuts which is usually 50 per cent to the 11 per cent mark. "The moisture level is tested with the weight after drying," he said. Mr Bandy said the modern easy dryer would certainly save time and energy for his workers who stand for hours alongside the hotplates turning over scraped coconuts.

Shortage of nurses in health centers around the country is still an issue. Fiji Nursing Association general secretary Salanieta Matiavi told the media that hospitals and health centers had been facing a shortage for many years now. "Yes, hospitals and health centers around the country have been experiencing a shortage for so many years," she said. "For the Intensive Care Unit, the ratio is one nurse to three patients. The ratio is different for all the departments." For the general wards, she said there was a ration of one nurse to 10 or 15 patients. Mrs Matiavi said many experienced nurses had either migrated or retired. "The new nurses need supervision. They need one to two years to gain experience," she said. Health Minister Dr Neil Sharma said 90 nurses graduate every year while 60 retired, and since 2009 the ministry has produced 170 nurses each year. "Now we have over 2000 nurses working. Previously, there used to be 1500 nurses. So there is a 25 per cent increase in the numbers," he said. "There are 50 nurses coming out of TISI Sangam on December 8 and in March next year, 250 nurses are coming out of Fiji National University," said Dr Sharma.

The Chinese government gave $14 million to the government through the Agriculture Department for mushroom cultivation at Legalega in Nadi. This was revealed by Agriculture permanent secretary Ropate Ligairi. He said the investment would also provide employment for locals and more importantly reduce the import of mushrooms. Preparation
In bowl, combine chicken, egg white, cornstarch, flour, salt and pepper; let stand for 10 minutes. In wok or large skillet, heat oil over medium-high heat; stir-fry chicken, in batches and reserving cornstarch mixture in bowl, for 3 minutes or until golden-brown. Transfer to plate. Add broth, 1/3 cup water, ketchup, sherry (if using), soy sauce, vinegar, ginger and sugar to reserved cornstarch; whisk to combine. Set aside. Discard all but 1 tbsp oil from wok. Stirfry onion and red and green peppers for about 3 minutes or until tender-crisp. Add chicken, pineapple and stock mixture to wok; stir-fry for 2 to 3 minutes or until thickened and chicken is coated.

Ingredients

Heat ghee in medium sized pot. Fry dhal on low heat for about 5 minutes. Keep stirring. Add sago and hot water and cook until soft. Add coconut milk, condensed milk, vanilla, sultanas, cardamon, nutmeg and almonds. Add more hot water if needed. Bring to a boil. Simmer for 7 minutes. Note: Almonds can be quickly skinned by soaking in hot water for 5 minutes.

An inquest into the death of an eightmonth-old baby in Tasmania has heard he most likely died after inhaling baby powder which was being used to hide injuries on his body. A Tasmanian coroner has been told Zacharie Wayne Taylor had been neglected and abused. He was found dead by his mother Samantha Taylor in a Sorell home in October 2005. The coroner was told Ms Taylor and her boyfriend Ian Pennicott were regular speed, marijuana and morphine users. Paediatrician Dr Michelle Williams said the baby had ulcers, bruises, lacerations, multiple infections and

burns. The burns were consistent with a cigarette lighter or flame being held to the skin. Dr Williams aid it would have been incredibly painful and would normally have been treated in hospital with morphine for pain relief. The court heard the infant was likely to have died after inhaling baby powder. Forensic pathologist Dr Christopher Lawrence said it was likely baby powder was used to try and conceal the injuries and the baby suffocated because of inhaling the powder. He told the court this was a very rare cause of death. The inquest continues.

Law enforcement agencies failed to notify Immigration about 65-year-old Bernard Kevin McGrath, who fled his Christchurch home for Sri Lanka after being charged in June with 252 abuse counts. New Zealand Police and authorities in Australia have failed to identify where the breakdown occurred allowing McGrath, a former brother in the St John of God order, to leave the country. He is alleged to have raped, molested and abused dozens of young boys in church-run institutions in New South Wales in the 1970s and '80s. An Immigration New Zealand (INZ) spokeswoman said there was no alert on McGrath's passport to say he should not leave New Zealand. She said INZ would "need to receive information from police or another agency to put an alert on our system",

A Florida man choked to death in October after eating dozens of live cockroaches in a contest to win a python, an autopsy has found. The body of Edward Archbold, 32, tested negative for drugs and Broward County medical examiner ruled the death was an accident caused by "asphyxia". Archbold collapsed and died soon after the promotional event at a pet store in Deerfield Beach, Florida. No other illnesses were reported among some 30 competitors. Honey Mustard Lamb Rack


1 pound lamb rack 5 cloves of garlic, finely chopped 1/2 cup of breadcrumbs 1/2 Tbsp of olive oil for the lamb 1 /2 Tbsp of honey 1 /2 Tbsp of Dijon mustard 1/4 tsp of sea salt 1/2 tsp of rosemary, finely chopped 4 large yellow potatoes 1 large sweet potato 1 Spanish onion 1 bulb of garlic 2 Tbsp of olive oil for the vegetables

Roast Leg Of Lamb

Ingredients:

Preparation:

1. Heat the oven to 350F. 2. Cut the potatoes and sweet potatoes into 1 inch thick pieces. Cut the onion in half and remove the outer layer of skin.

3. Place 2 Tbsp of olive oil into a baking tray. Place the vegetables including the garlic bulb in the tray and coat them in the oil. Sprinkle with salt and pepper. Bake the vegetables on the bottom oven rack for 45 minutes. 4. When the vegetables have been baking for 15 minutes add the chopped garlic, breadcrumbs, 1/2 Tbsp of olive oil, rosemary, salt, honey and mustard into a mixing bowl. Stir well until it forms a paste. 5. Spread the paste evenly over the lamb rack. Place lamb in the oven directly on the grill over the vegetables. This will allow for the drippings to collect with the vegetables. By now the vegetables should have been cooking for 25 minutes. 6. Roast the lamb for 20 minutes for rare meat or 30 minutes for well-done.

Canada Scores High On Justice Evaluation


Canada has a better justice system than most countries around the world, but falls short on equality for immigrants and the poor, a report has found. The World Justice Project ranked 97 countries on their justice and rule of law. Canada placed 15th, beating the U.S. in all categories but falling behind many Scandinavian countries. Canada ranked sixth for open government, 12th for absence of corruption regulatory enforcement, 13th for its criminal and civil justice systems and 18th for upholding fundamental rights. "The government is accountable, corruption is minimal and the country generally observes fundamental rights, although discrimination against immigrants and the poor is a source of concern," the report notes. "The country is relatively safe from crime, civil courts are accessible and independent, and the criminal justice system is effective in bringing offenders to justice. However, delays in court processes are perceived to be a problem." The project is based on analysis from 2,500 experts worldwide.

Vancouver Homes Most Expensive In Canada: Survey


Vancouver has once again held its position as the most expensive place in Canada to buy a family-sized home, according to a new Canadian real estate survey released Wednesday. The annual Home Listing Report, released by real estate firm Coldwell Banker, looked at 74 markets across the country, comparing the average price of an "aspirational" four-bedroom, twobathroom home in each selected area. The survey pegged Vancouver as the least affordable market in the country, with an average list price of $1,876,414. Homes in Richmond were the second most expensive at $1,181,654 and Burnaby listings came in third at $917,968. The survey did not include all markets in Canada and excluded West Vancouver and Victoria. "The universal appeal of Vancouver for foreign buyers and relocating

Vancouver Police Kick Off Impaired Driving Campaign


The Vancouver Police Department is kicking off their annual campaign to raise awareness about impaired driving by teaming up with ICBC and the provincial government. Police are warning drivers that road blocks will be taking place across B.C. throughout the month of December. The Ministry of Justice announced last week that B.C.'s tough impaired driving laws have saved 104 lives since they were introduced two years ago. The ministry said drinking and driving has dropped significantly since the new roadside prohibition program was introduced. The number of alcoholrelated motor vehicle deaths has decreased to an average of 62 a year, down 46 per cent. In B.C., drivers who are caught with a blood alcohol content of 0.05 or more face immediate vehicle impoundment, licence prohibition and fines up to $4,000.

Two young men are dead after a three-vehicle crash involving a West Vancouver Transit bus on Lions Gate Bridge on Wednesday night. Police say a car was heading north in the middle lane of the bridge at around 11:45 p.m. when it lost control, spun and crossed into the southbound lane, hitting a bus carrying 15 passengers. A third vehicle crashed into the wreckage while trying to avoid the original collision.

The jaws of life was used to extract the driver and passenger from the vehicle that struck the bus. Both men, who police say were in their 20s, were taken to hospital but later died from their injuries. The bus driver and three passengers were taken to hospital with non-lifethreatening injuries. The Lions Gate Bridge was closed to traffic early Thursday morning but has since reopened.

Woman Doused In Lighter Fluid At Vancouver 7-Eleven


Police say a woman was doused in lighter fluid and held at knife point during a hostage-taking at a downtown Vancouver 7-Eleven Wednesday morning. According to police, the incident unfolded at about 11:30 a.m. PT when a 37-year-old man walked into the store at Granville and Drake streets and grabbed a female employee. Police say the man doused her in lighter fluid, held her at knife point and threatened to set her on fire. A witness saw the scene unfolding and reported it to a nearby Community Policing Station. The man barricaded himself inside the convenience store when police arrived. Vancouver police Const. Brian Montague says the man released the victim and surrendered after about an hour of hostage negotiations. "The victim did receive some minor injuries. That's how it's been described to me. They were not serious but she was transported to hospital as a precaution." It's believed the suspect and victim had a previous relationship. The Granville Street Bridge was closed for a short time due to the incident. Granville Street was also shut down between Drake and Davie streets.

Con Artist Targeting Seniors In New Westminster


New Westminster police are asking for assistance in identifying a con artist who is targeting elderly women. In the latest incident, which happened a week ago, the male suspect befriended an elderly female at the Royal City Centre Shopping Mall pretending to be her grandson, Sgt. Diana McDaniel said Wednesday. The man followed the woman home and into her suite where he allegedly stole $240 from her wallet before fleeing. Police believe the same man is responsible for a similar incident that took place in January where a man convinced an elderly woman to take $1,600 out of her bank account. "He befriended her and actually went for coffee with her and convinced her to go to the bank," Sgt. Diana McDaniel said. "He conned her into withdrawing the money and then she gave him the money." McDaniel said the woman was confused and upset at the time of the robbery. Neither of the women were harmed in the incidents. While eating a grapefruit or drinking its juice may be an excellent way to get a delicious, tangy dose of vitamin C, doctors now warn that the citrus fruit may prove hazardous when combined with certain prescription drugs. On Monday, the team of researchers who discovered the dangerous interactions nearly 20 years ago reported that the number of drugs that can cause serious reactions when mixed with grapefruit are markedly increasing. "Many of the drugs that interact with grapefruit are highly prescribed and are essential for the treatment of important or common medical conditions," writes Dr. David Bailey, Lawson Health Research Institute, London, Ont., with coauthors. "Recently, however, a disturbing trend has been seen. 'Dallas' Star Larry Hagman's Memorial Service To Be Invitation-Only


'Dallas' star Larry Hagman, who died last Friday of complications from cancer at age 81, will be remembered this week during private, invitation-only services in Dallas and Los Angeles. Hagman's personal manager John Castonia said on Monday that the memorial services will celebrate his life, as reported. Hagman's spokesperson released a statement saying, "Larry was back in his beloved hometown of Dallas, re-enacting the iconic role he loved the most. Larry's family and closest friends had joined him in Dallas for the Thanksgiving holiday." "He was surrounded by friends and family before he passed peacefully, 'just as he'd wished for," the statement read. Years before 'Dallas,' Hagman had gained TV fame on 'I Dream of Jeannie,' in which he played an astronaut whose life is disrupted when he finds a comely genie, portrayed by Barbara Eden, and takes her home to live with him.

An actor in one of the biggest comedies on US television, Two and a Half Men, has described the show as "filth", while urging viewers not to watch it. In a video posted online by a Christian group, Angus T Jones said he no longer wanted to take part. The 19-year-old explained that the show's raunchy humour conflicted with his recent bible studies. Vacationing In Fiji

Viti Levu is the heart of the Republic of Fiji, also frequently called the mainland. Not only is it the largest island of the Fijian archipelago, but also the site of the nations capital, Suva, and home to the majority of Fijis population (75 percent). People mainly live in the islands three biggest cities, Suva, Lautoka and Nadi. Many first-time travelers to Fiji stay right here on Viti Levu, where many resorts are located. While the islands beaches, with the exception of Natadola, may not be as idyllic and pristine as the ones offshore on the other smaller islands, Viti Levu has other charms that can be found when venturing away from the shoreline. The islands interior lures with its dramatic highlands. Hike through national parks and lush river valleys, have a dip in a waterfall, visit traditional villages and explore the Viti Levu that lies beyond the visitors brochures. For those who want to be in the center of the action, Suva has many cultural attractions, restaurants and the best nightlife in Fiji.

The area offers many things to do, such as scuba diving in the Beqa Lagoon to the south and boat trips up the river into the islands interior (river trips start at Navua).

Lautoka
Viti Levus Coral Coast is the region in the islands south. Its mainly a resort area, where one can find a series of large hotels and resorts that offer guests a variety of tours and sports activities. The best beach on Viti Levu, Natadola Beach, is located here as well. Its a nice and long white-sand beach and a popular spot among picnickers.

Fijis capital is also the hub for those looking for cultural attractions and all the amenities of urban life. The city boasts Fijis best restaurants, stores, movie theaters, night clubs, museums and monuments. Suva is also home to the campus of the regions main university, embassies, government ministries, libraries, hospitals and large trading companies. From here all other corners of the country can be reached, either via plane, boat or bus.

Pacific Harbour

Lautoka is Fijis second largest city, located in northern Viti Levu. Its more of an industrial center (sugar and timber) rather than a resort town. However, there are still good facilities here and its a good place to avoid the touristy areas.

Koroyanitu National Heritage Park Located about 10 km (6 miles) southeast of Lautoka, Koroyanitu National Heritage Park is made up of Viti Levus highlands. Its the ideal place for nature lovers and hikers. There are six villages in the park that are part of an ecotourism project. Villagers help maintain the landscape and tracks. Here one can do bird-watching and hike through grasslands and forests and to waterfalls and archaeological sites.

Nadi, located on the islands west coast, is Fijis third largest town. Its also the location of Fijis main international airport, which makes Nadi the

The 2013 Toyota Yaris holds true to its promise as a maneuverable, economical car for city commuting with a cheerful, well-designed interior but highway refinement and weak performance are major drawbacks. Styling is definitely part of it. Although the Euro-chic look of the lastgeneration Yaris hatchback is gone, there's more of a brawny, rally-racer look in the chunkier-looking air dams, distinct wheels, and color-keyed details of the sporty Yaris SE. It's a little more distinctive than before, perhaps, but also more generic, we think. Inside it's a step in the right direction, with nice materials and detailing plus a straightforward new instrument-panel design, with the gauges directly in front of the driver. The Yaris' performance treads water at a time when many of its rivals get either direct injection, turbocharging, or advanced transmissions. The 106-horsepower, 1.5-liter DOHC inline four is adequate with the fivespeed manual, but it's weak with the four-speed automatic. Take it slow and signal your turns and lane changes well in advance. Increase the distance between yourself and the car in front of you. Start off slow, and stop and steer gently. Gear down instead of braking, especially when driving down hills. If youre driving a four-wheel drive vehicle, dont drive with a false sense of security. The four-wheel drive feature reduces your likelihood of getting stuck. But, in many situations, it wont help you stop any faster. Use heaters and rear-window defrosters only as long as needed. Excessive use of heaters/defrosters and other electrical devices can place added strain on your battery, and during long idling periods may cause a car with a weak battery to stall and not restart. I'm sure in childhood you heard it said many times that the most important meal of the day is breakfast. It's a very true statement. A lot of people tend to skip breakfast and it's not a good idea. Even though you may lead a busy life and may be in a rush in the mornings it's vital to leave enough time for a healthy breakfast. Maybe that's why so many people are cranky in the morning. They haven't eaten a good breakfast so their blood sugar has dropped leaving them hungry and irritable. There again there's also a lot of people who eat breakfast but eat the wrong type of stuff, sugary food or donuts. This isn't a good idea. A sugary breakfast isn't healthy. It may give you a sugar rush and a much needed boost of energy but it's not enough to set you up for the day ahead. Maybe too, this is why people have a habit of drinking a lot of coffee. They need the jolt of energy from the caffeine to wake them up and get them going for the day. Do you ever feel sleepy or sluggish during the day? Or find it hard to get wakened up properly in the morning?

This is because you're probably eating an unhealthy breakfast or no breakfast at all. It's vital to realize how important breakfast is. You should have a good substantial breakfast every day of the week. So, what to eat for breakfast. Here's a list of do's and don'ts.

An excellent choice for breakfast. Many people may be worried by speculation that eggs are in fact not as good for you as once thought. Don't be put off by this - just as with all other stuff moderation is the key. Pancakes. A nice treat from time to time but don't eat too often if you're making them in the pan as they will contain too many calories. How To Get Over A Bad Hair Cut


Its happened to all of us at some point in our lives; we go to the salon, ask for a trim or some layers, and come out looking completely ridiculous - not what we had in mind! Thankfully, there are ways that you can actually get over a bad hair cut with some very basic tricks. Heres how to deal with a bad hair cut: Accessorize: During this time, accessories will be your best friend. So go and pick up some cute bobby pins and start experimenting. If your hair has been cut too short, twist some strands at the front and pin them back. Get cute, sparkly pins so they stand out and draw attention away from your bad cut. Also, headbands can be your best friends at this point in time, so make sure you stock up on some really cute ones! Irons: Grab a curling iron, a straightener, or even a crimper and start experimenting. Youll be amazed at what you can achieve with your hair if you just set a half hour aside and use some tools. Try straightening your hair by dividing the hair into four parts: 2 parts at the back, and 2 parts at the front. Straighten each part one by one, to get super straight, sleek strands. Use different sized curling barrels. My favorite is the noclamp curling iron which makes much better curls, allowing you to start at the top, instead of at the bottom. Try big curls, and try little curls you never know whatll work best for you! Braids If done right, braids can be a girls best

friend. I always do a side braid when Im having a bad hair day. Just take all of your hair and bring it over to one side (try choosing your best side!). Then, just do a regular braid. Takes no more than 5 minutes, and youll instantly see a difference. Plus, side braids or ponys, are universally flattering so you really cant go wrong. If you have really short hair, incorporate a few tiny braids into your hair and clip them back away from your face. Ponytails Whatever your length, experiment with ponytails. Whether youre making a high pony, a low pony, or even a bun, these styles will definitely hide your bad hair cut. Try incorporating some volume into your hair by by teasing the crown or even the sides. Then, pull

your hair back as high or as low as you want. Again, experimenting with these different styles can shed a lot of light on what looks better on you.

In fact, emotional abuse can be just as damaging as physical abuse sometimes even more so. Economic or financial abuse: A subtle form of emotional abuse Remember, an abusers goal is to control you, and he or she will frequently use money to do so. Economic or financial abuse includes: Rigidly controlling your finances. Withholding money or credit cards. Making you account for every penny you spend. Withholding basic necessities (food, clothes, medications, shelter). Restricting you to an allowance. Preventing you from working or choosing your own career. Sabotaging your job (making you miss work, calling constantly). Stealing from you or taking your money. Violent and abusive behavior is the abusers choice Despite what many people believe, domestic violence and abuse is not due to the abusers loss of control over his or her behavior. In fact, abusive behavior and violence is a deliberate choice made by the abuser in order to control you. Abusers use a variety of tactics to manipulate you and exert their power: Dominance Abusive individuals need to feel in charge of the relationship. They will make decisions for you and the family, tell you what to do, and expect you to obey without question. Your abuser may treat you like a servant, child, or even as his or her possession. Humiliation An abuser will do everything he or she can to make you feel bad about yourself or defective in some way. After all, if you believe you're worthless and that no one else will want you, you're less likely to leave. Insults, name-calling, shaming, and public put-downs are all weapons of abuse designed to erode your self-esteem and make you feel powerless. Isolation In order to increase your dependence on him or her, an abusive partner will cut you off from the outside world. He or she may keep you from seeing family or friends, or even prevent you from going to work or school. You may have to ask permission to do anything, go anywhere, or see anyone. Threats Abusers commonly use threats to keep their partners from leaving or to scare them into dropping charges. Your abuser may threaten to hurt or kill you, your children, other family members, or even pets. He or she may also threaten to commit suicide, file false charges against you, or report you to child services. Intimidation Your abuser may use a variety of intimidation tactics designed to scare you into submission. Such tactics include making threatening looks or gestures, smashing things in front of you, destroying property, hurting your pets, or putting weapons on display. The clear message is that if you don't obey, there will be violent consequences. Denial and blame Abusers are very good at making excuses for the inexcusable. They will blame their abusive and violent behavior on a bad childhood, a bad day, and even on the victims of their abuse. Your abusive partner may minimize the abuse or deny that it occurred. He or she will commonly shift the responsibility on to you: Somehow, his or her violent and abusive behavior is your fault.

It Is Still Abuse If . . . The incidents of physical abuse seem minor when compared to those you have read about, seen on television or heard other women talk about. There isnt a better or worse form of physical abuse; you can be severely injured as a result of being pushed, for example. The incidents of physical abuse have only occurred one or two times in the relationship. Studies indicate that if your spouse/partner has injured you once, it is likely he will continue to physically assault you. The physical assaults stopped when you became passive and gave up your right to express yourself as you desire, to move about freely and see others, and to make decisions. It is not a victory if you have to give up your rights as a person and a partner in exchange for not being assaulted! There has not been any physical violence. Many women are emotionally and verbally assaulted. This can be as equally frightening and is often more confusing to try

to understand. Emotional abuse: Its a bigger problem than you think When people think of domestic abuse, they often picture battered women who have been physically assaulted. But not all abusive relationships involve violence. Just because youre not battered and bruised doesnt mean youre not being abused. Many men and women suffer from emotional abuse, which is no less destructive. Unfortunately, emotional abuse is often minimized or overlookedeven by the person being abused. Understanding emotional abuse The aim of emotional abuse is to chip away at your feelings of self-worth and independence. If youre the victim of emotional abuse, you may feel that there is no way out of the relationship or that without your abusive partner you have nothing. Emotional abuse includes verbal abuse such as yelling, name-calling, blaming, and shaming. Isolation, intimidation, and controlling behavior also fall under emotional abuse. Additionally, abusers who use emotional or psychological abuse often throw in threats of physical violence or other repercussions if you dont do what they want. You may think that physical abuse

After being eliminated in the first round of the Stanley Cup playoffs last spring, the sixth-seeded Chicago Blackhawks fired assistant Mike Haviland amid an air of dysfunction on coach Joel Quennevilles staff. After suffering the same post-season fate, the seventh-seeded San Jose Sharks reshaped their staff. Former New Jersey Devils assistant coach Larry Robinson is the new associate coach and former Washington Capitals assistant Jim Johnson takes over for assistant Matt Shaw to provide coach Todd McLellan a reprieve from further career uncertainty. As for Shaw, he replaces Devils assistant Adam Oates, the new bench boss of the Capitals, who succeeded Dale Hunter. Got all that? Good. Meanwhile, in Vancouver, amid speculation about the coaching future of Alain Vigneault, and who should pay for a shocking first-round playoff exit by the Presidents Trophy winners, there were no firings. In fact, Vigneault and general manager Mike Gillis received contract extensions and the coaching staff that includes Rick Bowness, Newell Brown, Darryl Williams and Rollie Melanson remained intact. The prospect of a shortened NHL season and a oneweek training camp if the lockout is resolved will make familiarity a factor. But it has to go beyond camaraderie if the Canucks are going to go beyond a round or two in the playoffs. There have to be some challenges from within, Vigneault said Thursday. I dont want to be surrounded by guys who just say what they would expect me to say. I want their opinion on strategy and personnel decisions and I get that from management, too. I would say 95 per cent of the time were on the same wavelength, but that five per cent where we dont totally agree, as the head coach I have to make that final decision. Most of the time we hash it out one

way or another and reach a consensus of what the team needs. Vigneault has to reach his core group on some level and push

the right buttons without pushing them over the edge and risk losing the room. Vigneault was an assistant to Bowness with Ottawa in the 1994-95 season that was shortened to 48 games because of a lockout. The Senators held a 10day training camp and won just nine games. These Canucks are not those Senators and that has much to do with Vigneault giving his veterans a voice knowing that a brief training camp will demand more time in the video room than on the ice.
