Approval Note dated 25.08.2008

Sub: Approval for Kamal and Siddhee Brands of Ordinary Portland Cement 53 grade
being manufactured at M/s Digvijay Cement Co. Ltd., Digvijaygram, CIMCOR
group and M/s Gujarat Siddhee Cement. Ltd., Siddhee gram, Mehta group
respectively to be used in RCC Works at Mundra 5 x 660 MW TPP.

The Agency M/s Simplex Infrastructure Limited vide his letter letter02 / SIL / APP /
STEPC / 001 / Vol. I / 1232 dated 17.07.2008 dated 17.07.2008 has requested for
approval for Siddhee Brand of Ordinary Portland Cement 53 grade being manufactured
at M/s Gujarat Siddhee Cement. Ltd., Siddhee gram, Mehta group at Siddhee gram, Near
Veraval
And
M/s Gannon Dunkerley and Co. has requested for Kamal Brand of Portland Cement 53
grade being manufactured at M/s Digvijay Cement Co. Ltd., Digvijaygram, CIMCOR
group.

The tests for assessing the physical and chemical parameters were got carried out at M/s
Geo Engineering Services, Adipur, the laboratory where all such tests are being carried
out. The test reports are attached for records.

The products i.e. Ordinary Portland Cement 53 grade of Brands: Kamal and Siddhee are
meeting the requirements laid in IS 12269, hence the Brands can be used for RCC and
other associated Civil Works of TPP.

In pursuit that the RCC Works of TPP do not suffer at any juncture for want of Ordinary
Portland Cement of grade 53, the alternative Brands are approved to be used in RCC
Works at Mundra 5 x 660 MW TPP.
