HSE TRAINING

PURPOSE.
This procedure and guidance information has been developed to ensure that all persons working on SECL Projects are suitably trained in HSE matters applicable to the type of work they are undertaking or supervising. In addition to SECL internal HSE Training, other external training will be attended as per clients HSE Specifications and the country laws in which the project is being undertaken.

SCOPE.
To be used by members of the SECL Project Management Team, Supervisors and Subcontractors personnel who supervise and control all types of construction activities that necessitate high levels of HSE training to enable the activities to be carried out in as safe a manner as is practicable.

RESPONSIBILITY.
Site Manager. Has overall responsibility to ensure employees and Sub-contractors at the site are adequately trained to carry out their work in a safe manner. Section Manager / Supervisor. Shall ensure staff under their control receive the appropriate level of HSE training to allow them to undertake their work in a safe manner. HSE Manager. Shall arrange HSE Training courses at the site, to provide HSE Induction training of new staff and Sub-contractors and approve specialist HSE Training appropriate. Shall ensure training records are updated and maintained. Sub-contractors. Are to ensure all their personnel, directly or indirectly employed are appropriately trained and competent to carry out tasks in a safe manner and are aware of SECL HSE requirements.

INSTRUCTIONS.
Introduction. Training is a key factor in accident and pollution prevention. The aim of SECL HSE training schemes is for all employee and Sub-contractors to: 1) Develop HSE awareness. 2) Make staff knowledgeable and alert to the potential hazards within their work environment. 3) Know how to use plant, equipment or substances safely. 4) Be familiar with the use of protective clothing and equipment associated with the work they do. 5) Be familiar with the safe work practices set out for specific tasks associated with their work. 6) Achieve an appropriate level of competency to enable them to do their job safely. 7) Be aware of their safety responsibilities when supervising staff or Subcontractors. SECL will place employees in jobs consistent with their abilities and level of HSE training achieved (competency). HSE Training Programme. General. 1)

HSE Training Programmes will be developed for each section by the Site HSE Manager. The programme will be approved by the HSE Committee. The training programme will be designed to cover the hazards identified at the site, and safe work practices that will be followed. Training requirements specified for each of the safe work practices/activities detailed in this procedure should be extracted to form the basis of the HSE training programme specific to the site.

Induction Training. 1) All site personnel must undergo initial HSE Induction Training before they commence work on SECL Projects. 2) It is recommended that identification cards and Safety Helmet Stickers are

issued as proof of such Induction Training. A typical Site Induction Training Session should include as a minimum the following subjects:1 HSE responsibilities for themselves and other persons working with them. 2 Drug and Alcohol Policy Statement. 3 The correct Use of PPE. 4 Dress Code. 5 Welfare Facilities. (Toilets, Eating Rest Areas) 6 Medical Facilities. (Site First Aid, Clinic etc.) 7 Restricted Areas, Barriers Signs. 8 Tool Box Talks and Stand Up Meetings. 9 Manual Handling. 10 Avoidance of Heat Stroke. (where applicable) 11 Fire Prevention and Fire Fighting Appliances. 12 Emergency Muster Points Alarms etc. 13 Designated Smoking Areas. 14 Reporting of Accidents, Incidents and Unsafe practices. At the end of induction training, Sub-contractors and new employees will be required to sign a declaration, that they are: 1 Fully qualified to carry out the assignment and are aware of the necessary HSE Practices. 2 Have the appropriate Personnel Protective Equipment. 3 Are familiar with the on-site emergency procedures. 4 Are familiar with the hazardous areas at the site.

Tool Box Training. 1) Tool Box Training meetings during which, foremen and their work group discuss matters relating to HSE are to be held at least once a week to discuss HSE procedures, safety precautions and to promote individual safety awareness. Where necessary, information to be provided on circumstances of incidents and accidents. 2) To provide further impetus to Tool Box Training member of the Site HSE Department and Section Managers will also provide assistance as required during Tool Box Talks. 3) Sub-contractors are required to implement HSE training programmes to all their personnel and provide comprehensive records of such training to the SECL HSE Manager. Task / Craft Specific Talks. 1) Task / Craft Specific Talks will be held by supervisor in charge of the work before each new task is started. 2) These meeting shall focus on: 1 Specific Hazard identified. 2 Specific procedure for work at hand. 3 Specific instructions unique to work at hand. 3) Any questions generated shall be answered prior to the closing of meeting.

Refresher HSE Training. 1) All employees, after a specific period and/or as designated by the HSE Manager or as Project conditions change or new HSE Procedures are introduced shall receive a Refresher HSE Course so as to maintain their HSE awareness at the highest level possible. 2) This course is to be held once every year or more depending on the Project HSE Performance. Specialist HSE Training. 1) Any person carrying out any of the following activities must be experienced, competent, trained and certificated before commencing such duties. 1 Scaffold Erection or Dismantling. 2 Craneage Duties. 3 Slinging Techniques. 4 Banksman Duties. 5 Plant Operators. 6 Fork Lift Trucks. 7 Woodworking Machines. 8 Mounting and Use of Abrasive Wheels. 9 Permit to Work Procedure. 10 H2S Training. 11 Diving Operations. 12 Working with Explosives. 13 Cartridge Operated Tools. 14 Site Radiography. 15 Basic First Aid Training. HSE Training for Project Management, Supervisors, Foremen. 1) Training in accident prevention and occupational ill health will not just be confined to those who are carrying out the physical work. 2) Project Management, Supervisors, Foreman etc must also be suitably trained in HSE matters and should therefore be included in the following HSE subjects:1 Legal Obligations. 2 Clients HSE requirements. 3 Project HSE Plan. 4 Accidents and Accident Prevention. 5 Risk Assessments. 6 Permits to Work Procedure. 7 Emergency evacuation. 8 Basic First Aid Training. 9 Scaffolding Practices. 10 Excavation Protection and Support. 11 Fire Prevention. 12 Safe Use of Cranes and Slinging Techniques.

employees at least twice yearly. 1 Training in Fire Fighting with Fire Extinguishers. 2 Use of Fire Extinguishers and Safety Equipment. 3 Emergency Evacuation Procedure. 4.3 4.3.1 4.3.2 4.3.3 HSE Training Records. HSE Training Records will be held in SECL HSE Department.(See Appendix II.) The records will indicate the level of HSE competency and HSE training achieved by the individual. The Site HSE Manager or person delegated by the HSE Manager will be responsible for updating and maintaining HSE Training Records.
